HomeMy WebLinkAboutOrdinance 7689 ORDINANCE NO. 7$ AN ORDINANCE APPROPRIATING REVENUE OF THE CITY IN EXCESS OF ITS TOTAL ESTIMATED INCOME AS SET FORTH IN THE ANNUAL BUDGET FOR THE PURPOSE OF PROVIDING FUNDS FOR FURNISHING INFORMATION TO THE CITIZENS OF FORT WORTH DESCRIBING THE FACTUAL REASONS FOR THE BOND ELECTION TO BE HELD ON FEBRUARY 7, 1978; PROVIDING A SEVERA- BILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR APPROPRIATION ORDINANCES; REPEALING ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That the City Manager of the City of Fort Worth shall be provided with such revenue as may be secured from the various sources included in Ordinance No. 7598 and in the budget of the City Manager; and, in addition thereto there is hereby appropriated the sum of Thirty Thousand and N01100 Dollars ($30,000.00) from Contingency Allowance (Account 90-70-00) to a new account designated as Capital Improvement Program (Account 90-56-00) to provide funds to be used to furnish information to the citizens of Fort Worth describing the factual reasons and necessity for submitting propositions to the electorate to determine whether or not Street Improvement, Fire Protection, Park and Recreation, Airport Im- provement, Will Rogers Coliseum Improvement, Sanitary Sewer System Improvement, Waterworks System, Police Protection Improvements, and Public Transportation System bonds should be issued by the City Council. SECTION 2. That it is the intention of the City Council that such special appropriation of Thirty Thousand and N0/100 Dollars ($30,000.00) shall be expended in strict compliance with and as authorized by Senate Bill No. 1248 as adopted by the Legislature in May of 1977. SECTION 3. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, sections or parts of sections of this ordinance, which provisions shall be,remain and continue to be in full force and effect. SECTION 4. That this ordinance shall be cumulative of Ordinance No. 7598, but all other ordinances and appropriations for which provision has been heretofore made are hereby ex- pressly repealed if in conflict with the provisions of this ordinance. SECTION 5. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. This program is in no way intended to be advertising for or against the passage of any of the issues on the ballot. The purpose of this informational program in to fully inform the citizens regarding the items the City Council has included in the 1978-81 Capital Improvements Program. The following items are proposed in order to disseminate information through- out the community relating to the Capital Improvements Program. Activity Approximate Cost 1) Direct Mailing - each registered voter $ 25,000 will be provided with two letters presenting information relevant to the proposed bond program. 2) Meeting Handouts - A leaflet fully 600 describing the proposed program to be distributed at meetings. 3) Comprehensive Brochure - A very 800 detailed description of the CIP for distribution on a selective basis. 4) Slide Presentations - A one carousel 1,500 presentation with script developed by City staff to be used at civic club luncheons, neighborhood meetings, etc. 5) League of Women Voters Voters Guide - 50-0 Reimbursement to the League for the printing cost of the Voters' Guide.
