CITY OF FORT WORTH, TEXAS DEPARTMENT OF ENGINEERING March 8, 1938 M1�e D. L. Lewis City Manager Building Dear Sir: I am submitting attached copy of the proposed PLUMBING ORDINANCE for the City of Fort Worth. All interested parties who have been discussing the various provisions in the new Ordinance are now together on all the contested items with the exception of two. The Attorney for and representative of the Lone Star Gas Company and the Attorney for and the representatives of the Master and Journeymen Plumbers of Fort Worth object to two provisions in the Ordinance and request that their draft of these two particular sections be used. The contested sections are as follows: I. The parties mentioned above request that the following section l be placed in the Ordinance. This ordinance shall not be construed to relieve from or lessen the responsibility or liability of any party owing, operating, controlling f or installing any plumbing or gas piping for damage to person or property f caused by any defect therein, nor shall the City of Fort Worth, Texas, be held as assuming any such liability by .reason of the inspection authorized herein, or certificate of approval issued as herein provided. Whereas, it is necessary for the immediate preservation of the public health, safety and property that the following provisions be immediately enacted relating to the installation, alteration or repair of pipes, fittings or fixtures for water, sewage or gas in all build— ings or structures, or on all property now erected or to be erected, changed, constructed or altered, so that the same shall conform to all the reasonable requirements for the preservation of public health, safety and property, all of which constitutes an emergency, and Whereas, the Laws of the State of Texas (Articles 1076 to 1091, Revised Civil Statutes of the State of Texas, 1925), require the City Council of the City of Fort Worth to enact this Ordinance to secure the public health and safety; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT ..OATH, TEXAS: CHAPTER I Section 1-1 DEFINITIONS Paragraph 1-1-1. Plumbing. Plumbing, in its broadest sense, is the science of creating and maintaining sanitary conditions in buildings where people live, work or assemble, by providing permanent means for a supply of safe, pure and wholesome water, ample in volume for drinking, cooking, bathing, washing and cleaning, and to cleanse all waste receptacles and like means for reception and speedy and complete removal from the premises of all fluid or semi—fluid organic wastes and other impurities incident to human life and occupation. —I— Plumbing, in a mechanical sense, is the art of installing in a building the pipes to provide the water supply, appa.xatus for its control and handling, fixtures, and appliances to receive wastes or surplus water, the soil waste, drain and sewerage system for remov- ing the waste or surplus water, traps to prevent sewer air from entering the occupied portion of the building, ventilating pipes to protect the trap seals and provide for a cleansing circulation of air throughout the plumbing system, leaders and roof, court and area rainwater drainage system. It includes extensions of the water supply distributing system for fire-fighting or mechanical purposes, and where no street or private sewer exists, it includes the means of sewage disposal. Generally all work usually and customarily done by Plumbers. Paragraph 1-1-2. Gas Fitting or Gas Piping, Gas Fitting, is the installation, repair, replacement and relocation of pipes, fixtures and other apparatus for distributing a gas supply for illuminating or fuel purposes in any premises, and shall include the installation of wall heaters, floor heaters or any other type of concealed gas connections. This definition of gas fitting shall not apply to any installation or connection of fixtures or appliances other than those specifically named in the preceeding sentence, and which does not require cutting into an existing house line, or the extension from an existing outlet by the addition of 6XPa5OD 10 or more feet ofapipe; nor shall it apply to the inspection or repair of minor leaks on the customer's premises or to the inspection or adjustment of customer's gas appliances. Paragraph 1-1-3. luster e& Employing Plumber. A Boaster --P• Employing Plumber is any person skilled in the planning, superintending and the practical installation of plumbing and gas fitting, and familiar with the laws, rules and regulations governing the same. A Master -� Employing Plumber holds himself out to the publQi c as one w o, contracts for and causes to be done such plumbingawork' - ster - Employing Plumber must employ Licensed Journeymen Plumbers to perform all plumbing or gas fitting work, or Licensed Journeymen Gas Fitters to do strictly gas fitting -2- work that is done under his supervision by others, except that he may employ Apprenticed Plumbers or Apprenticed Gas Fitters as helpers to Journeymen Plumbers or Journeymen Gas Fitters. If a Master +y.Employing Plumber as herein defined shall intend to personally do the work of plumbing on contracts made by him or others, he shall, also, pass the examination as a Journeyman Plumber as herein defined and shall be issued a Journeyman'Plumber's license by the Examining Board of Plumbers without additional charge. lai,autra-ph 1-1-4. Journeyman Plumber. A Journeyman Plumber is any person other than a Master � Employing Plumber who, as his principal occupation is engaged in the practical installation of plumbing and gas fitting, and must work under the supervision of a Licensed Master -", Employing Plumber. Paragraph 1-1-5. Apprenticed Plumber. An Apprenticed Plumber is any person other than a Master .w Employing Plumber, or Journeyman Plumber, who, as his principal occupation, is engaged in learning and assisting in the installation of plumbing and gas fitting, and shall work directly under the super- vision of a Journeyman Plumber. An Apprenticed Plumber, to work as such, must hold an Apprenticed Plumber's permit issued by the Examin- ing and Supervising Board of Plumbers. Paragraph 1-1-6. Master er Employing Gas Fitter. A Master er Employing Gas Fitter is any person skilled in the planning, superintending and the practical installation of gas fitting, and familiar with the laws, rules and regulations governing the same. A Master es Employing Gas Fitter holds himself out to the public as one who contracts for and causes to be done such gas fitting work. A Master ear Em loying Gas Fitter must employ L censed Journey- men Gas Fitteralto perform all gas fitting work that is done under his supervision by others, except that he may employ Apprenticed Gas Fitters As helpers to gourneymen Gas Fitters. If a Master air Employing Gas Fitter as herein defined shall intend to personally do the work of gas fitting on contracts made by him or others, he shall, also, pass the examination as a Journeyman Gas Fitter as herein defined and shall be issued a Journeyman Gas Fitter's license by the Examining Board of Plumbers without additional charge. _3- Paragraph 1-1-7 Journeyman Gas Fitter. A Journeyman Gas Fitter is any person other than a Master ev Employing Gas Fitter who, as his principal occupation is engaged in the practical installation of gas fitting, and must work under the supervision of a Licensed Duster or Employing Plumber, or Master ea Employing Gas Fitter. Paray,raph 1-1-9. Apprenticed Gas Fitter. An Apprenticed Gas Fitter is any person other than a Master or Employing, or Journeyman Gas Fitter, who, as his principal occupa- tion, is engaged in learning and assisting in the installation of gas fitting, and shall work directly under the supervision of a Journeyman Plumber or Journeyman Gas Fitter. An Apprenticed Gas Fitter must hold an Apprenticed Gas Fitter's permit issued by the Examining and Supervising Board of Plumbers. CHAPTER 2 ADMINISTRATION Section 2-1 GENF..ii"AL PROVISIONS Paragraph 2-1-1. Title Cited. The following provisions shall constitute the Plumbing and Gas Fitting Code of the City of Fort Worth and may be cited as such. It shall be unlawful for any person, association of persons, co-partnership, or corporation, to engage in the business of plumbing or gas fitting, or do or perform any plumbing or gas fitting as described in this ordinance without first having procured the necessary license and permits as hereinafter provided for. It shall be unlawful for any person, association of persons, co-partnership, or corporation, to hold himself or themselves out to the public by advertising or otherwise as an unlicensed Plumber or Gas Fitter. Paragraph 2-1-2. Intent and Purpose. The intent and purpose of this Code is to regulate the construc- tion, erection, enlargement, alteration, repair, removal and mainten- ance of all piping, fittings, fixtures, etc., used for the conducting of water, sewage and gas in or on any and all premises in the City of -4- j Fort Worth, and outside the boundaries of the City of Fort Worth if same be connected to either the City water or sewerage systems. Paragraph 2-1-3. Piping Affected by this Ordinance. This ordinance shall apply to all -piping, fixtures, fittings or appliances, installed, constructed, erected, altered or added to or built upon, within the boundaries of the City of Fort Worth, and outside the boundaries of the City of Fort Worth if same be connected to either the City water or sewerage systems, except for which permits have already been issued by the Plumbing Inspector prior to the passage of this ordinance. This paragraph is not meant to apply to th4t work done by the proper employees of the City of Fort Worth in the laying of City Water mains and services and City Sewer Mains and services, nor to the installation of gas distributing mains and services in the streets, and alleys by employees of any gas distributing company. Paragraph 2-1-4. Remedial Ordinance. This ordinance is hereby declared to be remedial and intended to secure the beneficial interests and purposes thereof. Paragraph 2-1-5. Existing Employing Plumber's or Employing Gas Fitter's Licenses. All existing Employing Plumbers' or Employing Gas Fitters' Licenses will remain in effect until their expiration, at which time the Employing Plumber or Employing Gas Fitter must qualify under the definition of Master-Employing Plumber or Master-Employing Gas Fitter as contained in this ordinance. Those Employing Plumbers or Employing Gas Fitters who qualify under the above mentioned definition prior to the expiration of their Employing Plumber's License or Employing Gas Fitter's License will be treated as taking out a renewal so far as the fee is concerned. Section 2-2 ORGANIZKTION Paragraph 2-2-1. Plumbing Inspectors. There is hereby created the office of Chief Plumbing Inspector and Assistant Inspectors of the City of Fort Worth, Texas, who shall meet the following qualifications: Chief Plumbing Inspector: Seven years of successful exj Licensed Master--Employing or Journeyman Plumber, at least th; shall have been in a responsible supervisory capacity, and cl I of a High School training. He shall be physically capable -5- ing the duties of his office and shall hold and keep in force a Certificate of Qualification as a Master aw Employing, or Journey- man Plumber. Sere* Assistant Plumbing Inspectors: F4!v years of successful experience as a Licensed faster an Employing, or Journeyman Plumber, some of which shall have been in a supervisory capacity, and comple- tion of. a High School training. He shall be physically capable of performing the duties of his office and shall hold and keep in force a Certificate of Qualification as a Master op Employing, or Journeyman Plumber. Paragraph 2-2-2. Duties of Plumbing Inspectors_. The duties of the Chief Plumbing Inspector or Assistant Plumb- ing Inspectors, shall be to receive, approve and countersign, either in person or by an authorized representative, all applications and e&O.44- O&fees for perraits to do plumbing, gas piping, or make sewer connec- tions in the City of Fort Worth, or outside the boundaries of the City of Fort forth if connections are made to either the City water or sewerage systems;(also, to personally inspect and pass on all plumbing work, gas piping and sewer connections now in use or being constructed, or which may hereafter be constructed in the City of Fort Worth, or outside the boundaries of the City of Fort Worth if connections are made to either the City water orosewerage systems) and to issue his certificate of approval thereof© if he shall approve the same, or, if he shall not approve the same, to direct, by written order, the owner, or agent in charge of any building or premises, where imperfect plumbing or gas piping may be located, or the plumber in charge of such construction to stop the use or construction of same until it shall have been properly repaired or constructed; to enter any house or premises in the City of Fort Worth, at any time to examine and inspect any plumbing, gas or sewer connection therein; to investigate all alleged violations of the plumbing ordinances; to file complaints against all persons whom they may have reason to believe are guilty of violation, or violations, of any of the plumb- ing, gas or sewer ordinances of the City of Fort Worth, Texas. Assistant Inspectors of Plumbing shall perform all of the duties and have all of the powers of the Chief Plumbing Inspector. -6- Peragraoh 2-2-3• Powers of Plumbing Inspectors. The Plumbing Inspectors, as herein provided for, shall have the power, and it shall be their duty, where any building, premises or construction contains improper or defective plumbing or gas piping, or where same has been constructed, erected,altered or repaired without a permit as provided by law, and the ordinances of the City of Fort Worth, to immediately notify, in writing, the utility involved to cut off the water or gas supply thereto until such improper or defective Plumbing or gas piping shall be made to'fully comply with the law and ordinances, and a certificate of the Plumbing Inspector shall have been issued. Section 2-3 EXAMINING AND SUPERVISING BOARD OF PLUIMERS Paragraph 2-3-1. Board Created. There is hereby created and established a Board to be known as