AGENDA ITEM IIā€”REPORT OF THE CITY MANAGER PZ-2629 There was presented Mayor and Council Communication No. PZ-2629, dated Res. No. 3269-10- October 25, 2005, from the City Manager recommending that the area known 2005 as the 287 Zone be fully annexed on November 8, 2005. If however, the City 15th Amendment Council is considering removing approximately 51.3 acres of land, a portion of to Annexation the Willow Springs Ranch Subdivision, from the area to be annexed, then it is Plan Removing recommended that the City Council consider a resolution, adopting the fifteenth Willow Springs amendment to the City of Fort Worth's Annexation Plan. Mayor Pro tern Silcox requested staff provide an explanation of the agreement. Mr. Bob Riley, Development Department Director, stated that Mayor and Council Communication No. PZ-2629 would remove the 51.3 acres from the Annexation Plan and PZ-2630 allowed the Council to consider an agreement to postpone annexation until after January 1, 2009. He added that within the subject 51.3 acre area, there were 42 separately platted lots. Owners of 28 lots had signed the agreement to postpone full purpose annexation and extend limited purpose annexation until after January 1, 2009 and at the City's sole discretion. This represented a majority of the effective landowners (66.67 percent). He further stated that owners of 29 lots had signed the petition to annexation after January 1, 2009, which represented a majority of the effected landowners (69.05 percent). Council Member Burdette made a motion, seconded by Council Member Hicks, that Mayor and Council Communication No. PZ-2629, adopting Resolution No. 3269-10-2005, and PZ-2630 postponing full purpose annexation of the Willow Springs Subdivision until after January 1, 2009, be adopted. The motion carried unanimously eight (8) ayes to zero (0) nays, with Mayor Moncrief absent. Agenda Item III As there were no significant items to be discussed by the Council, the Executive Session Executive Session was not held.
