AN ORDINANCE APPROVING AND ADOPTING ESTIMATES OF THE COST OF IMPROVE-
MENTS AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON A PORTION OF
_ BOLT STREET
AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE
CITY OF FORT WORTH, TEXAS; FIXING TIME AND PLACE FOR HEARING TO THE
OWNERS OF ABUTTING PROPERTY AND TO ALL OTHERS INTERESTED; DIRECTING
THE CITY SECRETARY TO GIVE NOTICE OF SUCH HEARING; AND DIRECTING THE
CITY SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE
CAPTION OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL AND BY FILLING
THE COMPLETE ORDINANCE IN THE APPROPRIATE ORDINANCE RECORDS OF THE
CITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Fort Worth, Texas, has heretofore ordered that each of the
hereinafter described portions of streets, avenues and public places in the City of Fort Worth, Texas, be im-
proved by raising, grading and filling same and by constructing thereon the following, to-wit:
BOLT STREET From Hemphill Street to May Street known
and designated as Project No. 104-22000-
146,a seven-inch thick reinforced con-
crete pavement on a six-inch thick lime
stabilized subgrade with seven-inch high
superimposed concrete curb on a forty-
four foot roadway. Four-foot wide concrete
sidewalk and six-inch thick concrete drive-
ways will be constructed where specified.
together with concrete curbs, gutters, driveways and incidentals to such improvements
on proper grade and line where same are not already so constructed, together with storm
sewers' and drains and other necessary incidentals and appurtenances; all of said im-
provements to be constructed as and where shown on the Plans and in strict accordance
with the Plans and Specifications therefor; contract therefore has been made and
entered into with AUSTIN ROAD COMPANY ;
and
WHEREAS, the City Council of the City of Fort Worth, Texas, has caused the Public
Works Director to prepare and file estimates of the cost of such improvements and
estimates of the amount per front foot proposed to be assessed against abutting property
and the owners thereof, and such estimates have been examined, NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT:
I.
Such estimates be, and they are hereby adopted and approved.
II.
It is hereby found and determined that the cost of improvements on each portion of
streets, avenues, and public places hereinafter described, with the amount or amounts
per front foot proposed to be assessed for such improvements against abutting pro-
perty and the owners thereof, are as follows, to-wit:
BOLT STREET From Hemphill Street to May Street, known
and designated as Project No. 104-22000-146.
The estimated cost of improvements is $ 101,897.74 the estimated amount
per front foot to be assessed against abutting property and the owners thereof for superimpose
concrete curb ####### # is $ 1_54 ; the estimated amount per front foot to
be assessed against abutting property and the owners thereof for pavement is $ 30.08 ;
the estimated amount per front foot to be assessed against abutting property and the
owners thereof for four font wide concrete sidewalk is $ 4.45 ; the estimated
amount per square foot to be assessed against abutting property and the owners thereof for
six-inch thick concrete driveway is $ 1 _16 per square foot; the total
estimated amount per front foot to be assessed against abutting property and the owners
thereof is $ -16_n7 , plus the cost incurred for concrete driveway construction
where specified.
III.
A hearing be given and held by and before the City Council of the City
of Fort Worth, Texas, to all owning or claiming any property abutting upon said
portions of highways, streets, avenues and public places, as well as to all
owning or claiming any interest in any such property. Such hearing shall be
given and held on the loth day of May , 19 74 , at 9:30 A.M9
in the Council Chamber in the City Hall in the City of Fort Worth, Texas, and
the City Secretary is hereby directed to give or cause to be given notice ,of the
time and place of such hearing and of other matters and facts in accordance with
the terms and provisions of an Act passed at the First Called Session.of the
Fortieth Legislature of the State of Texas, and known as Chapter 106 of the Acts
of said Session, now being known as Article 1105b of Vernon's Texas Civil Statutes
as amended by Acts 1967, 60th Legislature, Page 365, Chapter 176, Section 1,
emergency effective May 12, 1967. Such notice, shall be.by advertisement -inserted
at least three (3) times in a newspaper published in the pity of Fort Worth,
Texas, the first publication to be made at least twenty-one (21) days before
the date of said hearing; Said notice shall comply with and be in accordance with
the terms and provisions of said Act as amended. The City Secretary is further
directed to give or cause to be given personal notice of the time and place of
such hearing to all owning or claiming any property abutting on said portions of
highways, streets, avenues and public places, as well as to all owning or claiming
Any interest in any such property. Such personal notice shall be in writing and
shall be given or caused to be given by the City Secretary by depositing such
written notice in the United States Mail at least fourteen (14) days before the
date of the hearing, postage prepaid, in envelopes addressed to all persons
owning or claiming any interest in the respective properties abutting the high-
ways, streets, avenues and public places or portions thereof to be improved, as
the names bf such persons are shown on the current rendered tax rolls of the City
of Fort Worth and at the addresses so shown, or if the name of such respective
owners do not appear on such rendered tax rolls, then address to .such owners as
their names are shown on the current unrendered tax rolls of the City of Fort Worth
at the addresses shown thereon. In those cases in which an owner of property
abutting a highway, street, avenue or public place or portion or portions there-
of which is to be ,improved is listed as "unknown" on the then current City of
Fort Worth tax rolls, or the name of an owner is shown on the City of Fort Worth
tax rolls but no address for such owner is shown,' no notice need be mailed. In
those cases where the owner is shown to be an estate, the mailed notice may be
addressed to such estate. In this connection, the City Secretary shall prepare
and file or cause to be prepared ,and filed with these proceedings a list of the_
properties to be assessed,, the names of those persons owning or claiming any
interest in said properties to whom the notice was mailed,. together with the last
known addresses determined as aforesaid of the respective owners and those perk
sons owning or claiming any interest in said property.
The City Secretary shall certify that each of the parties in said list whose
address is shown on the then current rendered or unrendered tax rolls of the City
of Fort Worth was mailed a copy .of the notice of hearing and shall further certify
the date or dates. on which said notice was mailed. A copy of each notice shall be
attached to such certificate. The certificate of the City Secretary will be con-
clusive evidence of the facts therein recited.
IV.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council and by
filing the complete ordinance in the appropriate Ordinance Records of this City.
V.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage.