the Examining and Supervising Board of Plumbers of the City of Fort Worth, Texas. The said Board shall consist of five members, viz: The City Sanitary Engineer of the City of Fort Worth, Texas; the City Engineer of the City of Fort Worth, Texas; the Chief Plumbing Inspector of the City of Fort Worth, Texas; (these three to be Ex officio members of the Board hereby created and to continue as such members while holding their respective offices; each Ex-officio member to have equal vote with the appointive members of the Board) ; a Licensed Master or Employing Plumber of not less than ten years active and continuous experience as a Licensed Plumber; a Licensed Journeyman Plumber of not less than ten years of such active and continuous experience; (the Licensed Master " Employing Plumber be member and the Licensed Journeyman Plumber member to/recommended by the City Manager and appointed by the City Council). Provided, how- ever, that if any of the five members of the Board, shall die, or become unable to act, for any reason, or shall resign from their respective positions, or shall be removed for any cause, as herein- after provided, then the City Council, upon the recommendation of the City Manager of the City of Fort Worth shall appoint a successor, or successors, who shall fill out the unexpired term and until their respective successors shall be duly appointed. -7- Paragra-ph -2-3-2. Removal of Member of Board. The City Council of the City of Fort Worth, Texas, may remove any member of the Examining and Supervising Board, herein provided for, during the term of which he may be appointed, for sufficient cause, provided, however, that if any charge, or charges, shall be filed against said member either by the City Council, on its own motion, or by any member thereof, or by any person residing in the City of Fort Worth, Texas, he shall prepare and file with the City Secretary a petition for such removal, under oath, in which he shall set forth specifically his charges against said member, or members and the City Council of the City shall, upon presentation of said charges, in proper form, fix a time and place for the hear- ing of said charges, therein, notify the person charged and afford him a full opportunity to be heard, touching all charges and shall, after full hearing, make such order relative thereto, as in their opinions, shall be proper. The action of the City Council in such matters shall be final. Paragraph 2-3-3. Duties of Board. It shall be the duty of the Examining Board, herein provided for, to meet as soon after their appointment as is practicable and within ten days, and organize by selecting one of their members as Chairman and another as Secretary, who shall keep a full record of the proceedings of said Board; to provide itself with proper books of record, blank forms, stationery and supplies, proper and adequate for the conduct of its business, which shall be paid for out of the Plumbing Inspection Division's budget, to require all applicants for examination as: Piaster ow Employing Plumber, Journeyman Plumber, Master 9.w Employing Gas Fitter, Journeyman Gas Fitter and Plumbing Inspector to fill out and file with said Board an application for examination; to provide suitable examinations for: Master ew Employ- ing Plumbers, Journeyman Plumbers, Master ow Employing Gas Fitters, Journeyman Gas Fitters and Plumbing Inspectors, and to determine whether they shall be oral, or written, or partly oral and partly written, and to make rules necessary for the fair, speedy and sufficient examination of all applicants under the provisions of -8- this ordinance; to issue Apprentice per�iits to those who may desire to work as Apprentice Plumbers or Apprentice Chas Fitters; to from time to time, as it may deem proper to submit to the City Council of the City of Fort Worth, its written suggestions and recommendat tions for the improvement of the plumbing ordinances of the City of Fort Worth, Texas. It shall, also, be the duty of the Board to hear any written complaints made by any plumber, citizen, or other- wise, that may have a bearing upon the efficient enforcement of the Plumbing Ordinances and the Board shall take such action therein as they may see fit within their authority. Paragraph 2-3-4. Powers of Board. The Examining and Supervising Board of Plumbers, herein provided for, shall have the power, and the same is hereby granted to them; to adopt rules and regulations for the conduct of the business of the examination of applicants and for its own government in carrying out its duties under this ordinance, provided the same shall not be inconsistant With any laws of the State of Texas, or the ordinances of the City of Fort Worth, Texas. Paragraph 2-3-9. Compensation of Board. All members of the Board herein provided for shall serve the City of Fort Worth without any compensation whatever. Paragraph 2-3-6. Qualifications for Applicants for Examination. All applicants for a Master w Employing Plumbers' examination must have reached the age of 21, and have had three years experience as a Journeyman Plumber; except where applicant is a graduate of a recognized trade school giving at least a two years course, and have had at least one year's shop and building experience working at the trade of plumbing. Examination aria p-urentice-i e's�: Every person desiring to contract for, or work at the business of plumbing or gas fitting in the City of Fort Worth, Texas, shall make application to the Inspector of Plumbing, or to the Board of Plumbing Examiners of said City, for examination therefor, and pay the required fee, viz: Master ai Employing Plumber . . . . . . .3.00 Journeyman Plumber .. . .. . . . 2.00 Apprentice Plumber Permit .. . . . . .. 1.00 Master w Employing Gas Fitter ... 3.00 Journeyman Gas Fitter . . .. . 2.00 Apprentice Gas Fitter Permit .. .. . 1.00 Plumbing Inspector . . . . . . . . . 3.00 Paragraph 2-3-8. Examination of Applicants. Examination of applicants shall be held the first Tuesday of each Month, between the hours of 8:00 AM and 5:00 PM. All persons desiring to be examined shall make application, in Writing, to the Secretory of the City Plumbing Board ten (10) days before the date set forth herein. The Plumbing Board shall furnish to the Supervisor of Municipal Research and Personnel of the City of Fort Worth a set of questions and tests to be used in giving the examination requested. -10- The above mentioned questions and tests are not to be given to the Supervisor ,of Municipal Research and Personnel prior to 9:00 Aid of the day of the examination. The Plumbing Board may appoint one or more members of the Board to be present during the examination. Applicants shall be under the supervision of the Supervisor of Municipal Research and Personnel and any member or members of the Plumbing Board who may be applinted for the purpose during the entire course of said examination. At the completion of the examina- tion all examination papers and answers to any tests given shall be turned over to the Plumbing Board for grading. It will be the duty of the Plumbing Board to determine the grade made by the applicant. The Plumbing Board shall notify any applicant as to his grade on said examination within five (5) days after examination has been taken. A general average of 74 will be the minimum passing grade. Should applicant fail, he may call for a re-examination at the next regular session of the Board. Should this examination be allowed, the Plumbing Board shall so notify the Supervisor of Municipal Research and Pe sonnelt who in will give a second examination?using those uestions and tests given to him by the Plumbing Board. In the case of a second failure, applicant may make request to the City Manager of the City of Fort Worth for re- examination and should the City Manager have reason to believe that the applicant should be permitted to have a second re-examina- tion, he shall so notify the Secretary of the Plumbing Board who shall, as in the first and second examinations, make necessary arrangements with the Supervisor of Municipal Research and Personnel. In the case of a third failure, the applicant may appeal from the decision of the Board to the City Council, if the applicant shall feel that he has not been fairly dealt with and if he shall be able to establish t'o the satisfaction of the City Council of the City of Fort 'North, that he should have still further re-examination, the City Council, if they think proper, may order a third re-examination. Paragraon 2-3-9• Examinatida and Certificate. The Examining Board of Plumbers shall, at its regular meetings, -11- examine all applicants desiring to work at the business of plumbing or gas fitting in the City of Fort Worth, as to their particular knowledge of plumbing or gas fitting. The Board shall submit the applicants to some satisfactory form of practical test and if satisfied as to the competence of the applicant to work at the business of plumbing or gas fitting, shall thereupon issue to each such applicant a Certificate, certifying that the applicant has been found competent as a: Master �@w Employing Plumber, Journeyman Plumber, Master 9* Employing Gas Fitter, Journeyman Gas Fitter or Plumbing Inspector, as the cased may be, as herei i ed, wh shall entitle him to a license/tom carry on, or wor at the bus ness of plumbing or gas fitting in the City of Fort Worth, which said certificate shall continue in full force and effect for a period of one (1) year from the date thereof, and shall be renewable on application by the holder at any time within thirty (30) days prior to the expiration of said year, which renewal may be by endorsement of that fact on the original certificate signed by the �seist� t and Secretary of the Examining Board. A charge of fifty cents ($0.50) shall be made for each renewal, provided, however, that the renewal shall not be granted if, in the opinion of the Examining Board, the business or moral integrity of the holder of said certificate is not such as would entitle him to such renewal. Said certificates are personal only, to the holder and are not in any manner transferable and all such certificates are revokable for sufficient cause shown on charges filed by the Examining Board or any member thereof, or any person feeling himself aggreived, upon the filing of written charges under oath, notice and hearing in the same manner as provided herein for the removal of members of the Examining Board. If a holder of said certificate be found guilty by any Court of having violated this ordinance on three (3) separate occasions, same will be sufficient cause for refusal to renew said certificate. Provided, however, that the hearing in the case of the certificate holder shall be before the Examining Board and its finding shall be certified to the City Council of the City of Fort Worth, Texas, together with its recommendations, which, if adopted shall be final. The Examining Board shall keep a -12- record in a well bound book, showing the names, residences and dates of the issuance of the said certificates and such other fact or facts as will fully inform all parties desiring to know of the qualifications of holders of said certificates, said book to be prepared with proper columns showing the facts by the 'Examining Board and shall be a permanent record of the City of Fort Worth,Texas. Paragraph 2-3-10. Applications for Permits. No building shall be piped or fitted for gas, water or sewer connections, nor shall any repairs be made to any such piping nor fittings be placed nor fixtures added unless a permit shall first be granted therefor by the Plumbing Inspector. Application for permits for gas piping or the installation of gas appl lances or gas heated equipment requiring permits or the installation or construction of plumbing or plumbing fixtures or for sewer conneo- -16- . tions shall be furnished by the Plumbing-Inspector or his authorized representative. He shall also approve and countersign all applica— tions for sewer connections before the said permits therefor shall be issued. The said application for a permit for the placing of piping or fixtures as herein provided in this ordinance for the inspection of such work shall give the correct location, name and address of the owner of such building, and a full and complete state— ment of the number of openings for gas or water and the purpose for which said installation work is to perform, together with a list of the fixtures, sewer connections, etc., with a complete plan thereof (if required by the Plumbing Inspector), which shall be subject to the approval of the Plumbing Inspector and shall conform to the plumbing ordinances herein. The builder, architect, Master " Employing Plumber, or Master e Employing Gas Fitter may, and shall when required, file a plan and specification sheet showing the type of fixtures to be used, the location and size of all soil, waste and vent pipes; building drain and building sewer; inside conductors; the chased, recessed or pockets to be provided for their installation or for access to the same and the means provided to gain access to traps, cleanouts, fixtures, water control valves and other valves. Paragraph 2-5-2. Street, Sidewalk, or Alley Permit._ Any person, or firm, or corporation desiring to open any street, alley, or sidewalk to make any connections with the City sewerage system, or to alter or repair any house sewer, or for any other reason shall first, make application to the City Engineer, or his authorized representative and receive a permit to open a street, sidewalk, or alley or connect with the sewerage system as the terms of the permit shall specify. In taking out a permit as provided above the holder of said permit agrees to restore the street, alley or sidewalk to the same condition that existed previous to the opening, under the following specifications: (1) Dirt Streets or Alleys. Ditch shall be well tamped in 6" layers and in case of settlement party holding said permit agrees to maintain said ditch for a reasonable length of time. (2) Gravel Streets or Alleys. Ditch shall be well tamped in —17— 6" ls.yers to a point 9" below the surface of the street, after which one (1) foot of good road gravel will be tamped in until level with the surface of