AN ORDINANCE AUTHORIZING AND DIRECTING AN INQUIRY
INTO THE CONDUCT AND AFFAIRS OF THE AUTO THEFT
DIVISION OF THE POLICE DEPARTMENT OF THE CITY OF
FORT WORTH; APPOINTING A COMMITTEE TO MAKE SUCH
INVESTIGATION; PROVIDING AN APPROPRIATION; PROVIDING
THAT FOR THE PURPOSE OF SUCH INVESTIGATION, THE
COMMITTEE SHALL BE AUTHORIZED TO SUBPOENA WITNESSES,
ADMINISTER OATHS, AND COMPEL THE PRODUCTION OF BOOKS,
PAPERS, AND OTHER EVIDENCE MATERIAL TO SAID INQUIRY;
PROVIDING A PENALTY FOR CONTEMPT IN REFUSING TO OBEY
ANY SUBPOENAS OR FAILURE TO PRODUCE BOOKS, PAPERS,
AND OTHER EVIDENCE; PROVIDING THE PUNISHMENT; AND
PROVIDING THAT SAID ORDINANCE SHALL BE IN FULL FORCE
AND EFFECT FROM AND AFTER THE DATE OF ITS PASSAGE_
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1,
That pursuant to the provisions of Section 7, Chapter
V, of the Charter of the City of Fort Worth, Texas, the City
Council is hereby authorized to appoint a committee for the
purpose of inquiring into the conduct and affairs of the Auto
Theft Division of the Police Department of the City of Fort
Worth and all circumstances of related misconduct, if any,
therein.
SECTION 2,
That there is hereby appropriated the sum of ��
Dollars from the general fund of the
City of Fort Worth, which funds may be used to pay for necessary
expenses in the performance of the investigation. All contracts
and expenditures hereunder shall be made in compliance with the
applicable provisions of the Charter of the City of Fort Worth.
SECTION 3,
That said committee shall consist of members
which committee shall make an investigation nto the acts,
conduct and. affairs of the Auto Theft Division of the Police
Department of the City of Fort Worth and all circumstances of
related misconduct, if any, therein, and after completing such
investigation, shall make a report to the City Council of the
City of Fort Worth including therein such recommendations as
the committee may deem necessary and appropriate.
SECTION 4,
The investigating committee shall be authorized to subpoena
witnesses, administer oaths, and compel the production of books,
papers and other evidence material to the said inquiry and
investigation. The City Council is hereby authorized to hold
hearings and punish for contempt any person who has refused to
obey any subpoena by failing to produce books, papers or other
evidence as directed. After hearing thereon and a finding of
contempt such punishment shall be by fine and not exceed Two
Hundred Dollars ($200.00) .
That this ordinance shall be in full force and. effect
and after the date of its passage, and it is so ordained,

The police Investigation Committee has requested additional funds in the
amount of $15,000 to complete its investigation into the conduct and
affairs of the Auto Theft Division of the Fort Worth Police Department.
Funds are available in the Contingency Allowance of the 1974-75 budget,
Account No. 001-90090
Recommendation
It is recommended that $15,000 be: appropriated from Account No. 001--90090
to Special Committee Account No. 001-90030
