WHEREAS,the City of Fort Worth(City) and URS Corporation(Engineer)made
and entered into City Secretary Contract No. 31731 (the Contract) which was authorized
by the City Council by M&C C-20492 on the 18`h day of January, 2005; and
subsequently revised by two previous Amendments, No. 1 for$138,058 on April 4,
2006 (M&C C -21390); and Amendment No. 2 for $86,890 on May 8, 2007.
WHEREAS,the Contract involves engineering services for the following project:
Engineering, Contract for Updating the Federal Aviation Regulation-Part
150 Noise Compatibility Study for Fort Worth Alliance Airport.
WHEREAS, it has become necessary to execute Amendment No. 3 to said
contract to include an increased scope of work and revised maximum fee:
NOW THEREFORE, City and Engineer, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
contract:

Article 1 of the Contract is amended to include the additional engineering services
specified in a proposal letter dated August 9, 2007, a copy of which is attached
hereto and incorporated herein. The cost to City for the additional services to be
performed by Engineer total $33,732.
2.
Article 11 of the Contract is amended to provide for an increase in the maximum
fee to be paid to Engineer for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall not e

SCOPE OF SERVICES
PHASE 1 — NOISE EXPOSURE MAPS
TASK 1 MOBILIZATION AND PROJECT MANAGEMENT
Task 1.1 Mobilization
This task involves the mobilization, coordination and management of the non-
technical aspects of Phase 1 of the project. This includes the coordination with
Alliance Airport and the City of Fort Worth regarding contract amendments, etc.
Task 1.2 Project Management
Throughout the duration of the project, the Project Manager will be coordinating as
necessary with Airport staff, City representatives and others to ensure that the
project and schedule are progressing as planned.
TASK 2 LAND USE MAPPING
NOTE: This task will not require revision. T herefore, there is no additional cost for this task
in this scope of services.
TASK 3 INVENTORY OF AIRPORT AND AIRCRAFT OPERATIONS
NOTE: This task will not require revision. Therefore, there is no additional cost for this task
in this scope of services.
TASK 4 EXISTING NOISE CONTOURS
NOTE: This task will not require revision providing that the revised Noise Exposure Maps
and Supporting Documentation is completed and submitted to FAA for review and
acceptance prior to commencement of F-5 operations. Therefore, there is no additional cost
for this task in this scope of services.

TASK 5 FUTURE NOISE CONTOURS
Task 5.1 Develop 2012 Noise Contours—(Revised)
The FAA has made the determination that the revised 2012 NEM must be produced
using the latest version of INM. Version 7.0 was released as of April 30, 2007, and is
the current version. The 2012 noise contour input files that were prepared under this
task using INM Version 6.2a will be re-formatted for input into the FAA's Integrated
Noise Model (INM), Version 7.0.
Revised noise contours will be generated at DNL 60, 65, 70, and 75 dB. The INM
standard grid analysis feature will be used to re-calculate DNL values at up to 20
noise-sensitive sites.
The Feasibility Analysis for Noise Mitigation at N/SD Alliance Campus
Facilities will be revised to incorporate future noise contours and noise levels
utilizing INM V 7.0.
Task 5.2 Evaluate Impacts of 2012 Noise Contours
NOTE: This task will not require revision. Therefore, there is no additional cost for
this task in this scope of services.

TASK 6 NEM CONSULTATION AND PUBLIC INVOLVEMENT—(Revised)
One (1) public information meeting will be held to inform the public about the revised NEMs
including the F-5 operations, produced using INM, Version 7.0, and to obtain comments
from the public. The open house meeting will be in an informal format and will provide an
opportunity for the public to see displays presenting results of the Noise Exposure Mapping
process, visit with Consultants and staff, and provide their comments.
URS will prepare up to fifteen full-size presentation boards for the Public Information
meeting. One hand-out of up to five double-sided pages will be prepared to present
summary information to the public. Comment forms will be provided for individuals who wish
to submit written comments. URS will prepare the hand-out and comment form and provide
100 B&W hard-copies and one electronic (PDF format) of the handout and comment form to
Alliance Airport staff. DBE subconsultants will assist in the plotting and mounting of the

presentation boards and reproduction of the hand-out materials, as well as assist in
conducting the Meeting. The following Consultant staff will attend the Public Meeting: URS
Project Principal, Project Manager, Deputy Project Manager, Senior Planner and Junior
Planner; and LGG Senior Planner.
URS Corporation will provide a camera-ready public notice to the Alliance Airport and City of
Fort Worth Aviation Department staff for their distribution to announce the time and location
of the public meeting. The City of Fort Worth will be responsible for providing for the
necessary facilities for the public meeting, notifying the public of the time and location of the
meeting, and publishing the public notice in area newspapers.
TASK 7 NEM REPORT PREPARATION
NOTE: This task will not require revision. Therefore, there is no additional cost for this task
in this scope of services.
TASK 8 PROCEDURAL REQUIREMENTS TO LIMIT RECOVERY OF DAMAGES
NOTE: This task will not require revision. Therefore, there is no additional cost for this task
in this scope of services.
PHASE 2 - NOISE COMPATIBILITY PROGRAM UPDATE
TASK 9 PROJECT MANAGEMENT
This task involves the coordination and management of the non-technical aspects of Phase
2 of the project.
TASK 10 OPERATIONAL NOISE ABATEMENT MEASURES
Operational measures which are required by the FAA to be considered as part of the Part
150 process will be evaluated for their applicability and effectiveness at AFW.
Task 10.1 Model Alternative Scenarios (Revised)
Operational noise abatement alternatives previously identified and modeled in INM
Version 6.2a will be revised to INM V 7.0.
Task 10.2 Evaluate Noise Impacts of Alternative Scenarios

Authorize Execution of Amendment No. 3 to City Secretary Contract No. 31731 with URS
Corporation to Update Noise Exposure Maps and Conduct an Additional Public Meeting in
Conjunction with the Update of the FAR PART 150 Noise Compatibility Study at Fort Worth Alliance
Airport
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 3 to City
Secretary Contract No. 31731 with URS Corporation in the amount of $33,732 to update Noise Exposure
Maps and conduct an additional public meeting in conjunction with the update of the FAR Part 150 Noise
Compatibility study at Fort Worth Alliance Airport, thereby increasing the contract to $558,560.
DISCUSSION:
On January 18, 2005, (M&C C-20492) the City Council authorized the City Manager to execute a contract
with for consulting services with URS Corporation in the amount of $299,880, to update the FAR Part 150
Noise Compatibility Study for Fort Worth Alliance Airport.
The City Council approved Amendment No. 1 for $138,058, (M&C C-21390) on April 4, 2006, to conduct
noise monitoring for custom profiles of military aircraft.
The City Council approved Amendment No. 2 for $86,890, (M&C C- 22107) on May 8, 2007, to update the
forecast and assess the impacts of additional activity projected as a result of aircraft to be owned by
Northern General Leasing, LLC, and based at Fort Worth Alliance Airport.
This amendment will allow URS Corporation to provide additional engineering services to update the noise
contours in the new version of the Integrated Noise Model (INM) as requested by Federal Aviation
Administration (FAA). Since the new contours will be produced, it is also recommended that a second public
meeting be held to advise the public of any changes. Amendment No. 3 is being funded under FAA Grant 3-
48-0296-31-2206. The City staff considers this fee to be fair and reasonable for the scope of services
proposed.
This project is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION:
The Finance Director certifies that funds are available in the current budget, as appropriated, of the Airport
Grants Fund.