the existing street. Party holding said permit agrees to maintain said cut for a resonable length. of time. (3) Asphalt Treated Gravel Streets._ Ditch sFLall be taken care of as in the above paragraph and in addition the cut shall be finished by hand pouring approximately .6 of a gallon of 90-100 penetration asphalt followed by a covering of what is ordinarily termed chat or torpedo gravel. (4) Paved Streets. Ditch shall be flooded and filled with a good quality of backfill gravel and t;. .ped down to a point 6" below the top of the existing concrete base and then filled with 6" of a 1:6 mixture of concrete. After four (4) days time, a surface shall be applied corresponding to the existing surface on the street. (5) Sidewalks. Gutters and Driveways. Ditch shall be flooded and filled with a good duality of backfill gravel after which a concrete surface shall be applied that meets the Specifications for Concrete Sidewalks, Gutters and Driveways, of the City of Fort Worth, Texas. If such opening or excavation is not refilled and restored as herein provided, and approved by the City Engineer, it shall be the duty of the 01ty Engineer to notify such licensee in writing to refill and restore the same and provided also, that if said licensee shall fail to refill and restore the same within three days after receipt of such notice, the City Engineer shall report such fact to the City Council which Council may thereupon order the City Engineer to refill and restore said street or alley at the cost of such licensee and the certificate of the City Engineer as to the cost of such refilling and restoration shall be conclusive evidence against said licensee as to the cost thereof. No further permits, as provided in this ordinance, shall be issued by the Inspector of Plumbing to such licensee until said cost has been paid. Paragraph 2-5-3. Construction Permit. Any person, firm or corporation desiring to construct, erect, -18- enlarge, alter or repair and maintain, piping, fittings, fixtures, etc. , used for the conducting of water, sewage, or gas, or to connect any fixtures or fixtures in any building or house that may have been disconnected for any reason whatever in or on any and all premises in the City of Fort Worth, Texas, and outside the boundaries of the City of Fort Worth, Texas, if same be connected to either the City water or sewerage systems, shall obtain a permit, as provided herein, from the Plumbing Inspector or his authorized representative before the said work can be installed, constructed, erected, enlarged, altered or repaired, as the case may be. The above paragraph is not meant to apply to that work done by the proper employees of the City of Fort Worth in the laying of City Water mains and services and City Sewer lains and services, nor to the installation of gas distributing lines in the streets, and alleys by employees of any gas distributing company. Paragraph 2-5-4. Special Permit. A special permit, in writing, may be issued by the Plumbing Inspector where additional fixtures are to be installed which cannot be practically constructed in accordance with all of the provisions of this ordinance, if in his judgment the conditions require it, but such additions or alterations shall be of a character that will make the plumbing or gas piping system in the building as a whole conform to the spirit of the requirements of this ordinance. application for above permit shall be made in writing accompanied by a sketch showing work to be done; said sketch to remain on file in the City Plumbing Inspector's office. In remodeling work, the Plumbing Inspector shall be consulted before the work is started. Paragraph 2-5-5. Public Health and Safety Inspection. The Plumbing Inspector may from time to time, as he deems proper, inspect the gas fixtures and appliances or plumbing fixtures and appliances in any building, and shall make such requirements relating thereto as he may deem the public health and safety require, and the owner of such building shall comply with such requirements. Paragraph 2-5-6. Requests for Inspection. Requests for inspection must be filed at the office of the City -19- Plumbing Inspector before nine o'clock A.M. for morning inspection, and before one-thirty o'clock P.M. for afternoon inspection. No ZnsDection will be made after twelve o'clock noon, on Saturdays, or on any Sunday or Legal Holiday, except in special cases where it becomes necessary to do said plumbing work on Saturday afternoon, Sunday or Legal Holiday; in exceptional cases of this kind inspec- tions will be given as requested. Para7-raoh 2-5-7. Per;nit Fees. The sum of One ($1.00) Dollar for one sewer or fixture, or roughing in, and seventy-five ($0.75) cents for all additional sewers or fixtures, or roughing in, shall be paid as a permit and inspection fee for fixtures proposed to be placed in the work described in the application for such permit under this ordinance. That said sum shall be paid by the Master v.L& Employing Plumber, or the Master eg Employing Gas Fitter to whom the permit is issued under the terms of this ordinance at the time said permit is issued. By the term "fixtures" as used herein, is meant each water closet, sink, bath tub, basin (lavatory) or section of basin in battery, drinking fountain, soda fountain, urinal, laundry tray, or section of laundry tray, washing machine (where connected to water or sewerage), sand trap, catch basin, sump, shower drain, slop sink, dental cuspidor, fountain cuspidor, dishwashing machine, hot water heater, wall heater, floor furnace , and all other receptacles that may be classed as plumbing fixtures. The permit and inspection fee shall apply to floor and cellar drains (connected directly with the 9 sanitary sewer), septic tanks and sewers, water and waste connec- tions for any air conditioning or refrigerating apparatus, fees to be paid for on the same basis as plumbing fixtures. A fee of One ($1.00) Dollar shall be paid for a permit and inspection of outside (yard) closets and connections. The sum of One (31.00) Dollar for each inspection of any gas piping or of the alteration of worX or extension or repairing in any building up to fifteen openings, and Ten Cents ($0.10) for each additional opening shall be paid as a permit and inspection fee. Any gas fired furnace appliance having a floor or wall register, which requires a special vent pipe, shall -20- be subject to a- fee of One Dollar ($1.00) .and each additional furnace unit on same building Seventy-five Cents ($0.75). For re- inspection of gas piping that has been rejected or turned down after the second inspection an additional fee of One Dollar ($1.00) will be charged and such fee must be paid before the Master ea Employing Plumber, or the Master st- Employing Gas Fitter, as the case may be, doing such work will be granted further permits. Paragraph 2-5-8. Issuance of Permits.. All permit fees provided for herein shall be paid in cash s to the Plumbing Inspector or his authorized representative and they shall have no authority the time for payment of the same. Permits for all plumbing work shall be issued only in the name of a person who is a regularly licensed Master e* Employ- ing Plumber. Permits for all gas piping work shall be issued only in the name of a person who is a regularly licensed Master as Employing Gas Fitter, or Master *a Employing Plumber. Such licenses must be in full force and effect in order to obtain permits. Any person who shall willfully make any false statement to the Plumbing Inspector or his authorized representative, in order to obtain a permit, shall be guilty of a misdemeanor and subject to penalty clause as herein provided for. Paragraph 2-5-9. Rouvhin--In Inspection and Test. No water, gas, soil, sever, drain, or vent pipe shall be covered from view or concealed until after work has been tested, inspected and approved by the Plumbing Inspector. If any part is covered before being inspected and approved, it shall be uncovered at the direction of the Inspector and at the expense of the Plumber or Gas Fitter. When roughing in is complete, the entire water and drainage system shall be prepared for inspection, waste and vent openings shall be sealed or plugged and system filled with water. If leaks are indicated, they shall be corrected by removing all defective material and replacing same with sound material, then water tests shall be repeated until the work is found to be tight and to conform with the requirements of this ordinance. Such test to be made by the Plumber or person installing said sewer, in the presence of the Plumbing Inspector. If leaks are indicated, they shall be corrected and water test repeated. Paragraph 2-5-10. Final Inspection. Final inspection shall be made when the work is fully complete and building is ready for occupancy. Inspection Certificates. Upon making final inspection, if materials and construction comply with the requirements of this ordinance, the Plumbing Inspector shall issue to the plumber or gas fitter a final inspection certifi— cate showing the work has been completed and accepted, provided all permit and inspection fees have been paid. The City Plumbing Inspector shall also issue to the City " ater Department, and the company furnish— ing gas, a certificate showing that the plumbing and gas piping has been inspected, tested and approved, before the water or gas supply shall be turned on to a contractor, owner, or occupant of the premises. Any contractor, owner, or occupant of premises turning on the water or gas supply, or procuring another to turn it on, without said certifi— cate from the Plumbing Inspector shall be guilty of a misdemeanor, and on conviction thereof, shall be fined as herein provided for a viola— tion of this ordinance. Provided, however, that a temporary water meter may be issued, to the Master *@? Employing Plumber in charge of the work, for construction purposes and this meter may be transferred to the owner or agent of the property when a final inspection certi— ficate from the Plumbing Inspector shall be issued to the City eater Department. Paragraph 2-5-12. Unlawful not to have Inspection and Pay Fees. It shall be unlawful for any person, firm or corporation owning or controlling any building in the City of Fort Worth, or outside the boundaries of the City of Fort Worth, Texas, if same be connected to either the City water or sewerage systems, in which new gas, water or sewerage piping may hereafter be installed, or existing piping altered, or any plumber, or gas fitter, or any other person to know- ingly allow or permit water, gas or sewage to flow through such piping until the same has been inspected, tested and approved by the Plumbing Inspector, as hereinbefore provided and the fees for such inspection and testing shall be paid to the Plumbing Inspector by a Licensed, Master *w Employing Plumber, or blaster aas Employing Gas Fitter, as In the event a utility is involved no the case may be. /as complaint for violation of this provision shall be filed until written notice is first given the/utility lav;O.1ved and they have been given reasonable opportunity to comply therewith. —23— CHAPTER 3 "TERIALS FIXTURES AND CONSTRUCTION Section 3-1 LLATERIALS Paragraph 3-1-1. Water Service, Supply Pipes and Fittings. All water pipes from water meters to and through the building used for supplying plumbing fixtures and water system shall be wrought iron galvanized; merchant steel galvanized; brass pipe, iron pipe size and weight; lead pipe of weight k to the trade �`.i.x) 2 n as "Extra Strong"; block tin; cast iron;?copper water tube, made from dioxidized copper 99.9% pure in accordance with A.S.T.M. Specifications B-89--33, or subsequent revisions, in three distinct types, namely: Type K, L, and MO The name or trade mark of the manufacturer and a marls indicative of the type shall be permanently marked on each tube of 1/2 inch size or larger. All fittings -er- used in the water supply system shall be galvanized malleable fittings; galvanized cast iron fittings; brass fittings; copper or cast brass sweat fittings; cast brass flared type fittings for copper tubes. All connections and branches on lead service must be made by means of plumbers wiped joints. No pipe or fittings that have been used for other purposes shall be used for distributing water. Paragraoh 3-1-2. Waste and Vent_ Lines. All pipes and fittings used for waste and vent lines in buildings shall be of kind and grades as follows: Cast iron soil pipe and fittings shall be of grades known to the trade as "Extra Heavy" , con- forming to A.S.T.U. Specifications, Serial Designation A-714-29, or subsequent revisions, and shall be coated with asphaltum or coal tar pitch. Duriron pipe and fitting or other approved acid resisting material may be used in this construction. Hard temper copper tubing and cast brass (solder) drainage fittings one and one-half inch and two inch sizes only, conforming to A.S.T.11. Specifications, Serial Designation B-88-33, or subsequent revisions, of Type K, L, or M, may be used in this construction above the ground level. Threaded pipe used in waste and vent construction shall be of grade known to the trade as "genuine wrought iron" and to be galvanized inside and out- side. All fittings used in wrought iron waste constructions must be --24--- cast iron galvanized, recessed, threaded drainage fittings, known as "Durham" pattern. Fittings used in vent lines in wrought iron construction may be standard malleable galvanized threaded fittings (above water line of fixture) up to two inches, and above two inch may be standsxd cast iron galvanized threaded fittings. Cast iron threaded pipe of 2" diameter or less may be used for vents only. Fittings for cast iron threaded pipe for vents (above the water line of fixture), may be standard galvanized malleable fittings or cast iron fittings. Lead pipe used for waste, vent or flush pipe must not be of lighter weight than that known to the trade 4s "Extra Light". Brass pipe used for waste or vent line (as provided for in this ordinance) shall be of iron pipe size and weight with standard pipe thread. All clay pipe and fittings used for house sewers shall be No. 1 vitrified clay pipe, which shall meet all the requirements of the American Society