AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $201,744.27,
AND DECREASING THE UNAUDITED, UNRESERVED, UNDESIGNATED FUND
BALANCE BY THE SAME AMOUNT, FOR THE PURPOSE OF FUNDING STAFF,
INVESTIGATIVE, AND DNA OUTSOURCING COST FOR THE COLD CASE
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Fund in the amount of$201,744.27, and decreasing the unaudited, unreserved, undesignated fund
balance by the same amount, for the purpose of funding staff, investigative, and DNA outsourcing cost for
the Cold Case Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911-09-2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Approve the Continuation of the Cold Case Program in the Fort Worth Police Department, Adopt
Supplemental Appropriation Ordinance in the General Fund and Decrease the Unaudited, Unreserved,
Undesignated Fund Balance in the Amount of$201,744.27 (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Approve the continuation of the Cold Case Program as part of the Police Department's General Fund
Budget; and
2. Adopt the attached supplemental appropriation ordinance increasing appropriations in the General
Fund in the amount of$201,744.27 and decreasing the unaudited, unreserved, undesignated fund
balance by the same amount.
DISCUSSION:
The Fort Worth Police Department (FWPD) has been notified that it was not awarded the Cold Case Grant
funds from the U.S. Department of Justice and National Institute of Justice Solving Cold Cases. The grant
funds expired on March 31, 2012, and without funding, FWPD will have to immediately reduce its efforts to
identify, review and investigate violent crime cold cases that have the potential to be solved through DNA
analysis.
Currently, the City of Fort Worth has nearly 907 unsolved cold cases dating back to 1966 that have the
potential of being solved using DNA analysis. Although physical evidence was preserved and retained, the
majority of unsolved homicides that occurred between 1966 and 1990 were not analyzed for the presence
of biological evidence. By applying the advanced scientific methods within the field of DNA analysis, these
cases may have the potential to produce a DNA profile and a potential suspect.
Over the three years of cold case grant funding, 408 cases were reviewed and 210 of the reviewed cases
had DNA potential evidence. Forensic Staff had submitted 199 cases for DNA profiling and all cases had a
qualifying profile. Additionally, the following high profile cases were solved as a result of the Cold Case
Program:
• A man responsible for the murder of four females within Fort Worth.
• A man responsible for the murder of three females in Fort Worth.
• A man who murdered a female in her home in 1997.
Due to the importance of this program, FWPD would like to continue dedicating personnel to the program.
Approval of this Mayor and Council Communication will provide General Funds for the salary of one Cold

Case Detective, one Evidence Technician, investigative travel and DNA outsourcing. The total cost of the
Cold Case Program,for the remainder of Fiscal Year 2012 is $201,744.27.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budgets, as appropriated, in the General Fund. Upon approval, the unaudited, unreserved,
undesignated fund balance of the General Fund will exceed the minimum reserve as outlined in the
Financial Management Policy Statements.
