AN ORDINANCE AMENDING SECTIONS 8 AND 9 OF ORDINANCE NO. 957 OF THE REVISED ORDINANCES OF THE CITY OF FORT WORTH, TEXAS, RELATIVE TO THE APPOINTMENT AND DUTIES OF AN EXAMINING AND SUPERVISING BOARD OF PLUMBERS AND THE EXAMINATION AND QUALIFICATION OF PLUMBERS FOR THE CITY OF FORT WORTH, TEXAS, PASSED AND ADOPTED BY THE BOARD OF COMMISSIONERS OF THE CITY OF FORT WORTH , TEXAS, ON THE 25th DAY OF SEP- TEMBER, 1923, AND PROVIDING A PENALTY FOR THE VIO* LATION THEREOF, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION I. That sections 8 and 9 of Ordinance No. 957 of the Revised Ordinances of the City of Fort Worth, Texas, adopted by the Board of Commissioners of said City on the 25th day of 6eptember, 1923, be and the same are hereby amended, and after being so amended, to read as follows: SECTION 8:-- The examining board shall issue to each successful applicant certificate of qualification: , certifying that the applicant has been found competent as a master plumber or Journeyman plumber, as the case may be, as herein defined, which shall entitle him to a license to carry on, or work at, the business of plumbing in the City of Fcr t Worth, which said cer- tificate shall continue in full force and effect for a period of one year from the date thereof, and shall be renewable on application by the holder at any time within thirty days prior to the expiration of said year, which renewal may be by endorsement of that fact on the original certificate signed by the Chairman and Secretary of the examining board. A charge of fifty cents shall be made for each renewal. Said certificates are personal only to the holder m d are not, in any manner, transferable, and all such certificates are revokable for sufficient cause shown on charges filed by the examining board or any member thereof or any persons feeling himself aggrieved, upon the filing of written charges under oath, notice and hearing in same manner as provided herein for the removal of members of the examining board. Provided, haw ever, that the hearing in the case of the certificate holder shall be before the examining board and its findings shall be certified to the City Council of the City of r'ort 'north, Texas, together with its recommendations which, if adopted, shall be final. The examining board shall keep a record in a well bound book, showing the names, residences and dates 6f issuance of said certificates, and such other fact, or facts, as will fully inform all par- ties desiring to know of the qualifications of hol- ders of said certificates, said book to be prepared with proper columns, showing the facts, by the ex- amining board, and to be a permanent record of the City of Fort Worth. FIRST bXAMiNATION UNDI�:R THIS ORDINANCE. SECTION 9:----All persons now engaged in the plumbing business, whether as master plumbers or Journeyman plumbers, in the City of Fort worth, Texas, shall make application to the examining board within thirt3t (30) days after this ordinance goes into effect. The examining board shall publish a notice of the y time and plane of said first examination in ly newspaper published in the City of Fort worth, in at least three issues thereof, and all persons required M. S hereby to be examined shall make application to said ex- amining board and be examined at the time and place fixed by such notice or, failing so to do, shall not continue in the plumbing business in the City of Fort Worth after said date until they have so appl#ed f©r and obtained a cer- tificate of qualification as provided in this ordinance. Provided, hew ever, that all master plumbers or jour- neyman plumbers in the City of Fort Worth, Texas, who have heretofore successfully passed an examination required of master plumbers or journeyman plumbers by ordinances of the City of Fort Worth, and who have been issued licen- ses in accordance therewith by the City of Fort north, either as master plumbers or journeyman plumbers, and whi'rh licenses were in force and effect on the 25th day of Sep- tember, 1923, or were subject to renewal at such time, or who have since said date duly qualified as such, aUs" not be required to apply for and take examination to en- gage in the business for which their licenses were granted. All such master plumbers or journeyman plumbers who have heretofore qualified as such, and whose license were in effect or were subject to renewal on the said 25th flay of September, 1923, or whose licenses are now in effect and subject to renewal, shall within thirty (30) days after this ordinance takes effect make application on a form provided by the examining board for a renewal of their li- censes or right to engage in the plumbing business in the City of Fort Worth, Texas, and upon producing his certif- icate, license, renewal certificate or evidence thereof, the examining board shall issue to such master plumbers or journeyman plumbers certificates of qualifications, which shall be good for one year and shall be subject, as provided in Section 8, of this ordinance. SECTION II. Each and every days violation of this ordinance shall constitute a separate offense. SECTION III. This ordinance shall be and is hereby declared to be cumulative of all other ordinances of the City of Fort worth, not in direct conflict herewith, and shall not operate to re- peal or affect any other ordinance or ordinances except to the extent which it may be in direct conflict herewith. SECTION IV. Should any part, portion, section or part of section of this ordinance be declared invalid, inoperative or void for any reason by any court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the re- maining portions, parts, sections or parts of sections of this ordinance which provisions shall be, remain and continue to be in full force and effect. SECTION V. Any person, firm or corporation violating this ordinance or any section thereof, or holds himself or itself out as a plumber or does any plumbing work for which a charge is made or attempts to do any plumbing either as a master plumber or journey- man plumber, as defined herein, without first obtaining the cer- tificate of qualification, as herein prodded for, shall be deemed guilty of a misdemeanor and shall be fined In any sum not less than $20.00 nor more than $200.00 in any court of competent ju- risdiction, including the corporation court of the City of Fort Worth. SECTION VI. This ordinance shall take effect and be in full force and effect from and after the date of its passage and publication as required by law. yor. ATTEST: City secretary-Treasurer.