for Testing Materials, Serial Designation C 13-24, or subsequent revisionsg This pipe and fittings shall have been inspected and stamped by an independent laboratory satisfactory to the City Plumbing Inspector at the expense of the supplier. All concrete pipe and fittings used for house sewers shall be No. 1 concrete pipe, which will meet all the requirements of the A.S.T.M. Serial Designation C 14-24, or subsequent revisions. This pipe and fittings shall have been inspected and stamped by an independent laboratory satisfactory to the City Plumbing Inspector at the expense of the supplier. All bends for concrete sewer pipe shall be one piece molded bends. No made-up bends con- sisting of straight pipe cut and cemented at angles will be permitted. Paragraph 3-1-3. Clean-out Plugs. All cleanout plugs must be of cast brass or other non-corrosive metal with screw male thread, the body or ferrule may be either of brass or extra heavy cast iron. Paragraph 3-1-4. Ferrules, Brass ferrules shall be of a good quality of brass composed of a mixture that will fuse readily with plumbers solder, free from sand holes, flaws or other defects, uniform in thickness, and at least four and one-half (4-1/2) inches long, of a size and weight as per the following table: -25- Inside Diameter 'sleight 2 inches 1 lb. 4 oz. 3 inches 1 lb. 14 oz. 4 inches 2 1b. S oz. Paragraph 3-1-5. Lead Trans and Bends. Drum traps shall not be of smaller dimensions than 4 x 8 inches, with brass threaded, air and gas tight cover, and not be of lighter weight than that known to the trade as "Extra Heavy". Lead bends and lead ferrules shall not be of lighter weight than what is known as "Extra Heavy". Paragraph 3-1-6. Gas Pipe and Fittings. All gas pipes and fittings where underground, or in damp cellars or basements, or in concrete and tile floors, shall be of Jerchants Galvanized Steel or Galvanized Wrought Iron. All gas pipes and fittings where placed under concrete fldiors, such as filling stations, manufacturing establishments, basements, or any kind of structure where the floors are of concrete or tile, shall be of iron pipe size brass pipe, or Galvanized Wrought Iron. Black steel pipe and beaded malleable fittings may be used where pipes are properly supported or suspended to beams or floor joists. Section 3-2 FIXTURES Paragraph 3-2-1. Drinking Fountains, The fountain shall be constructed of impervious material, such as vitreous china, porcelain, enameled cast iron, other non-corrosive metals, or stoneware. The jet of the fountain shall issue from a nozzle of non-oxidizing, impervious material set at an angle from the vertical such as to prevent the return of water in the jet to the orifice or orifices from whence the jet issues. The nozzle and every other opening in the water pipe or conductor leading to the nozzle shall be above the edge of the bowl, so that such nozzle or opening will not be flooded in case a drain from the bowl of the fountain becomes clogged. The end of the nozzle shall be protected by non-oxidizing guards to prevent the mouth and nose of persons using the fountain from coming into contact with the nozzle. Guards shall be so designed that the possibility of transmission of infec- tion by touching the guards is reduced to a minimum. The inclined -26- jet of water issuing from the nozzle shall not touch the guard, and thereby cause splattering. The bowl of the fountain shall be so designed and proportioned as to be free from corners which would be difficult tocle4r which would collect dirt. The bowl shall be so proportions to prevent unnecessary splashing at a point where the jet falls into the bowl. The drain from the fountain shall not have a direct physical connection with a waste pipe, unless the drain is properly trapped and vented. The water supply pipe shall be provided with an adjustable valve fitted with a loose key or an automatic valve permitting the regulation of the rate of flow of water to the fountain so that the valve manipulated by the users of the fountain will merely turn the water on or off. The height of the fountain at the drinking level shall be such as to be most convenient to persons utilizing the fountain. The provision of several step-like elevations to the floor at fountains will permit children of various ages to utilize the fountain. The waste open- ing and pipe shall be of sufficient size to carry off the water promptly. The opening shall be provided with a strainer. Paragraph 3-2-2. Materials. All receptacles used for water closets, urinals or otherwise, for the dispoaft of human excretes, shall be constructed of materials impervious to moisture and that will not corrode, such as vitreous china, porcelain (all clay), hard natural stone or cast iron porcelain enameled on inside. Paragraph 3-2-3. Flushing Rims. All water closets or urinals shall be provided with flushing rim, constructed so as to flush the entire interior surface of the bowl thereof with water as prescribed in a subsequent section of this title. Paragraph 3-2-4. Water SupplZ to Fixtures. All plumbing fixtures shall be provided with a sufficient supply of water for flushing to keep them in a sanitary condition. Every water closet or urinal shall be flushed by means of an approved tank or flush valve of at least four (4) gallons flushing capacity for water closets, and at least one (1) gallon for urinals, -27- and shall be adjusted to prevent the waste of water. The flush pipe for water closet flush tanks shall not be less than 1k inches in diameter, and the water from flush tanks shall not be used for other purposes. A potable water supply distributing system shall not be connected to or with any water-closet tank, flush valve, combination or other faucet, or any other plumbing fixture or receptacle for waste or surplus water, which is connected directly or indirectly with any sewer, soil or waste of a plumbing system except (1) by discharging over and not less than 3/4 inch above the level at which the fixture would overflow on the floor unless the supply pipe thereto be provided with a complete air break of the full area of the supply pipe and located at least 6 inches above the highest water containing part of the fixture. (2) Provided that in lieu of a full area air inlet there may be a combination of check and air inlet so disposed and arranged in location and size that the air inlet shall be sufficient to supply full relief for any leakage that might occur past a defectively sealed check should the washer or other means of sealing be com- pletely destroyed. No plumbing fixture, device, or construction shall be installed which will provide a cross connection between a distributilialg system of water for drinking and domestic purposes and a drainage system, soil, or waste pipe so as to permit or make possible the back flow of sewage or waste into the water supply system. No pipe or fittings that have been used for other purposes shall be used for distributing water. Paragraoh 3-2-5. Flushing Tanks, Groups of Fixtures. A group of urinals, on the same floor, subject to constant use, as in schools and factories, may be supplied from one auto- matic flush tank of a capacity equal to one gallon of water to each urinal. Automatic flush must be simultaneous and of such force as to cleanse each individual fixture. Intermittent or automatic flushing devices shall be flushed at regular intervals not to exceed ten minutes each during the hours that such fixtures are used. The backs of stall to the length of three and one-half feet must be kept constantly moist with a proportionate supply of water while in -2 S- use. If wall urinals are used, walls and floor must be of non- absorbent material, and one floor drain under fixture from one up to a battery of five urinals. Paragraph 3-2-6. Stoves, A;ooliances, Gas Hose, Valves, Etc. All connections to room or space heaters should be of iron, aluminum, brass or copper pipe and connections. No flexible con- nections may be used except those bearing the stamp of approval of the National Board of Fire Underwriters or the American Gas Asso- ciation. Any and all gas piping, appliances, fixtures and apparatus or material, which may at any time become defective and in the opinion of the City Plumbing Inspector or his Assistants oT dep;at o&' likely to cause leaks, fires or accidents or to endanger persons or property, shall be condemned by the said City Plumbing Inspector or his Assistants was and when, in his opinion, it is deemed necessary in order to prevent such accident or danger, said City Plumbing Inspector or his Assistants n-r App„+SeO are hereby authorized to dis-connect such gas piping, appliances, fixtures and apparatus, or to cause the service of gas to such consumer to be discontinued until the person or persons owning or using such gas piping, appliances, fixtures, apparatus or material shall cause the same to be put in safe condition and tested and approved by the City Plumbing Inspector. The Plumbing Inspector shall notify the company furnishing gas, in writing, to discontinue their service until such piping, fixtures or appliances have been approved by said Plumbing Inspector. When any gas piping, appliances, fixtures, apparatus or material of any nature whatsoever have been in any manner disconnected and rendered inopera- tive by the City Plumbing Inspector or the service discontinued, as set forth in the foregoing provisions, it shall be unlawful for any person or persons to in any manner reconnect the same or cause the same to be re-connected to any supply of gas or to use the same as a part of any gas piping system until they have been put in a safe condition and a certificate of acceptance has been issued by the City Plumbing Inspector. No gas appliance of any description used for heating or cooking purposes, shall be connected without an addi- tional cutoff at the floor line or baseboard and it shall be unlawful for any person to so connect any heating stove, kitchen range, hot -29- water heater or steam boiler without the above regulation. No valves or unions will be permitted to be placed between ceiling and floor or located in such a position that the stuffing box or valve cannot be repacked or union gasket be replaced. All globe and angle valves must be placed on line with gas pressure under gas seat and not on stuffing box when valve is closed. No soft seat valves will be alloyed, and all valve stems shall be packed in a workmanlike manner. Air mixers must not be placed in air-tight ash boxes, but where a free floc of air can reach them at all times. Parap,raoh 3-2-7. Water Heaters. hereinafter All dater Heaters'/shall be approved by the American Gas Associa- tion and their stamp of approval shall be plainly marked on such heater. The temperature control valve, safety pilot, and thermostat shall be approved by the American Gas Association. All gas fired range boilers and storage type water heaters, shall be equipped with a thermostat, and separate pilot burner; the burner shall be equipped with a safety gas control which will shut off the main burner gas supply if the pilot should be extinguished. In addition to the thermostat all such water heaters shall be equipped with a temperature control valve, set so it will shut off all gas to the burners if the temperature goes above 2000 Fahrenheit at any time to avoid hot water backing through cold water lines and destroying disc in City Water keters. This valve shall be so constructed that it will require manual attention to turn the gas on again. -30- Section 3-3 CONSTRUCTION Paragraph 3-3-1. Water Service and Supply. Water service line of, any building shall not be of less I.-b n three-quarter inch and shall be laid eighteen inches below surface of the ground; where laid in the street or alley, pipe to be not less than twenty-two inches below surface of the ground. Water pipe run under building must be eight inches under the ground up to the point of risers. If it is preferred that water pipes shall not be distributed under ground, they may be supported to floor joist on pipe hangers, and covered with three-quarter inch thick wool felt or equal, pipe covering with canvas jackets and metal bands every eighteen inches. Fittings to be covered with asbestos cement and wrapped with canvas. Pipes on outside walls of buildings shall be covered with Non-Frost or Anti-Freeze pipe covering of not less than one inch thickness and with weatherproof jackets for protection against the elements. Fittings to be covered or wrapped with similar materials. Paragraph 3-3-2. Fire Protection. Connection for fire protection must be made independent of all other service pipes. Paragraph 3-3-3. Residence Water Service. The service to each building where there is a bath room and kitchen sink and known as a residence, must be provided with an automatic compression stop and drain with renewable disc of an approved pattern, (to be approved by the City Plumbing Inspector) at a point outside the foundation wall and where the service enters the foundation. On the house side of this valve there shall be a -31- union. This valve and union shall be housed by a cast iron box and cover in such a position that valve or union may be removed for repairs or replacements. Size of box to be 151'x221'xl2" deep. A drain pipe from hot water lines of one-half inch size shall be run to this same box and a compression drain cock placed therein. Dater pipes in outside walls of frame buildings shall be covered with three-fourths inch thick wool felt pipe covering. Paragraph 3-3-4. Tenement Water Service. The supply pipes to each tenement, in a house having more than one, must be provided with separate automatic compression stop and drain cocks with renewable discs, so that water can be shut off and the pipes emptied when necessary without affecting the other tene- ments. These stop and drain cocks may be in a separate cast iron box for each tenement or they may all be placed in one cast iron box which is sufficiently large to accommodate all the drain cocks in such a manner that each valve may be removed without disturbing the box or other valves. A drain pipe from hot water lines of one- half inch size shall be run to this same box and a compression drain cock placed therein. Apartment houses having basements