AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL CAPITAL PROJECTS FUND IN THE AMOUNT OF $74,555.00, RECEIVABLE
FROM THE WATER AND SEWER FUND FOR THE PURPOSE OF FUNDING MASTER
PLAN DEVELOPMENT AND ADMINISTRATIVE COSTS FOR THE SYCAMORE CREEK
PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Capital Projects Fund in the amount of$74,555.00, receivable from the Water and Sewer Fund for
the purpose of funding the Master Plan Development and Administrative Costs of Sycamore Creek Park.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize a Transfer from the Water and Sewer Fund in the Amount of$74,555.00 to the General Capital Projects Fund for Master Plan
Development and Administrative Costs for the Sycamore Park Project and Adopt Appropriation Ordinance(COUNCIL DISTRICT 8)
RECOMMENDATION:
It is recommended that the City Council:
1.Authorize a transfer from the Water and Sewer Fund to the General Capital Projects Fund in the amount of$74,555.00;and
2.Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the General Capital Projects Fund in the
amount of$74,555.00 for the purpose of funding master plan development and administrative costs for the Sycamore Park Project.
DISCUSSION:
The purpose of this Mayor and Council Communication(M&C)is to appropriate$74,555.00 to fund the master plan development and
administrative costs for the Sycamore Park Project.
On June 11,2019,Council passed Resolution 5089-06-2019,authorizing the City Manager to develop and implement a plan for the closure of
Sycamore Creek golf course no later than September 30,2019 to be incorporated into the existing Sycamore Park as a traditional community
park for the use and enjoyment of the general public.
Earlier,on May 7,2019,(M&C L-16218)Council directed the Water Department(WD)to"..,be responsible for funding the engagement of a
design consultant,selected by the Park&Recreation Department(PARD),to master plan the new park.The WD will reimburse the PARD for
administration cost associated with the management of the master plan process.Sycamore Park will be returned to previous or better condition
upon project completion."
After the development of a park master plan,the new park may include,but will not necessarily be limited to:trails,playgrounds,athletic fields,
picnic facilities,recreational courts,skate park,security lighting,fitness facilities and roads&parking.
Sycamore Creek Park is located in COUNCIL DISTRICT 8.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the appropriation ordinance,funds will be
available in the General Capital Projects Fund. Prior to an expenditure being incurred,the Park&Recreation Department has the responsibility of
verifying the availability of funds.
