AN ORDINANCE AMENDING THE PLUMBING CODE OF THE CITY
OF FORT WORTH, BEING ORDINANCE NO. 2978, AS AMENDED;
REGULATING THE CONSTRUCTION OF JOINTS IN SEWER LINES;
REGULATING THE CONSTRUCTION OF SHOWER STALLS; PROVID-
ING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMU-
LATIVE OF ALL ORDINANCES NOT REPEALED HEREBY; AND PRO-
VIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
Paragraph 9-1 of Section 9 of Ordinance No. 2978 of the
City of Fort Worth, Texas, is hereby amended and, after having
been so amended, shall hereafter read as follows:
"Paragraph 9-1. SEWER SERVICE LINES. (HOUSE SEWERS)
House drains shall not be connected to house sewers
where such sewers are under the building. House drains
shall be extended at least 3' outside of building wall
as herein provided. When any building is constructed
over an existing sewer, such sewer shall be replaced
with Service Weight cast iron soil pipe.
Sewers shall not be less than 4" in diameter. All
connections to the city sewer mains not larger than 8"
shall be made with wyes and 1/8 bends, or approved cast
iron saddle cemented to sewer main at a 45 degree angle
to the horizontal. Cast iron sewer saddles shall be
installed on sewer mains by the following method: The
sewer main shall first be excavated around its entire
circumference with not less than 4" clearance between
the sewer main and the earth. This excavation shall ex-
tend at least 10" horizontally from the center of the
opening of the sewer saddle in each direction. A hole
shall be cut in the main of sufficient size to receive
the saddle and a mixture of cement and sand as hereafter
specified in this ordinance shall be placed on the saddle
and around the entire circumference of the sewer main to
a thickness of not less than 4" . When the sewer main is
larger than 8", the Plumbing Inspector shall be consulted.
All fittings used in constructing laterals from the main
shall be regulation wyes and 1/8 bends.
Sewers shall be laid in a direct line in a trench of
smooth uniform grade with excavated bell holes and with
1/4" fall to the foot, if possible. Sewers having a greater
fall than 12" to the foot shall be constructed with
Standard Weight or heavier cast iron pipe. Sewer pipe,
other than cast iron, shall be laid on 2" of sand cushion
when the bottom of the ditch is in rock formation. Sewer
lines shall not be laid on filled ground unless such fill
is gravel. If sewer trenches are dug too deep and have
to be filled in under the sewer line, such fill shall be
gravel. No rock shall be used in bedding the pipe or
in backfill closer than within 12" of the top of pipe.
Sewer pipe, other than cast iron, shall have not less
than 12" cover and shall have not less than 24" cover
when laid in the street, gutter or alley. Such pipe may
be used up to within 3' of the outside of any building
wall.
Fibre pipe used for sewer service lines shall be laid
in accordance with CS-116-44 and the requirements con-
tained herein, using manufactured fibre or cast iron fit-
tings. Asbestos-cement sewer pipe used for sewer service
lines shall be laid in accordance with Federal specifica-
tions S S-P-351 (1940) and the requirements contained here-
in using manufactured asbestos-cement fittings.
Joints on sewers constructed of fibre pipe shall be
made in accordance with the respective manufacturer's
specifications and instructions.
Joints on sewers constructed of asbestos-cement pipe
shall be the compression type using a neoprene ring and
gasket forming a water and pressure type joint, and shall
be made in accordance with the respective manufacturer's
specifications and instructions.
Joints on sewers constructed of cast iron soil pipe
may be made with a neoprene ring gasket that is com-
pressed together forming a water and pressure type joint,
and shall be made in accordance with the respective
manufacturer's specifications and instructions.
All joints on new sewers constructed of clay tile
pipe shall be poured with an approved type asphalt or
bituminous jointing compound which has been heated and
made in accordance with the manufacturer's recommenda-
tions. Joints on sewer constructed of concrete pipe may
be made as specified for clay pipe. If joints on concrete
pipe are made of cement and sand, the joints shall be
made using a mixture of two parts well-screened sand and
one part of Portland cement. Sewers constructed of con-
crete pipe with cement and sand joints shall be covered
within 24 hours after the sewer has been inspected and
approved."