may have water supply pipes controlled separately from header or manifold to each tenement. In frame buildings all risers must be installed with- in inside partitions, or shall be covered with three-fourths inch thick wool felt pipe covering. Metal tags shall be securely fastened to valves and drain cocks of tenement or apartment houses. These tags to be lettered Apt. A. etc. , or some other lettering so that valves for each tenement may be easily found. Paragraph 3-3-5. Vain Supply. The main supply to any bath room shall not be smaller than three-quarter (3/411) inch pipe and not more than two (2) fixtures shall be supplied by one-half (1/211) inch pipe. Paragraph 3 3-6. Fixture Supply Pipe. The fixture supply pipe to all closets and lavatories shall be provided with separate stop cocks with renewable discs. Slip joints will not be allowed on any supply up to valve. Paragraph 3-3-7. Hot Water Connections. Connections to and from hot water heaters must not be smaller -32- than three-quarters inch pipe size. Hot water pipe to be run three- fourths inch to tee for sink branch or first fixture. Paragraph 3-3-8. Reaming Pine, All water and gas pipe shall be well reamed. The City Plumbing Inspector or his assistants may require a section of pipe or fittings to be removed so that he may see if same is properly reamed. This work shall be done at the expense of the person or persons installing . such pipes. If such a section of pipes are found not to be properly reamed then the Inspector may require the whole system of piping to be removed until same has been properly reamed. This work shall be done at the expense of the person or persons installing such pipes. Paragraph 3-3-9. Soil Pipe. Every building in which a water closet is installed shall have at least one four-inch soil pipe waste and vent stack extending through the roof at least one foot and three inches. (This clause need not apply to servants quarters or garages on rear of lot where same is within twenty-five feet of house drain or house sewer), and for every branch of twenty-five feet or more in length, serving a water closet, measuring from fixture outlet to intersection of main house drain, vent from same shall extend full size to main stack, or through the roof. Branches of less than twenty-five feet must extend full size to the highest waste fitting on such branch. Fixtures on the branch may be revented as provided for in this ordinance. Where conditions require a five or six inch drain or waste pipe within the building, then there shall be a five or six inch vent pipe carried out through roof unless the area of ventila- tion from the various vents is equal to or greater than that of the main line. Soil pipe waste from three feet outside of building wall must be "Extra Heavy" cast iron pipe or Duriron pipe or other approved acid resisting material and must extend up through building and out above roof as provided herein. Where between buildings or fences, space does not allow soil and waste pipes to extend three feet from the building, then extra heavy cast iron pipe shall be run under or along the side of the building until it passes in a direct line three feet from any building. (As provided in this ordinance, in buildings six stories or more, not including basement, -33- waste lines not buried in the ground may be genuine wrought iron galvanized, known as "Durham" system). All branches or change of direction must be made with wyes and 1/8 bends, two 1/9 bends or long sweep 1/4 bends. Clean-outs provided and made accessible in change of direction where practicable. Tapped soil fittings will not be permitted, except that they be of the sanitary pattern and waste pipe between tapped Tee and water seal of trap be of brass pipe I.P. size and weight, such pipe to be well reamed and fittings must be cast iron galvanized recess fittings, or Hard Temper Copper Tube of weight not lighter than Type M, with cast brass sweat fitt- ings. Genuine wrought iron galvanized pipe of standard weight may be used for soil or waste pipe above ground in any building of six stories or more not including basement. The ordinance applying the same in a wrought iron installation as it does to cast iron con- structions. End of pipe must be well reamed and screwed to shoulder of fittings. All fittings used in wrought iron waste construction must be cast iron galvanized recessed drainage fittings, known as "Durham" pattern and all branches or change of direction must be made with Wyes and long radius bends with clean-outs provided and made accessible where practicable as provided in system of cast iron pipe. Paragraph 33-3-10. Drainage and Waste in Apartments. On apartments or rooming houses where the architect designs two bath tubs "back to back" or "end to end" and the construction of drainage will require an extra branch, a two inch waste and vent will serve for two tubs and two lavatories on continuous system. Paragraph 373 11. Horizontal Xaste Pipes. All horizontal soil and waste pipes must be graded and given uniform fall, and must be supported by piers built of brick or con- crete or suspended from beams or joist every five feet apart for cast iron, or every twelve feet for wrought iron pipe, all hangers to be neat, durable hangers of iron, steel or brass. Hangers on batteries of closets or urinals shall not be less than three feet apart. All vertical lines shall be supported on every second floor, must be plumb and permanently stayed in position just below -34- roof line. Horizontal lines of lead work shall be supported under its full length with permanent supports in such manner as to prevent sagging of lead. Each stub vent or waste, also supply stub, run through floor or wall must be securely stayed in position and be at right angles with the floor or wall to which it runs. Paragra2h 3-3-12. Kitchen Sinks, Urinals, Slop Sinks. No arms for kitchen sinks, urinals or slop sinks will be allowed for wastes, but shall be brought up through floor, or where P trap is used shall be brought up vertically or not more than a 45 degree to the vertical, and directly behind waste opening. Paragraph 3-3-13. 'riaste Pipes. A soil or waste line shall in no case be of less diameter than the trap of fixture it serves. All horizontal kitchen sink or urinal waste lines shall be not less than two inch size. No waste or vent pipe shall be smaller than one and one-half inch size, pro- vided however, that where one and one-fourth inch traps are used for lavatories, drinking fountains or fountain cuspidors, such traps may be connected to waste or vent pipe at floor or wall with one and one-fourth inch pipe. The proper size of waste pipes for a fixture shall not be less than the following sizes, and for additional fixtures, increase in size as follows: SIZE OF SOIL AND WASTE PIPES-FIXTURES EQUIVALENTS. One (1) cubic foot per minute or seven and one-half (7-1/2) gallons per minute is the basis for a unit fixture discharge. The following table based on the rate of discharge from a lavatory as the unit shall be employed to determine fixture equivalents. Cleanouts shall be placed on the end of "House Drains" with a Wye branch, where same connects with the "House Sewer" and in all cases, brought to grade line. A cleanout shall be placed at the base of each sink stack. No sink waste cleanouts will be permitted under any building where floor is less than two feet from ground, otherwise, same shall be brought through outside wall in full view. All drain and waste pipes constructed under concrete floors must be provided with cleanouts at end of each branch, and in all cases, must be accessible. It must be expressly understood that no clean- out screw will be installed in any position or in any location except where accessible for use. Base of all stacks must be constructed with Y and 1/8 bend, two 1//g bends or long sweep 1/4 bends. In no case will a short 1/4 bend, Tee, or Combination T Y be permitted at base of stack. No cleanout shall be permitted to be installed below grade line. Cleanouts shall be provided and made accessible in changes of direction in waste lines where practicable. Paragraph 3-3-15. Vents. Revent stacks from groups of more than five fixtures to each floor in buildings more than two stories in height must connect into waste stack or waste branch with Wyes and 1/8 bends and must not connect into stack or branch above waste of fixtures it serves. Batteries of water closets or urinals in toilet rooms on same floor -36- from three to twenty in number may be installed by system of loop venting by extending the horizontal line of soil pipe up and return full size to main vent stack at a point one foot above highest fix— ture, or continue separately through roof full size, thus forming a circuit vent system. Where fixtures discharge above such branch AT LFAST each branch shall be provided with a relief vent,8ne—half the l3RRNCH diameter of the soil or waste stae* taken off in front of the first fixture connection. When more than ten closets or urinals in a battery are vented in this manner, there shall be an additional connecting line between waste and vent full size in center of such battery for the purpose of relieving air pockets. The re—vent pipe from all drum traps must be wiped into waste pipe (Y branch) not more than six inches from trap seal, and said vent pipe shall not extend horizontally more than eighteen inches (19°) from trap seal to the vertical. Closet vents must be connected to branch of soil or waste pipe above any waste connections. Revents to closets may be omitted when closets are not more than three feet from said stack or house drain and waste does not connect with said stack or house drain more than two feet below finished floor line, and there are no fixtures on floor above, wasting into same stack. When a vent pipe from a trap connects into a vent from another„ the said connec— tion must be made at least one foot above the highest fixture. The back or revent from any fixture must not be more than six inches from the trap it serves, measuring from water seal. Quarter bends or 90 degree offsets will not be permissible in vents of two inch size or less where placed at a point lower than the water line of the fixtures served. Where a stack or vent pipe extended through a roof is within a distance of fifteen feet of any opening above said stack or pipe, the said stack or pipe must be extended at least two feet above the top of opening. No caps, cowls or bends shall be affixed to the top of any stacks or vents; wire baskets may be used. Paragraph 3-3-16. Continuous Wastes and Vents. P traps shall be continuous waste and vent where possible. Where this construction is used and traps are ventilated through the waste fitting, the outlet of such fittings shall not be set below the water seal of the trap, and the trap shall not be more -37- than two feet from the waste fitting, measuring from water seal. Where a shower trap, floor drain trap or stall urinal trap is connected to a continuous waste and vent line or stack which serves any other fixture, such continuous waste and vent shall be not lesa than three inches up to the highest waste fitting, provided, that the section of such continuous waste and vent serving only the waste from one lavatory or drinking fountain may be two inches. All fix- tures connected to a continuous waste and vent line or stack shall be on the same floor level. Paragraph 3-3-17. Flashings. All pipe or stacks passing through roof must be flashed with sheet lead not less than three (3) pounds to the square foot, or ten ounce copper. Flashings must have sleeve brought up to top of pipe and turned on inside of pipe, except 1-1/2" Arco or Byers pipe or copper tube. A roof connection shall be screwed or sweated on end of vent. Flashings must extend at least four inches on either side of vent stack and six inches on the upper side. No lead vents will be permitted to extend through roof but must be returned to vent stack or go through roof with soil pipe properly flashed. Stack vents and reventing pipes on outside walls of buildings shall extend straight through the roof and openings in the roof shall be flashed. Paragraph 3-3-18. Revents. Except as otherwise provided in this ordinance, each and every fixture must be revented and have water seal trap placed as close to fixture as practicable. Extra heavy vent branches inverted Ayes or plain Tees shall be used in openings left in vent pipes to revent fixtures. Sewers, House Drains shall not be connected to house sewers where such sewers are under the building. House drains shall be extended at least three feet outside of building wall with extra heavy cast iron soil pipe. .hen an addition is made to a building so that the build- ing extends over the existing tile house sewer, such sewer shall be replaced with extra heavy cast iron soil pipe. Sewers shall not be less than four inches in diameter. All co4nections at main shall be made with Wyes and 1/8 bends, or approved cast iron saddle, (saddle to be cemented to sewer main at a 45 degree angle to the horizontal), up to and including eight-inch. Where main is larger than eight inches, 'consult Plumbing Inspector. All fittings used in laterals from the main must be regulation Wyes and 1/8 bends. Sewers shall be laid in trench of uniform grade, with one-quarter inch fall to the foot if possible, in as direct line as possible. Tile may be used to within three feet of outside of any building wall, with bell holes (no hemp to be used in con- crete, tile with tapered sockets) provided and joint to be caulked with hemp, well cemented with two parts of well screened sand and one part of best Portland Cement. These pipes to be laid so as to measure at least twelve inches below grade, measuring from the top of pipe, and above that depth to be standard cast iron pipe with caulked joints. No traps of any manner or obstruction to the free flow of air through the whole course of the drain and soil pipe to be allowed; and any person who shall, directly or indirectly, make or cause or allow to be placed or made, any trap, construction or other obstacle anywhere in the course of such pipe or sewer, with- out the written approval of the Plumbing Inspector, shall be subject to the penalty prescribed for a