ASSESSMENT PAVING ON BOLT STREET
PROJECT NO. 104-22000-246
On Mondays April 8, 1974, a Neighborhood Meeting was conducted by the Engineering
Division of the Public Works Department for the Assessment Paving on Bolt Street.
Procedures concerning proposed improvements, owner participation in costs and methods
of payment were explained by Odell Schmidt to the five persons attending.
After this explanation the meeting was opened for questions and answers,
Mrs. Ioma Inskeep, owner of Lots 1 thru 7, Block 1, South Side Addition, said that
in her opinion the street was adequate and that she felt the improvements would only
be of benefit to the Seminary South Shopping Center.
Mr. ,Cohn H. Names, president of Liberty Manufacturing Company, also objected to the
improvements. He asked for a reason for the proposed sidewalks. Mr. Schmidt explain-
ed that the sidewalks were necessary for the protection of the pedestrians,
Mro Charles Bo Harris, attorney for Liberty Mfg, Co, questioned the amount of the
benefit to the property that he represented,
Mr. E. A. Roberts and Mr, David Mitchell, co-owners of Lots 8, 9 and 10, Block 1,
South Side Addition, both agreed that the improvements were needed and would enhance
the property in the whole area.
After a short general discussion, the meeting was adjourned,

Gentlemen and Mrs. Rimmer:
In accordance with the proceedings of your Honorable Body, I have prepared
estimates of the cost of street improvements as shown below:
Estimates of the total cost of improvements on a portion of Bolt Street
and portions of sundry other streets, avenues and public places in the City of Fort
Worth, Texas, and estimated amounts per front foot to be assessed against abutting
property and the owners thereof, on each portion of street, avenue and public place
are as follows, to-wit:

The 1973 Capital Improvement Program ()?age A--29) provides for the widening and
improvement of the existing asphalt and gravel surface of Bolt Street from Hem-
pull to May Street.. Bolt Street is an' Arterial .Street with a traffic count of
3408 vehicles per eight hour (10 A.M. to 6 P.M.) period, east and west bound and
the section from the North-South Freeway to May Street has already been widened'
and improved with industrial type pavement. The completion of this section will
provide improved access to the heavy industry on the north as well' as to Seminary
South and the South Freeway from Hemphill Street.
Improvements
This section of Bolt Street will be improved with industrial grade concrete pave
merit with superimposed curbs, concrete driveway approaches and four-foot wide con-
crete sidewalks. Also included is an extensive storm drain improvement to serve
this sect4on of Bolt Street and leading south-along the railroad right-of-way to
Malta Street.
Improvements at the M.K.T. railroad crossings will consist of storm drain improve-
ment, extending the plank crossings from 40-fovt width to 64.--foot width, and re-
locating the existing crossing protective 'devioces.
Railrgod Agreement
It will be necessary for the 'City to enter into an agreement with the Missouri-
Kans,as-Texas Railroad Company for improvements to the railroad crossing. It is
proposed that:
a) The Railroad Company agree to install 64!-foot fully
fabricated crossings over their main line tracks,
passiTig track, and industry track at Bolt Street and
that the. City share in the cost of the planking by '
assuming the, cost of' extending tie three track ct sl-
ings an" additional 12-!feet oil each side, the cost to
the City being $2,437.
b) The Railroad Company relocate its existing crossing
signals and the City reimburse the Railroad for two-
thirds of any and all sums expended therefore, in accord--
ance'with present City policy. Estimated City cost is $966.67.

Adjacent to this section of Bolt Street there are several unupual conditions as
related to assessment costs to adjacent benefitted property. The zoning and
use of properties is mixed with a number of parcels being vacant. Consequently,
an independent land appraiser has been retained to appraise the adjacent prd--
perties as to enhancement resulting from the proposed street improvement. Result
of the appraisal will be presented at the Benefit Hearing,
Pro ect Cost and Financin
Based on the low bid, approximately $39,733.62 will be assessed against abutting
property owners, which will be provided for by a Bond Fund transfer from the Re-
volving Fund Unspecified. Cost to the City for construction, inspection engineer
ing, administration and miscellaneous costs is approximately $62,164.12. The.
estimated cost to the City for relocating the existing railroad crossing protect-
ion devices is $966.67, plus $2,437 for extending the three fabricated crossings ,
making the total project cost to the City $65,567.79. A Bond Fund Transfer of
$5,770 is required from Miscellaneous Streets Unspecified, Account No. 104-35000-
901, to supplement the $59,800 remaining available in Project Account No. 104-
22000-146.
Recommendations
It is recommended that:
(1) The following Bond Fund Transfers be approved;

a) Approving the estimates of costs and amounts proposed to be
assessed; and,
b) Setting May 20, 1974, as the date of the Benefit Hearing.
