SUBJECT: PROPOSED COUNCIL.-INITIATED ZONING CHANGES FOR PHASE
,S FIVE OF THE WEST MEADOWBROOK NEIGHBORHOOD
The March 9 City Council agenda will contain an MiC to initiate the zoning process for the fifth
phase of the West Meadowbrook neighborhood. The purpose of the proposed zoning changes is to
rezone residential and non-residential property to zoning classifications that reflect the prevailing
land use and appropriate land use policies. For your reference, the attached PowerPoint presentation
shows the future land use from the 2010 Comprehensive Plan, the current zoning, and the proposed
zoning. Council Member Hicks would like to initiate rezoning of these areas in response to
neighborhood concerns.
An informational meeting for the hest Meadowbrook neighborhood was held on August 17, 2009,
which was attended by area property owners and staff. At this meeting, the property owners
expressed support for the proposed zoning changes. Two persons in opposition were noted on that
date. After the neighborhood meeting, business owners in Phase Five met with staff and requested
additional analysis. Based on further review, another meeting was held with the Lancaster East
Business Association on January 27, 2010, where a revised zoning proposal was presented. One
property owner remains opposed.
Public hearings for the rezoning of these properties will be held by the Zoning Commission on April
14, 2010, and by the City Council on May 4, 2010.