violation of this ordinance, and shall, in addition, pay the cost of rectifying the wrong. Each building shall be served with an individual house sewer except where there are two buildings on one lot, one in the rear of the other, and there is not an available sewer in adjoining street or alley, the two houses may connect with the same sewer. Sewer shall not be less than two feet deep at the street, alley or gutter, where house sewer runs into street or alley. If the grade of sewer is such as not to permit a depth of two feet below the ground -39- surface, it shall be laid with standard cast iron pipe with joints made as herein provided for soil pipe, and a standard cast iron increaser must be used where the cast iron pipe receives the spigot of tile sewer of house drain. Sewer lines of tile pipe shall not be laid on filled ground unless such fill is gravel. If sewer trenches are dug too deep and have to be filled in under the tile sewer line, such fill shall be gravel. an 3-1=&O�s Sewer Constructed Under Railroad Tracks. All sewer lines constructed under railroad tracks shall be of cast iron pipe. Parawraoh 3-3-21. House Sewer Connections. House sewer connections shall not be made to any City manhole or cleanout stack, unless written permission is secured from the City Engineer. House sewers of tile pipe shall not have more than twelve (12) inches to the foot fall. Sewers of greater fall or pitch shall be standard cast iron soil pipe. No rain-water, down- spouts, area, yard, street, gutter, or sub surface drains will be permitted to connect with any sanitary sewer, except by a special permit from the City Engineer. The City Sewer Department shall at all times have the right to close up or disconnect from the City sanitary sewerage system, any private house sewer which is used for the purpose of carrying rain-water into the said sanitary sewer. Paragraoh 3-3-22. Joints. All joints in cast iron pipe must be made with picked oakum and soft pig lead, the oakum to be well packed and then at least twelve ounces of molten soft lead to each inch of diameter of pipe poured into hub of pipe and joint caulked until water and air tight. All joints or connections between cast iron soil pipe and threaded pipe such as Brass, Wrought Galvanized, where below water line of fixtures, must be made by screwed connection to regulation sanitary tapped fittings. Caulked joints may be made on vertical or hori- zontal vents above waste fittings, and cast iron couplings must be caulked into hub connection where pipe size is smaller than two inches. All solder joints on lead pipe or between lead and brass pipe must be plumber's wiped joints and the same must be constructed in a first class workmanlike manner; sweated or bolted joints will not be permitted. Cup joints will not be permitted, except flanged joints -40- made at floor or wall line. Cast iron rust joints shall be made by first caulking a gasket of oakum tightly into the hub with a cement r lt''!'t S made of flowers of sulphur, sal ammoniac and iron borings or , or its equivalent. Only sal ammoniac, Portland cement and other egpally efficient joints shall be permissible in drainage plumbing system to be used for carrying off fluids containing acids deleterious to lead joints or in lines subject to extreme altering range in temperature. All connections between lead and cast iron pipes must be made with extra heavy brass ferrules, wiped onto lead pipe, caulVed into pipe connecting therewith. Connections on brass pipe and between brass pipe and traps or iron pipe must not be made with slip joints on sewer side of trap. Joints between concealed bath tub wastes (such as built in tubs) and the lead pipe inlet to drum trap, shall be made by using a regulation brass female solder nipple or female solder elbow; such solder nipple or elbow shall be wiped onto lead pipe when roughing in is done. Paragraph 3-3-23. Deep Sewer Connections. No connections to the Deep Sanitary Sewer System of the City of Fort Worth shall be made except by permit and payment of fees in advance of construction. Fees for Deep Sewer connections shall be based on the North and South footage of the buildings served and where buildings extend from one North and South street to another North and South street the footage on both streets shall be used. Fees shall be at the rate of Five ($5.00) Dollars per front foot. For example, a building which has a 50-ft. frontage on Main Street and extends to the center of the block shall pay $250.00, whereas, a building which has a 50-ft. frontage on Main Street and extends through to Houston Street and has a 50-ft. frontage on Houston Street shall pay $500.00. All work incidental to making deep sewer connections shall be done by the Plumber or contractor in accordance with good con- struction practice and shall conform to all ordinances governing sewer connections, street openings, etc. The work done shall be under the inspection of and final approval of the City Engineer or -41- his designated assistants. Paragraoh 3-3-24. Fixture, Connections, Fixtures with earthenware traps connected directly with soil or waste pipes, shall have solid brass floor plate, not less than three-sixteenths of an inch thick, soldered to the lead bend or pipe, and screwed to the floor where the joists are wood and where iron or brass is used, screwed to the same and bolted to the trap flange. Joint shall be made gas tight with approved gasket, lead or white lead, commercial putty, or perfect screw joint. In wooden joist construction the distance between the wiped joint and under side of the floor, shall not be less than four (411) inches. Paragraph 3 3-29. Traps. Each bath tub shall be provided with a lead 4xg or larger "Extra Heavy" drum trap. Traps on bath tubs shall be placed in such a manner that the cleanouts will be accessible. The outlet from drum traps must be wiped into the trap in a position that waste outlet shall be water sealed at least 21 inches; inlet and outlet must be not less than one and one-half inches in diameter. Drum traps serving "Sitz Bath and Bath Tubs" shall not connect with lead bends or lead ferrules under any type or pattern of Water Closets, and where installed on continuous waste and vent system, the waste may enter a 411x2" Y on horizontal between lead bend and stack. A 2" side outlet fitting similar to "Wisconsin Sanitary Tees" commonly known as "Crowfoot Fittings" , or separate fittings such as 411x2" Sanitary Tee. Where this construction is used and traps are ventilated through the waste fitting, the outlet of such fitting shall not be set below the dip of the trap. A distance of three feet (j') developed length will be permitted between trap and point of entrance to soil pipe, and two feet (21 ) no inches developed length on inlet side of trap. This construction may be used where there are no fixtures on floors above wasting into Main Soil or Waste Stack. Each Shower Bath shall be provided with trap of Cast Iron or Brass pattern with water seal of not less than two inches. Inlet and Cutlet of said traps must not be less than two inches in dia- meter. Showers installed independent of shower heads over bath -42- tubs must be wasted through a "double drainage floor drain appli- ance as made by the various manufacturers, and approved by the Plumbing Inspector. (Drilling of brass strainer will not be per- mitted by plumber on the- job.) haste to connect with either vertical stack, or horizontal house drain independent of all other fixtures, and in no case will they be permitted to connect to lead bend or lead ferrule serving water closets. ;;here two inch P-traps are used under showers in order to keep from cutting floor joists, the extension from trap to Strainer must be of Cast Iron or Brass, and the distance from floor line to trap, shall not exceed 24 inches. And from water seal to point of entrance on vertical or horizontal connection, the distance on continuous shall not exceed two feet and no inches. Beyond this limit, traps shall be re or back vented. Shower baths installed in residences of wood construction, base of shower stalls must be lined with sheet lead of not less than four pounds to the square foot, and turned up on all sides to a height of not less than six inches. Base and walls to be of non absorbent materials and impervious to moisture. Shower baths where installed in manufacturing establishments, Shops, Engine or Boiler rooms, in basements or on ground where the floors are cement or tile, the above double drainage fixture need not apply. Cast iron combination P trap with strainer may be used, waste and vents as provided herein. Traps for Lavatories must be "Extra Heavy" lead or cast brass traps with seal not less than 11 inches in depth and a discharge capacity to equal li inch pipe, provided with trap screw or clean- out, or so constructed as to afford access in case of stoppage. Traps for kitchen sinks must be extra heavy lead or cast brass traps with seal not less than 11 inches and a discharge capacity equal to 4 inch pipe, provided with trap screw and cleanout, or so constructed as to afford access in case of stoppage. Traps for urinals must be cast iron or cast brass traps with seal not less than 11 inches and a discharge capacity equal to 1i inch pipe, provided with cleanout or trap screw, or so constructed as to afford access in case of stoppage. Urinals with integral traps will be acceptable. Traps for lavatories, sinks, urinals or other fixtures which connect with screw pipe (as provided for herein) must be cast -43- i brass and of the New York or Los Angeles pattern. Traps for wash trays shall be drum traps of no smaller dimen- sions than 4 x 8 Extra Heavy lead and one trap may be used for battery of three trays. Outlet shall not be less than two inches in diameter. Traps for single wash trays may be extra heavy lead or cast brass "P" traps with seal not less than two inches and a discharge capacity equal to one and one-half inch pipe, provided with trap screw and cleanout, or so constructed as to afford access in case of stoppage. Wash trays with partition forming two compart- ments with one waste outlet will be considered as single wash trays. Paragraph 3-3-26. Bar and Soda Fountain Waste Connections. Bar sink wastes shall not be smaller than two inches in diameter, and discharge intercepted by a cast iron grease trap, dimensions not less than l91'xllII'xlO" deep, or equal capacity where bar connections do not exceed six openings including floor drains and ice boxes. Soda Fountain wastes, or where a combination of bar sink waste openings exceed six in number, the.waste shall not be smaller than three (j") inches in diameter and the grease trap shall not be less than 20"x2O" or equal capacity, and where traps are located directly under bars or counters, bar or fountain sinks need not be separately trapped. Otherwise, each fixture shall be trapped and a relief vent placed between bar fixtures and grease trap at any point on waste line to avoid "air lock" . Where an installation of one or more floor drains are used serving cement or tile gutters under bars deep seal combination "P" traps with strainers may be used, and the various fixture wastes may drain indirectly to gutters. All ice boxes or refrigerators must be wasted on indirect connections to floor drains or open fixture properly trapped and vented. Grease traps shall not be classed as fixtures, but shall be revented. All fixture appliances connected to grease traps shall be listed as fixtures, and subject to inspection and permit fees. No blow-off catch basins will be permitted for grease traps. Paragraph 3-3-27. paste Pipe from Kitchen Sinks. Waste pipe from kitchen sinks in any hotel, restaurant, board- ing house or other public cooking places must be run into grease -44- traps made of cast iron with removable cover. One sink to have not less than 12"x8"x9" deep or equal capacity with two-inch waste. Two to four sinks or two to four compartment sinks to have 19"xl11"xl0" deep or equal capacity traps with two-inch waste. Trap and waste sizes to increase with the number of sinks connected to it with cleanout on sewer side of traps and at end of lines. All sinks to have a cleanout flush with floor. No waste pipe to be less than one and one-half inches. No additional traps shall be used under fixtures unless air relief vent is used between traps. Paragraph 3-3-29. 