SUBJECT: MEACHAM AIRPORT NOISE PROPERTY PROJECT
The City of Fort Worth Aviation Department has acquired residential properties adjacent to
Meacham Airport which were directly impacted by the noise of aircraft. The project was funded
by the Federal Aviation Administration and as a provision of this funding, the property must be
used for something that is compatible with airport use.
Meacham Airport has limited land which is available, level, and adjacent to runways. Land that is
available needs substantial fill to make it ready for hangar development. It was determined that
material could be taken from the noise property areas which are west of Lincoln Avenue and
North of Long Avenue in order to provide the fill. After the material is removed from this borrow
area, the land remaining will be leveled so that the Parks and Community Services (PALS)
Department can provide non-programmed practice athletic fields. PALS would need necessary
capital and operational appropriations to carry this out, and it should be noted that practice fields
absent irrigation and adequate turf maintenance (i.e. fertilization, plus fencing to restrict play to
"rest" the field) will result in loss of grass, rendering the fields to dirt conditions. PALS and
Aviation have determined these fields would be compatible with airport use in this area.
The project consists of the following tasks which are depicted on the attached map:
• Clearing and Grubbing the Noise Properties (Borrow Area)
• Installation of drainage from Lincoln Avenue to the west
• Earthwork in the Borrow Area and Fill Areas
As a result of this project an area for aviation development will be created east of Lincoln Avenue
with 2.9 acres for Hangars and 2.4 acres for Apron Area.
Currently this project is scheduled to bid in June 2010 and go to construction in Fall 2010.
The estimated cost for the construction of this project is $5.6 million which is funded from Aviation
Gas Well monies. The 29 acre Borrow Area that remains will be rough graded and seeded and,
dependent upon rainfall and restricted use for a sufficient grow-in period, grass suitable for open
play and maintenance could be established. Due to lighting limitations in this area, cost for
design and development of a lighting system would be expensive and a return-on-investment
would be difficult at hest. Therefore the development of formal competition fields is not advisable

at this time. However, establishment of non-programmed playing fields would provide much
needed practice facilities within the community. Funding is currently not available for development
or maintenance of the proposed fields.
