HomeMy WebLinkAboutOrdinance 391 Ordinance No. OW �j t An ordinance providing fob the levy and collection of an annual, direct, ad valptem tax on all property, real personal and mixed, situated within the territorial limits of theCity of Fort Worth, and all personal property owned in said City of Fort Worth, except such property as may be exempt Prom taxation, by law, and granting certain rebates for the payment of taxes prior to the maturity thereof. BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF FORT WORTH, TEXAST Section 1: That there is hereby levied and shall be collect- ad as provided by law an annual, direct, special ad valorem tax for the gear 1913, for the improvement of Streets and. thorough- fares of the City of Fort Worth of 10 cents on every $100.00 valu- ation on all property, real, personal and mixed, situated in and all personal property owned in the said City of Fort Forth, ©n the first day of January, A. D. 1913, liable under the law to taxation and not exempt therefrom by the constitution or laws of the State of Texas. Section 2: Upon the requisition of the Board of School Trustees of the independent school district of the City of Fort Worth, and in conformity with said Board's certificate to that effect, that there is also hereby levied and there shall be collected as provided by law an annual, direct special ad valorem tax for the year 1913, for public shool purposes of 45 cents on every $1CO.00 valuation on all property real, personal and mixed, situated in and all pars6nal property owned in, the City of Fort Worth, on the first day of January A. D. 1913, liable under the law to taxation and not exempt therefrom by the constitution of or laws of the State of Texas. Section 3: That there is also hereby levied and there shall be c-ollected as -provided bye--lava- a;a-axinual-d-ireotr special %d valarg-- - tax for the year 1913, for the suprort and maintenace of a free pub- lic library in the City of Fort Forth of two-cents on every t100.00 valuation on all property, real, personal andmixed, situated in, and all personal property owned in the City of Fort Worth, on the First day of January A. b.1913, liable under the law to taxation and not exeippt therefrom by the constitution or laws cif the State of Texas. Section 4: That there is also hereby levied and there shall be collected as provided by law an annual direct, special ad va- lorem tax for the year.1913, for the use and benefit of the park fund of the City of Fort Worth, of 10 bents on every $100.00 val- uation on all property, real, personal and mixed, situated in, and all personal property owned in the City of Fort Torth on the first day of January 1812* A. D. 1913, liable under the law to taxation and not exempt therefrom by the constitution or laws of the State of Texas. Extension, do. 1,350,000. 18.00 Reservoir, 5/l/1913. 300,000. -3.75 'y Section 6: That there is also hereby levied andthere shall be collected, as provided by law, an annual, direct, special ad valorem tax for the year 1913, for the purpose of discharging and paying off certain debts and obligations of the, City of Fort Worth, to the General Cobstruction Company and others, for paving, sewer- ageand other works in connection with the xxx streets of the City of Fort Worth, as provided for in Ordinance Fc. - duly pd§.ed and adopted by the Board t of Commissioners of the City of Fort W th, at the regular session of said Board on the i d day of —� rmankoh, A. D. 1913, of 2 1/Z cents on every 41100.00 Valuation on all property;, real, personal and mixed situated in, and all personal property owned in said City of Fort Worth on the first day of anuary A. D. 1913, liable under the law to taxation and not exempt therefrom by the constitution or the laws of the State of Texas. Section 41 That there is also hereby levied and there shall be col&cted as provided by law an annual, direct, special ad valorem tax for the year 1913, for all such other purposes (besides those hereinbefore enumerated) as are author zEd by law and by the charter of said City of Fort Worth of �11cents on every $100.00 valuation on all property, real, personal, and mixed sit- uated in, and all personal property owned in said City of Fort Worts, on the first day of January A. D. 1913, liable under the law to taxation and not exempt thereform by the constitution or laws of the State of TexasM That there is hereby appropriated out of the levy made un- derthis Section and is hereby set aside so much of the proceeds of the levy herein made as may be necessay and requisitebt to pay the interst on and provide a sinking fund of two par-cent of those obli- gations of said City of Fort Worth other than bonds, upon and con- cerningg which said City of Fort Worth has agreed to levy a tax in payment of such interest and to make provision Cora sinking fund fmad thereon. Section 8: That th&se special tax levies which are herein- before made to provide for the payment of interest and to create a sinking fundor to discharge and pay *=- principal and interest of any obligation due or owing by said City of Fort worth are not to be taken as in addition to levies for the same purposes made in the respective ordinances authorizing and creating such obligations, but the levies hereinbefore made are made JML pursuant to and for the purpose of carrying out and complying with the provisiors of said prior ordinances, and all ad valorem taxes herein are levied upon all the taxable property, real personal and mixed, situated in, and all personal property owned in the City of Fort Worth as assessed., valued and described in the assessment, tax-rolls and tax- books of said City of Fort Worth for the year 321d 1913, as the same have been p)&Psented to the Board of Commissioners of Said City of Fort Worth by the asseserr and collector of taxes of said City. Section 9: That the taxes herein levied and authorized and required to be collected shall be and become due and payable on September let 1913, but the same shall not be construed to be delinquent so sxs as to incur penalty thereon until February let, 1914, on which said date and thereafter, in the event of default in payment, said penalty, as hereinafter set out, shall accrue and be attached to, and become a part of the total amount to be paid by defaultipg and delinquent tax-peyers. Section 10S That the 31st day of January A. D. 1914, is kxtx hereby fixed as the final day upon_ which taxaes shall be paid to the City of Fort Worth, without the imposition of penalties, but it is further provided that each and every person, firm, association or corporation paying and discharging in full his, their, or its City taxes, as hereby fixed and levied, on or before September 15th, 1913, shall be allowed a rebate or discount of three per cent of the full amount thereof, and by raying the same as aforesaid after September 15th 1913, and before October let 1913, shall be allowed a rebate of 2 1/2 per cent thereof as aforesaid, and by paying the same on or after October let 1913, and on or before October 15th 1913, shall be allowed a rebate of 2 per cent thereof, and by paying same after October 15th 1913, and before November let 1913, shall be allowed a rebale of 1 1/2 per cent thereof, and by paying same on or after November 1st 1913, and before December let 1913, shall be allowed a rebate of one per cent thereof. Sect. That on and after February let, 1914, all such taxes herei levied, as remain unpaid, as required herein to be paid on or before January3lst 1914, shall be deem delinquent and there shall be added thereto a renalty Vf one per cent per month or part of month, upon the full amount of such unpaid taxes for the time the same shall remain unpaid. Said penalty of one per cent per month X shall be added to said taxed upon the lst day of 4s -xrxtltgxtltAz February 1914, and upon the first day of each and every month thereafter until taxes shall have been paid, which penalty shall be and become a part of said, taxes and be payable as such, and provided further that in the evert of publication of de- linquent tax lists, or if suit is brought to recover such taxes and penalty the delinquent tax-payer shall be and become liable therefor and the property of such taxpayer shall be subject to the payment of said taxes, penalties and costs, and the same shall be and become a lien upon the property of such tax-payer, as prescr'bed by law. Section 12: That this ordinance shall take effect and be in force from and after its passage as provided by law. I hereby certify that the above and forgoing ordinance was duly presented and unanimously passed and adopted by the Board of Commissioners of the City of Fort Worth at a regular session of said � Board held the 30th day of August A.