'Waste Pine from Dental Duspidor. Waste pipe from dental cuspidor may be connected with drum trap with one and one-half inch outlet for one to four cuspidors, two inches outlet for cuspidors five to twenty. Paragraph 3-3-29. Traps in General. Traps shall be placed as near to fixture as possible. And in no case shall a trap be more than two feet (developed length) from waste outlet of fixture. All traps shall have at least a one and one-half inch seal. Traps placed below the floor shall have a brass trap screw for cleaning, and must be accessible. The interior walls of cast brass traps, unless machined, shall be subject to sand blast so that all sharp points or obstructions are removed. All traps shall be rigidly supported and set true with respect to their water level and shall be so located as to protect the trap seal. No form of traps which depends upon the action of movable parts for its seal shall be used. No trap which depends upon concealed interior partitions for its seal, or which has an interior partition that, in case of defect, would allow the passage of sewer air, shall be used, unless approved by the Plumbing Inspector. Paragraph 3-3-30. Visible Trap Seal. All closets, urinals, slop sinks, and showers shall have visible trap seal. Paragrach 3-3-31. Garage and dash Rack Drains. Home garages having wash rack drains shall discharge into cast iron sand traps, provided with removable receptacle inside of trap to remove mud, sand and other refuse washed into same. Trap dimen- sions not to be smaller than twenty inches in diameter and thirty -45- inches deep. Waste shall not be less than four inches, and trap seal to be vented. All commercial garages having wash racks shall discharge into a two compartment sand trap made of concrete. Blue prints and specifications may be obtained from the Plumbing Inspector. Detail of plan to be strictly followed by contracting plumber; waste to be not less than four inch cast iron extra heavy soil pipe to point three feet from outside Wall of building, and where inclosed, same shall be re and local vented as per blue print. No commercial automobile wash rack sand trap will be permitted to connect with any sanitary sewer, but must be connected to a storm sewer, except by a special permit from the City Engineer. Local vent will not be allowed to connect with vents from sewer side of any trap. Every building or place of business where gasoline, benzine, naptha or other inflammable oils or compounds are used, shall be provided with traps as garages. Paragraph 3-3-32. Floor, Cellar Drains. Floor, Cellar and (Area Drains by special permit of the City Engineer), may discharge into a combination deep seal "P" trap with back pressure valve, and large receiving hood and hubs for connec- tions below floor, and if located in basement five feet from base of soil stack, and not more than five feet from horizontal house drain, same need not be revented. If Cast Iron Catch Basins are used, they shall not be smaller than le"xl8" and be protected by back pressure valve with separate manhole cover where installed in basements, and where basin cover is below floor level, same shall be provided with manhole cover. Catch basins shall be considered fixtures, and must be installed as such. Bell traps, area drains, and refrigerator drains connected to catch basins are not considered as fixtures, and standard cast iron pipe and fittings may be used on house side of catch basin. In all buildings in which the whole or part of the house drainage and plumbing system thereof lies below the crown level of the main sewer, sewage or house wastes shall be lifted, by mechanical appliance and discharged into the house drain or house sewer. All sub-house drains shall discharge into a perfectly air-tight sump or receiving tank so located as to receive the sewage by gravity, from which sump -46- 1 or receiving tank the sewage shall be lifted or discharged auto- matically into house sewer by pumps, ejectors or any eaually efficient method. All motor, air compressors and air tanks shall be located where they are open for inspection and repairs at all times. The air tanks shall be so proportioned as to be of equal cubical capacity as the ejectors connected therewith, in which there shall be maintained an air pressure of not less than two pounds for each foot of height the sewage is to be raised. The soil pipe leading to a sump or receiving tank shall when a water closet or closets are installed, be provided with a vent pipe not less than four (4) Inches in diameter, and where fixtures other than water closets are installed, the vent pipe shall be the same diameter as the waste pipe. Fixtures located on a house drain near the point where such house drain receives the discharge from an ejector shall be effective- ly protected against siphonage, and an additional air relief or vent pipe shall be provided where necessary. No fixture shall be connected to the discharge pipe from an ejector. Discharge Connections. The discharge pipe from the ejector to the building drain shall be connected through a branch Wye fitting. The drain into which the ejector discharges shall be of sufficient size to receive the combined flow from the building and the ejector. Flanged connections and long radius bends to be used and galvanized wrought pipe to sewer connection. Check Valves. Horizontal or vertical check valves shall be installed in each discharge line from sump, and point of entrance to house drain may be made on vertical line. If on horizontal, the connection must be above flow line to prevent back flow of sewage. Paragraph 3-3-33. Waste from Acid Sinks. Where there is a discharge of industrial wastes with a high acid content the drainage shall be through pipe of an acid resisting material. If placed on outside of a building, such pipes may be vitrified earthenware pipe, with caulked and cement joints, and be properly trapped before entering the sewer or drain. In no case shall corrosive liquids or other spent acids liable to destroy or injure drain, sewer, soil or waste pipes, discharge into them without -47- being thoroughly diluted or neutralized, by passing through properly constructed trapped dilution or neutralizing catch basin, such basin to be automatically provided with sufficient intake of water or neutralizing medium or substance so as to make its content non- injurious before being sue. Parap:rauh 3-3-34. Prohibited Material and Connections. Pan or short hopper closets, wash-out closets, latrine or range closet or closets having an unventilated space, or whose walls are not flushed at each discharge, shall not be used. No water closet shall be supplied directly from the water supply pipes, except with valves made for same and approved by Plumbing Inspector. No steam exhaust sediment from boiler or drain tubes from stop and waste cocks, or rain-water pipes shall be connected directly with sanitary sewer. No slip joint shall be made on any waste line or revent line on sewer side of trap. Combination lead bends and ferrules, combination solder nipples, or solder unions will not be permitted. Earthenwark closet bowls with vent horn shall not be used. No double hub fitting or inverted caulked joint shall be per- mitted on any soil and waste line. No common make of double sanitary tee shall be used on either a vertical or horizontal stack or branch, or double quarter bends (twin ells) serving wall hung closet bowls. No fitting known as offset fitting shall be used on waste line. The installation or maintenance of wooden wash trays or sinks is pro- hibited in any building or part of building designed or used for human habitation, but may be used in any building where such trays or sinks are in daily use, such as public laundries and dye houses. No fixture shall be installed without water connections. No sanitary tees shall be used as waste or soil fitting on horizontal pipe unless side opening is smaller than the main body of fittings. Trough urinals or gutters will not be permitted. Urinals must be of the individual type. Long hopper water closets cannot be used inside of any building used for human habitation, but can be used as yLrd closets. In no case shall a waste pipe from any fixture be connected aaJ with any water closet lead bend of- lead ferrule. No lead waste or vent shall be exposed on outside of building below the second floor. No wrought or pressed copper tapped fittings shall be used, but shall -4s- be Cast Brass. Paragraph 3-3-35. Refrigeration and Air Conditioning. Water, wasted after use as a cooling medium for refrigerant in refrigerating apparatus or waste from any air conditioning apparatus shall not be directly connected into any waste, soil or sewer of a plumbing system, or any system carrying a non-potable water, but shall be discharged at an appreciable distance above the highest possible liquid level of any suitable receptacle for such waste, such receptacle shall be properly trapped and vented as herein provided. Potable water shall not be used in refrigerating or air conditioning apparatus, unless the water supply thereto shall be located and provided with a suitable vacuum-breaking or air-relief device at least six (611) inches above the top of any chamber or part in which water may be contained, sprayed or circulated. Paragraph 3-3-36. Steam Boiler Supply Tank. All persons are prohibited from connecting pipes whereby high pressure steam boilers may be supplied with water direct from City water mains. All such boilers shall be provided with a tank or other receptacle of sufficient capacity to hold at least twelve hours' supply of water in case of a pipe district being shut off to repair water mains, fire hydrants or make connections or extensions. In such cases, the City will not be responsible for lack of water for steam boilers for any purpose. Parr-graph 3-3-37. Buildinpazfor Future Use. Soil or waste pipes placed in any building for future use shall be ventilated, tested and subjected to the same rules in every respect as if intended for immediate use, and all openings caulked or soldered. Old house plumbing can be connected with the sewer only when it is found on examination by the Plumbing Inspector to conform in all respects to the requirements governing plumbing. Overhauling, remodeling or additions or extensions to old buildings where house sewer is under same, the tile must be removed and extra heavy cast iron soil pipe installed to three feet outside of new foundation line. Paragraph 3-3-35. Septic Tanks. All buildings, situated upon any lot, tract or parcel of land within the limits of the City of Fort ��orth, the outside line of -49- which such lot, tract or parcel of land or any part thereof, abutts upon an alley or street in or through which a public sewer extends or is within a distance or radius of one hundred feet of such public sewer, shall be connected with such public sewer. When there is not a City sewer within one hundred feet, an approved septic tank may be used with the approval of the City Health Department. Application for the use of a septic tank must be made to the City Health Department and the installation of said septic tank shall be under the supervision of the City Sanitary Engineer. Plans and specifications for septic tank shall be obtained from the City Health Department. Paragra3ph 3-3-39. eater Heater Vents. No person, firm or corporation shall install or connect any appliance for the purpose of heating water for domestic purposes by combustion of artificial or natural gas or an inflammable liquid as fuel, unless such appliance is provided with a metallic down draft deflector. All Water heaters shall be attached to a vent connection, not less than the size of heater opening and dis- charging directly into a chimney constructed of brick, stone or reinforced concrete extending from a suitable ground foundation through the roof and having a wall thickness of not less than 4 inches with tight mortar joints; except, that water heaters for domestic purposes, using artificial or natural gas or inflammable liquid as fuel, having an hourly BTU input rating of 75,000 or less may be vented into flues constructed of unglazed fire clay, concrete tile, or cement and asbestos composition pipes having a wall thickness of not less than 1/2" and sleeves or flanges so constructed and installed that they will securely join together all portions by means of tight ground or cemented joints. Such sleeves or flanges shall project at least 1/2" beyond the outer edge of such pipe and shall be securely attached to the portion of building or structure adjoining said vent pipe, acting as spacers to provide air space around said pipe and to hold same in position. The above provisions shall not be deemed or construed to prohibit the venting of water heaters for domestic purposes using artificial or natural gas or inflammable liquid as fuel having -50- an hourly BTU input rating of 75,000 or less into vent flues con- structed of double metallic pipes having an exterior casing of galvanized iron and an interior lining of aluminum or non-corrodible metal separated by 1/2" of corrugated asbestos and so connected as to prevent leakage through either interior or exterior pipe joints. All vent flues shall be supported by and secured to rigid structural members in such a manner as to insure against either horizontal or vertical displacement. Pent flues shall extend continuously from the vent connection through the roof to a point one foot and three inches above same and shall be provided with a cowl, hood, or cap, open on every side and having a ventilating area equal to the flue area at its outer end. Two or more fixtures or appliances whose individual hourly input do not exceed 75,000 BTU may be connected to one vent, provided, that the area of such vent is equal to the area of its largest vent connection plus 50% of the area of the vent connections of each additional appliance connected thereto. The provisions of the above shall not be deemed or construed to .prohibit single metal vent connections extending from the appliance or furnace to the ceiling, walls, or partitions fox connection to vent flues, provided, that such single metal pipe shall be entirely in a room, basement, cellar or other portion of the building in general use by the occupants and shall be completely exposed to view. Such metal pipes shall be at least six inches from any wall, partition, ceiling or other combustible material, or at least three inches from every such portion of a building in case the metal pipe is covered with three thicknesses of asbestos paper. The above provisions shall not apply to any space under a building not over a cellar or basement, or to any attic or roof space or other portions of a building not in plain view at all times. The horizontal run of any vent connection or vent shall not exceed the vertical height of the vent or chimney to which it is connected, measuring from top of such chimney to the vent connection. Every vent connec- tion or vent shall have a rise of not less than 1/2" per foot or run away from the fixture or appliance, if possible. No hot water heater, furnace or other gas appliance shall be placed in a closet or other portion of a building not having ventilation to outside, -51- unless such closet' or room is ventilated with 'an opening of twelve square inches 6n or near the floor and an opening of at least twelve square inches in the ceiling if it opens to attic. If such closet or room is so located as to prevent venting into attic, an opening of twelve square inches shall be provided near the ceiling venting into open air or into a room which is ventilated to the outside. Baragraph 3-3-40. Gas Appliance Vents. Where domestic gas appliances for heating or cooking are so located as -to require vent pipes, concealed between the floor and ceiling, or underneath the floor, or within the walls, such pipes shall be of material and construction to meet the requirements for vent of water heaters as provided herein. All heating appliances for domestic use having an hourly BTU rating of greater than 75,000 BTU shall be attached to a vent connection not less than the