Upcoming and Recent Events; Recognition of Citizens;Approval of Ceremonial Travel Mayor Price, Mayor Pro tern Shingleton, and Council Members Bivens, Jordan and Zadeh announced upcoming and recent events within the City and various Council districts. There were no recognition of citizens. Motion: Council Member Allen Gray made a motion, seconded by Council Member Bivens, that Council Member Byrd's trip to Donna and McAllen, Texas, to tour border facilities from September 6 through 8, 2019, be approved. RESOLUTIONS 1. 19-0142 Amending the Council Rules of Procedure to Combine and Reformat Sections 5.4.1, 5.4.2, 5.4.3, 5.4.4 And 5.4.6; to Clarify that Citizens May Speak at City Council Meetings on Agenda items before the City Council for Consideration and during Citizen Presentations; to Add Language Requiring Additional Time for Speakers who Require the Assistance of a Translator; and to Delete the Reference to Section 5.4.5 Repealed in 2017 by Resolution 4845-09-2017 City Attorney Sarah Fullenwider gave a brief presentation on the City Council's Rules of Procedure. Council Action: Close Public Hearing) Mayor Price opened the public hearing and stated that the vote on the proposed tax rate of $0.747500 per$100.00 will occur at the City Council meeting on September 17, 2019, that begins at 7:00 P.M. located at City Council Chambers, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas 76102. a.
