SUBJECT: CITY OF FORT WORTH GROUNDS MAINTENANCE SERVICE
LEVEL CHANGES
The purpose of this report is to outline the changes in grounds maintenance service levels which
have been and/or will be implemented as a result of reductions in the FY2010 General Fund
budget. The FY2010 adopted budget eliminates or reduces grounds maintenance service levels
for the mowing of rights of way (ROW), medians, parks, tax foreclosed properties and privately
owned properties which are non-compliant with City Code. In addition, maintenance will also be
reduced along the interstate highway system, IH-30 & IH-35, adjacent to the Central Business
District.
As the spring season begins and the growth in vegetation occurs, unkempt conditions will
become more prevalent. The grassy areas in medians, parks, rights of way, city and privately
owned lots and the interstate will continue to grow until the rains cease in the summer.
Depending on the amount of late summer and fall rain, a spurt in growth will likely occur, albeit
less aggressively than in the spring and early summer.
The following outlines the service level changes by specific maintenance category:
Maintenance Area Service Level Impact
Medians Maintained (mow, edge, trim) every 21 days rather than 14 days
Rights of Ways Maintenance is responsibility of the adjacent property owner; City
will no longer maintain
II-130/IH35 Maintained four times per year rather than every 14 days
Parks Continue to be maintained in accordance with specific park service
level category; however, no edging and trimming until first winter
freeze. Note: excepting parks or other city grounds where City
occupied facilities are located
Tax Foreclosed Properties Maintained every 35 days rather than every 28 days
Privately Owned Lots in Violations identified at 18" rather than 12". Once due process has
violation of City Code occurred for notification and remediation. vacant properties are
maintained every 45 days rather than every 28 days.
Other City properties Maintained according to service level, no edging and trimming
except where City occupied facilities are located
The cumulative value of these budget reductions amounts to $1,094,029,
