V. Helbing Elementary School on May 3, 1971, for the Reconstruction of Decatur Avenue, Unit III. Procedures concerning owner participation in the cost, method and policies of deter- mining assessments, street construction standards and methods of payment were explained by Mr. Schmidt to the seventeen persons attending. The meeting was then opened for a question and answer session. Mr. Grady Haltom, 3813 Decatur, owner of four lots asked if he might have the work done privately. Mr. Schmidt told him that the work was now included in the project and would have to be done by the contractor. Mrs. C. T. Shrimpton, 3809 Decatur, owner of Lots 17 and 18, Block 1, Fostepco Heights Addition, was concerned about losing her trees for sidewalk construction. Mr. Jerry Robertson, speaking for his mother, owner of Lot 20, Block 24, Fostepco Heights Addition, said that he felt that the home owners would benefit much less than the business people and should be charged accordingly. Mr. Schmidt explained that the assessment was for sidewalk, curb and gutter and the charge was the same for everyone. Mr. Dale Merrett, pastor of the Decatur Avenue Baptist Church, 3711 Decatur, said the church didn't have the money to pay for the assessment. He was told that they would be accorded the same time payment plan as the other property owners. Mr. Oscar Chenault, 3805 Decatur, owner of Lots 14, 15 and 16, Block 1, Fostepco Heights, said that he could not afford to pay for the assessment, as two of his lots were vacant property. Mr. David Ruiz, 3613 Decatur, owner of Lot 19, Block 24, Fostepco Heights, said the street was badly in need of repair. He also asked if we could hold a meeting with ,such a ,small percent of the property owners present. He was told that the meeting was merely a courtesy of the City to inform the people of the proposed improvements. After a short general discussion the meeting was adjourned. Sidewalks Sidewalks are presently scattered throughout approximately 35% of this pro- ject area. This project proposes sidewalks along both sides of Decatur Avenue from Dixie Street to Terminal Road where none presently exist except for the west side of Decatur from N.E. 38th Street to Terminal Road. This section of sidewalks will be constructed when the adjoining vacant property is developed. Sidewalks are proposed in this project for the following reasons: 1) To tie in with the existing sidewalks along Decatur within the limits of this project. 2) To serve pedestrian traffic generated by two elementary schools, one junior/senior high school, a shopping center, a neighborhood grocery store and a church. 3) This section of Decatur Avenue is a collector type street connecting Long Avenue on the south and Terminal Road on the north. An average of 6,000 to 11,000 vehicles use this street each day. Submission of Bids The following bids have been received: Bidder Amount of Bid Texas Bitulithic Co. $123,179.00 L.