size of the heater opening and discharging directly into a chimney, or flue or unglazed fire clay, or such other types of flues as described above. all such vents shall conform to the requirements for venting domestic water heaters in respect to size, support, extension above roof, use of cowl or hood, and to the provisions for vent connec- tions. Where more than two meters are installed in basements or otherwise inclosed for industrial or domestic service, such as Hotels, Public School Buildings, Churches, Office Buildings, etc., there must be local ventilating pipe of sufficient size or capacity to carry any escaping gas to a point outside of building. Vent openings should be located in ceiling, and dimensions of pipe not less than 6" x 8n or 4" x 12" to open atmosphere. Paragraph 3-3-41. Venting of Commercial appliances. All commercial water heaters using artificial or natural gas or inflammable liquid as fuel whose hourly input rating exceeds 40,000 BTU shall be vented in accordance with the requirements for venting domestic water heaters except that substitutes for brick flues mentioned therein may be used for water heaters whose input does not exceed 100,000 BTU. Where appliances using artificial or natural gas or inflammable liquid as fuel for heating or cooking commercially are vented, said vent pipes shall be of material and construction to meet the requirements for venting of domestic water heaters, except that appliances using artificial or natural gas or -52- inflammable liquid as fuel whose combined input rating does not exceed 500,000 BTU may be vented into flues of unglazed fire clay, concrete tile, or cement or asbestos, composition or double metallic vents as described under the provisions for venting domestic water heaters. Nothing herein shall apply to large building installations where it is the general practice to use stacks built and erected under accepted engineering standards, such installations shall be approved by the City Building Inspector. Paragraph 3-3-42. Vent Safety Valves to Outside of Buildings. All safety valves intended to release the gas to atmosphere in the event of failure of a regulator shall be vented to the out- side of the structure and not stopped off at the top of a window or door in the basement of such structure. Paragraph 3-3-43. Service Location. ' "'-- - ',—qa rPrvice line or meter Any Gas Fitter, before installing a house service iine or meter loop for gas shall Consult the gas company fdr a proper location of the said meter. or water shall/furnish a copy of the proposed drawings and speci- fications to the Plumber or Gas Fitter and the City Plumbing Inspector for such installation location and in the event said drawings and specifications are approved by the Plumbing Inspector, then said installation shall be done in conformity therewith. If the said Water Department or Gas Company has not acted upon this matter within two regular working days thereafter then such plumber or gas fitter may appeal to the Inspector of Plumbing of the City of Fort Worth, and the Inspector of Plumbing shall locate the said meter and the course of the said house line as soon thereafter as is possible without any charge to the plumber or gas fitter apply- ing for such service. In the event any house or building be designed and located by an architect or contractor, it shall be the duty of the said architect or contractor to obtain from the Water Department of the City of Fort Worth or Company furnishing gas a proper location for the meters and house service line, and said location shall be designated upon the proper plan or print showing the location of the house or building upon the consumer's property. All house -53- service lines shall be run in as direct a line as possible from the building line to the curb line, and no water pipe shall be run within 12 inches of a gas pipe nor within 12 inches of a sewer trench, nor shall a gas pipe be run within 12 inches of a sewer trench or water pipe. The proper spread must be made at the meter location and correct distance must be left by plumbers, builders or architects for all meters to be set. Information as to distances required can be obtained in the same manner as for the location of meters and house service lines set out in the preceding paragraph of this section. Paragraph 3 3-44. Gas Pipe Location. No gas pipe shall be placed in the timbers, beams or girders of any building, unless the same is placed within twenty-four inches of the end of said timber, beam or girder, and in no build- ing shall the said pipe be placed in the timbers, beams or girders, more than twenty per cent (20%) of its depth. All pipes under house must be securely strapped to the bottom of joists or other secure places with iron straps or gas hooks. Paragraph 3-3-45. Gas Brackets, Location. All gas brackets shall be placed at least two and one-half feet below any ceiling or woodwork, unless the same is properly protected by a shield, in which case the distance shall not be less than eighteen inches from such ceiling or woodwork. Paragraph 3-3-46. Gas Pipes, How Laid. No pipe or fitting shall be covered or concealed from view until inspected and approved by the Inspector of Plumbing or his assistants^ No pipes shall be or meters, laid so as to support any weight except fixtures, or be subject to any strain. All outlets shall be securely fastened to the satisfaction of the Inspector of Plumbing. All outlets, not covered by fixtures, shall be left capped. All pipes laid in cold or damp places shall be properly dripped or covered. No split pipe or broken fittings repaired in any way will be per- mitted, but all such work shall be removed and replaced by new material. -54- Paragraph 3-3-47. Rules for Gas Piping. All buildings shall be piped or fitted according to the follow- ing rules and regulations: All pipes in buildings above the first floor shall be laid above timbers instead of beneath them, where practicable to do so. Fastening boards shall not be cut away to accommodate electric wires. In every gas installation all piping and attachments must be at least of such capacity as will supply gas up to the full maximum requirements of all appliances contemplated to be connected thereon according to the requirements of this ordinance. No gas piping, appliances, fixtures or apparatus, or the installation, construc- tion, reconstruction or repair thereof, for which a permit is issued shall be put to use in connection with any supply of gas until inspected and accepted by the City Plumbing Inspector. Any gas installation not specifically covered by the following table must be approved by the City Plumbing Inspector. Ordinary dwellings must be piped with the following size pipe, and a table giving the greatest length of pipe of various sizes will be found below. For installa- tions of larger size consult City Plumbing Inspector. 6upply pipe sizes to central heating plants shall be as specified by the City Plumbing Inspector. All risers to appliances from floor line or base board shall be not less than one-half inch, and must have cutoff above floor at floor line. Lead pipe must not be used under any circumstances. Running a line through a flue is prohibited. No sedond-hand gas pipe or fittings shall be put into use in any building without the -55- written permission of the Inspector of Plumbing. No cast iron fittings smaller than three-inch shall be used in gas-fitting. No plain malleable fittings shall be used for gas piping, but beaded fittings shall be used. No bushings shall be installed in gas fittings, but reducing fittings shall be used. All water heaters, kitchen ranges, floor furnaces, heating plants, etc., shall be connected with iron pipe of a size not less than the inlet connection for such appliance. ParaKraph 3-3-48. Gas Meters. After a meter has been set and additional work is done, the plumber or gas fitter shall report such change or extension to the City Plumbing Inspector. It shall be unlawful for the company furnishing gas to install a meter or turn on the gas in any building until a certificate of inspection by the Plumbing Inspector has been issued. The meter is the property of the company furnishing gas and must not be disconnected for any cause by any one other than those specifically authorized to do so; if change is desired, notify the said company. If meter stop is closed, do not open under any circumstances. Application must be made to the company furnishing gas for gas to be turned on, and when said application has been made and all requirements as hereinafter set out in this ordinance and all reasonable rules and regulations of the Gas Company have been complied with, it shall be unlawful for said company to refuse to turn on the y is found 4- be gas. In the event an meter location �Y+ a unsafe or inaccessible by reason of repairs, changes, enlargements, or otherwise, the company supplying gas may request the Plumbing Inspector of the City of Fort north to have the said meter location changed to an accessible point. The City Plumbing Inspector shall is unsafe and make an inspection and, if in his opinion meter location/bus=bvc:mze inaccessible due to the above reasons, he shall then notify the person, firm or corporation, agent or owner responsible for the property to re-arrange and re-locate the piping so as to provide a safe and accessible location for said meter as designated by him. All meter loops where above ground level, whether located at alley or adjacent to buildings, swing joint connections must be provided at base of both risers. -56-- CHAPTER 4 Section 1 PENALTY Paragraph 11-1-1. Plumbing Without License, Any person, firm or corporation who engages in or follows the business or occupation of plumbing, either as a Duster eP Employing Plumber, Journeyman Plumber, or Duster oo Employing Gas Fitter, or Journeyman Gas Fitter, without first having secured the required license as provided by this Ordinance, shall be deemed guilty of a misdemeanor and upon conviction shall be punished by a fine of not less than Five ($5.00) Dollars nor more than Two Hundred ($200.00) Dollars. Paragraph 11-1-2. Advertizin-- as a Plumber Without License. It shall be unlawful for any person, firm, or corporation in the City of Fort Worth to advertize or hold himself out to the public as a Plumber, Gas Fitter, Unlicensed Plumber or Unlicensed Gas Fitter, when such person, firm, or corporation does not have such license as provided for in this Ordinance. Paragraph 4-1-3. Licensed Journeymen only to be used on work. It shall be unlawful for any Duster e+r Employing Plumber, or Master e-r Employing Gas Fitter to employ any person to perform the work of a Journeyman Plumber or Journeyman Gas Fitter who is not properly licensed as a Journeyman Plumber or Journeyman Gas Fitter, as the case may be. It shall be unlawful for any person, firm, or corporation to permit any unlicensed plumber or unlicensed gas fitter to do any plumbing or gas fitting as described in this Ordinance upon any premises owned or under the control of said person, firm, or corpora- tion, and it shall also be unlawful for any person, firm, or corpora- tion to permit any plumbing or gas fitting, as described in this Ordinance, to be done on any premises owned or under the control of said person, firm, or corporation for which a permit has not first been obtained as provided herein. Paragraph 4-1-4. Penalty for Violation of Plumbing Code. Any person, firm or corporation who violates any of the provi- _57- t Y sions of this Ordinance, shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by 'a fine of not less than Five ($5.00) Dollars nor more than Two Hundred ($200.00) Dollars. Each day during which a violation continues shall be a separate offense. �,es fi:a-se-i - e= -Bag - ��leo- �se-wise- eree In case of a violation of any of the terms or provisions of this Ordinance by any corporation, the officers and agents actively in charge of the business of such corporation, or the person actually performing the work for such corporation, shall be subject to the penalty herein provided for. Section 2 LIABILITY FOR DALUGE Paragraph 4-2-1. This ordinance shall not be construed to relieve from or lessen the responsibility or liability of any party owning, operating, con- trolling or installing any plumbing or gas piping for damage to person or property caused by any defect therein, nor shall the City of Fort north, Texas, be held as assuming any such liability by reason of the inspection authorized herein, or certificate of approval issued as herein provided. Section j VALIDITY OF ORDINANCE Paragraph 4-3-1. If any section, sub-section, sentence, clause, or phrase of this ordinance is, for any reason, held to be unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. Section 4 REPEAL OF CONFLICTING ORDINANCES Paragraph 4-4-1, All ordinances or part of ordinances conflicting with the provi- sions herein contained, are hereby repealed. Sec ion L'TE 1 Tk E+ T Section 5 DATE TO TARE EFFECT Paragraph 4-5-1. The fact that the present Ordinances governing plumbing installation and installation of plumbing fixtures and appliances, and installation of gas piping and gas fixtures and apparatus for distributing a gas supply are inadequate and there are conditions existing in said City endangering the WkicY. health and welfare of the public creates an emergency and a public necessity for the preservation of public health and safety, therefore, the City Secretary shall have this Ordinance published promptly in phamplet form as provided in Section 6 hereof and it shall become a law and be in full force and effect from and after such publication. Section 6 DIGEST AND REVISION Paragraph 4-6-1. This Ordinance constitutes a digest and revision of the Plumbing and Gas Fitting Ordinances of the City of Fort Worth as provided by Section 2, Chapter 26 of the Charter of said City, and the City Secretary is hereby directed to publish this in phamplet form for general distribution among the public. Section 7 COPIES OF ORDINANCE TO BE FURNISHED Paragraph 4-7-1. Upon request a printed copy of this Ordinance or any amendments hereto shall be furnished by the Inspector of Plumbing with each license issued and each examination fee paid, without additional charge.