SECTION 2.
Paragraph 12-3 of Section 12 of the Plumbing Code, being
Ordinance No. 2978, as amended by Ordinance No. 3569, is hereby
amended and, after having been so amended, shall hereafter read
as follows:
"Paragraph 12-3. SHOWER BATH AND TRAP.
Each shower bath shall be provided with trap of
cast iron, brass or lead with water seal of not less
than 2" or more than 4". Inlet and outlet of this trap
shall not be less than 2" in diameter. Showers in-
stalled independent of shower heads over bath tubs
shall be wasted through a double drainage floor drain
appliance as made by the various manufacturers, and
approved by the Plumbing Inspector. Drilling of the
brass strainer will not be permitted. Waste shall
connect with either vertical stack or horizontal house
drain independent of all other fixtures, and in no case
shall be connected to lead bend or lead ferrule serv-
ing water closets. When 2" P-traps are used under
showers in order to keep from cutting the floor joist,
the extension from trap to strainer shall be of cast
iron or brass and the distance from floor line to trap
shall not exceed 2' , and the distance from water seal
to point of entrance on vertical or horizontal connection
on continuous waste shall not exceed 5' . Beyond this
limit, traps shall be revented.
Wherever built-up shower baths are installed except
those constructed on concrete slabs directly on the earth,
the base may be precast terrazzo receptor with flange
cast integral and shall be of galvanized-bonderized
steel and shall extend not less than one inch above the
shoulder. The shoulder shall be not less than one inch
high and not less than one-and-one-quarter inches wide
or the base of the shower stalls shall be lined with
sheet lead weighing not less than four pounds to the
square foot. Lead shower pans shall be protected on
both upper and lower sides by coating with asphalt and
application of 30-pound asphalt felt over such coating
on both sides of pan. The sheet lead shall be turned up
on all sides to a height of not less than 6" . Base and
walls of shower stall shall be of non-absorbent materials
and impervious to moisture.
When shower baths are installed in manufacturing es-
tablishments, shop and engine or boiler rooms in basements

or if the floor in such places is constructed on the
ground using concrete or tile, then the double drainage
fixture and lead pan need not be used. Cast iron combi-
nation P-trap with strainer may be used with wastes and
vents in such business establishments.
Prefabricated shower stalls with metal walls and
enameled metal, stainless steel, terrazzo receptor, or
fiberglass receptors and stalls and other homogeneous
nylon material manufactured in accordance with CS-222-59
may be installed on the ground floor of residential
buildings only. Said stalls installed in residential
buildings above ground floor shall have terrazzo, fiber-
glass or other homogeneous nylon receptors. Shower walls
and receptor shall be connected with water-tight joints
in such installation."
SECTION 3.
If any provision, section, subsection, sentence, clause or
phrase of this ordinance or the application of same to any per-
son or set of circumstances is for any reason held to be uncon-
stitutional, void or invalid, or for any reason unenforceable,
the validity of the remaining portions of this ordinance or
their application to other persons or sets of circumstances
shall not be affected thereby, it being the intent of the City
Council of the City of Fort Worth in adopting this ordinance
that no portion hereof or provision or regulation contained here-
in shall become inoperative or fail by reason of any unconstitu-
tionality or invalidity of any other portion, provision or regu-
lation, and to this end all provisions of this ordinance are
declared to be severable.
SECTION 4.
This ordinance shall repeal every prior ordinance in direct
conflict herewith, but only insofar as the portion of such prior

ordinance shall be in direct conflict herewith, and as to all
other sections of ordinances not in direct conflict herewith,
this ordinance shall be and is hereby made cumulative.
SECTION 5.
Any person, firm or corporation, or any agent, officer or
employee of any person, firm or corporation who violates any of
the provisions of this ordinance shall be guilty of a misdemeanor,
and, upon conviction, shall be fined in any amount not to exceed
Two Hundred Dollars ($200.00) for each offense. Each day that
a violation exists shall constitute a separate offense.
SECTION 6.
This ordinance shall be effective from and after its pas-
sage and publication as provided by law.

City of Fort Worth Ordinance
Mrs. McKnight and Gentlemen:
The Supervising Board of Plumbers has recommended three changes in Ordinanc
No. 2978, which regulates the installation of plumbing within the city, in
order that the plumbing ordinance may be up-dated to take into account the
advances being made in materials and techniques. These amendments are sub-
mitted for consideration by the City Council .
The first change stipulates that sewers constructed of asbestos-cement pipe
shall be the compression type using a neoprene ring and gasket formino a
water and pressure-type joint. This type of jointing is a technical ad-
vance over that previously used wherein the coupling and pipe were tapered
and hammering was required to effect a joint.
The second change provides that the joints on sewers constructed of cast
iron soil pipe may be made with a neoprene ring gasket that is compressed
together forming a water and pressure type joint. Previously, only the
use of lead-type joints was permitted. In the recommended change, the use
of either a lead-type or a neoprene ring gasket jointing is permitted.
The third change permits the use of precast terazzo receptors as shower
bath bases in circumstances where only sheet lead lined bases are presently
allowed. The change also permits the use of fiberglass and similar types
of materials for receptors and stalls where presently prohibited.
The changes will help insure that plumbing installed within the city is in
keeping with the most recent improvements. The Supervising Board of
Plumbers states that no objections are expected from any plumbing concerns.
It is recommended that the attached ordinance, which amends Ordinance No.
2978 as stated in this communication, be adopted.
