SUBJECT: PARKING NEAR INTERSECTIONS AND MAILBOXES

near intersections, stop signs, and mailboxes.
It is a violation of Section 22-178 of the City Code to stop, stand, or park a vehicle, whether
occupied or not, except momentarily to pick up or discharge a passenger:
1) Within 20 feet of a crosswalk at an intersection; or
2) Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-
control signal located at the side of a roadway.
The City does not have an ordinance regulating parking near mailboxes. The biggest concern
about adopting an ordinance regulating parking near mailboxes is enforcement. The Police
Department expressed concerns that issuing more parking citations may hurt police/community
relations; the citations will likely be issued more prevalently in older neighborhoods, including
those that are already considered under-served/over-policed; and adopting this ordinance will add
more duties to the NPOs and patrol officers.
The United States Postal Service (USPS) requires mail carriers to dismount to deliver mail if the
approach is blocked. Delivery can be withheld if the problem is continual and the customer has
control over the obstruction. On-street parking is not under the control of the resident, unless it
vehicle, delivery can only be withheld if the customer fails to remove the obstruction after being
properly notified and the mail carrier has received proper management approval. Residents that
do not receive mail because of blocked mailboxes may contact the USPS with complaints, and
the USPS should evaluate whether the delivery policy was violated.
Before moving forward with an ordinance regulating parking near mailboxes, it is recommended
that staff evaluate parking where blocked mail delivery is an issue and consider alternative
solutions.
