HomeMy WebLinkAboutOrdinance 20178-04-2012 Ordinance No. 20178-04-2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AIRPORTS GRANT FUND IN THE AMOUNT OF $70,175.44, SUBJECT TO RECEIPT OF A GRANT FROM THE FEDERAL AVIATION ADMINISTRATION, FOR THE PURPOSE OF DESIGNING AND CONSTRUCTING AIRFIELD PERIMETER FENCE REHABILITATION AND CLOSED CIRCUIT TELEVISION SECURITY IMPROVEMENTS, AUTOMATED SURFACE OBSERVING SYSTEM RELOCATION, AIRPORT RESCUE AND FIREFIGHTING TOWER EMERGENCY TELEPHONE, PAVEMENT JOINT REHABILITATION ON RUNWAYS, TAXIWAYS AND APRONS, AND CONDUCT A WILDLIFE HAZARD ASSESSMENT FOR THE FORT WORTH ALLIANCE AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Airports Grant Fund in the amount of $70,175.44, subject to receipt of a grant from Federal Aviation Administration, for the purpose of designing and constructing airfield perimeter fence rehabilitation and closed circuit television security improvements, automated surface observing system relocation, airport rescue and firefighting tower emergency telephone, pavement joint rehabilitation on runways, taxiways and aprons, and conduct a wildlife hazard assessment for the Fort Worth Alliance Airport. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.19911-09-2011 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Amend M&C C-25480 to increase the amount of land credits used for the City's local in-kind grant match from five percent to ten percent of the $1,333,333.33 project cost, if awarded a grant from the Federal Aviation Administration to design and construct airfield perimeter fence rehabilitation and closed circuit television security improvements, automated surface observing system relocation, airport rescue and firefighting tower emergency telephone, pavement joint rehabilitation on runways, taxiways and aprons, and conduct a wildlife hazard assessment for Fort Worth Alliance Airport; and 2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund in the amount of$70,175.44, subject to receipt of the grant. DISCUSSION: On March 6, 2012, (M&C C-25480) the City Council authorized the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration (FAA) in the amount of$1,200,000.00 to design and construct airfield perimeter fence rehabilitation and closed circuit television security improvements, automated surface observing system relocation, airport rescue and firefighting tower emergency telephone, pavement joint rehabilitation on runways, taxiways and aprons, conduct a wildlife hazard assessment for Fort Worth Alliance Airport and the use of land credits in the amount of$63,157.89 for the City's in-kind local match of five percent of the project cost. After passage of the Mayor and Council Communication (M&C), Staff was notified that the FAA is now requiring a grant match of ten percent of project costs. This M&C is necessary to increase the grant match from five percent to ten percent of the $1,333,333.33 in project costs. Approval of this M&C will result in an additional use of land credits in the amount of $70,175.44. Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
