HomeMy WebLinkAboutIR 9232 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 9232 To the Mayor and Members of the City Council April 20, 2010 `-pllTtq�O F T Page 1 of 2 SUBJECT: DAY COUNCIL MEETINGS START TIME This Informal Report is in response to Staff Action Tracking 587 regarding the City Council's discussions and recommendations regarding the start time for the City Council Meetings held during the day. During the March 23, 2010, City Council Meeting, City Council Members Zimmerman and Espino requested that City staff look into the possibility of changing the City Council Meeting start time for the morning meetings. This request is a result of several recent lengthy Pre-Council Meeting agenda items that have delayed the start time of the regular Council Meeting approximately 20 to 30 minutes. Since the morning Pre-Council Meetings are from 8:30 a.m. to 10:00 a.m., there are occasions when this time period does not provide sufficient opportunity for the Council to discuss all of the items on the Pre-Council Agenda. The longer Pre-Council Agendas could also be attributed to the cancellation of 14 City Council meetings during 2010. The recommended time change by Council Member Espino was to move the Pre-Council Meeting up to 8:00 a.m., leaving the regular Council Meeting at 10:00 a.m.; or to continue with the 8:30 a.m. Pre-Council Meeting and move the regular Council Meeting to 10:30 a.m. With either recommendation, this would allow two hours for the Pre-Council Meeting process. In order to change the start time for either the Pre-Council Meeting or the regular Council Meeting, the Council's Rules of Procedures must be amended. The reference for the starting times of the City Council Meetings are noted in the Rules of Procedure as follows: Section 3. TYPES OF MEETINGS "3.1 Regular Meetings: The Council shall meet in the Council Chambers at the City Hall on Tuesday of each week at 10:00 A.M., except that the first and second Tuesday meetings of each month shall be scheduled for 7:00 p.m., unless otherwise officially changed by the City Council." "3.4 Pre-Council Meetings: The Council shall meet in the Pre-Council Chambers at the City Hall at 8:30 A.M., before a daytime Council meeting, at 2:30 P.M., before a Council meeting on the first Tuesday of each month, and at 3:30 P.M., before a Council meeting on the second Tuesday of each month, unless otherwise changed by the City Council or City Manager." The staff will attempt to better manage the number and length of the presentations. If the Council elects to move forward with any time change recommendation, a resolution will be prepared and placed on a future agenda to officially amend the Council's Rules of Procedure. Dale A.
