AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AIRPORTS GRANT FUND IN THE AMOUNT OF
$1,169,590.64, SUBJECT TO RECEIPT OF A GRANT FROM THE FEDERAL
AVIATION ADMINISTRATION, FOR THE PURPOSE OF FUNDING THE
ALLIANCE RUNWAY EXTENSION PROJECT AT FORT WORTH ALLIANCE
AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2011-2012 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Airports Grant Fund in the amount of$1,169,590.64, subject to receipt of a grant from the Federal Aviation
Administration, for the purpose of funding the Alliance Runway Extension Project at Fort Worth Alliance
Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19911-09-2011 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Match from Five Percent to Ten Percent of the $22,222,222.22 Project Cost, if Awarded a Grant from the
Federal Aviation Administration for the Alliance Runway Extension Project at Fort Worth Alliance Airport
and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Amend M&C C-25483 to increase the amount of land credits used for the City's in-kind local grant
match from five percent to ten percent of the $22,222,222.22 project cost, if awarded a grant from the
Federal Aviation Administration for the Alliance Runway Extension Project at Fort Worth Alliance Airport;
and
2. Adopt attached appropriation ordinance increasing estimated receipts and appropriations in the
Airports Grant Fund in the amount of$1,169,590.64, subject to receipt of the grant.
DISCUSSION:
On March 6, 2012, (M&C C-25483) the City Council authorized the application for and acceptance of a
grant, if awarded, in the amount of$20,000,000.00 from the Federal Aviation Administration (FAA) for the
Alliance Runway Extension Project and the use of land credits in the amount of$1,052,631.58 for the
City's in-kind grant match of five percent of project cost. Previous FAA grants funded environmental
assessments, land acquisitions, three earth work packages, design and construction of FM 156, design
and construction for the lowering of Keller Haslet Road, design and construction of John Day Road
Relocation and design of the Burlington Northern Santa Fe Railroad relocation.
After the passage of the Mayor and Council Communication (M&C), Staff was notified that the FAA is now
requiring a grant match of ten percent of project costs. This M&C is necessary to increase the grant
match from five percent to ten percent of the $22,222,222.22 in project costs. Approval of this M&C will
result in an additional use of land credits in the amount of$1,169,590.64.
Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION / CERTIFICATION:
The Financial Management Services Director certifies that this action will have no material effect on City
funds.
