SUBJECT: 2013 TRANSPORTATION IMPACT FEE STUDY
The agenda for your May 8 Council meeting includes authorization of a professional services
contract with Kimley-Horn and Associates, Inc. (KHA) to perform the 2013 Transportation Impact
Fee Study. The City Council adopted the transportation impact fee ordinance on May 13, 2008
(Ordinance No. 18083-05-2008), and the program has become the City's primary mechanism for
funding local transportation improvements required to serve new development. The program has
generated $16.7 million for transportation improvements to date. Completed and pending
projects include Timberland Boulevard at Beach Street, North Riverside Drive between Golden
Triangle Boulevard and North Tarrant Parkway, Summer Creek Boulevard between McPherson
Boulevard and Risinger Road, McPherson Boulevard west of the Chisholm Trail Parkway, and
Blue Mound Road between Willow Springs Road and future Wagley Robertson Road. Having
recently completed the prioritization of all arterial needs in accordance with the Comprehensive
Plan prioritization matrix, staff is now working to program available funds within each service
area.
Chapter 395 of the Texas Local Government Code requires that a transportation impact fee study
be performed at least every five years. The 2013 land use assumptions and impact fee capital
improvements plan are required to be adopted on or before February 12, 2013.
KHA responded to the City's Request for Proposals to perform the 2013 Study and was selected
unanimously by the selection committee. Selection was based on KHA's thorough understanding
of the project and the City's existing program, the compatibility of their study methodology with
the current ordinance and established business processes, and the qualifications, experience,
and local sensitivity of the project team.
The 2013 Study will be fully funded with transportation impact fees, with each service area
providing a pro rata share of the total cost. The negotiated fee of $470,000 is less than three
percent of total impact fee receipts, and includes development of land use assumptions, the
transportation impact fee capital improvements plan, calculation of the maximum assessable
impact fee for each of 19 service areas, minor updates to the Master Thoroughfare Plan, and
required financial analysis.
With contract execution in mid-May, the project schedule contemplates project completion in late
November, six months from issuance of a notice-to-proceed.
