ORDINANCE NO 6293
AN ORDINANCE PROVIDING MINIMUM STANDARDS FOR MOBILE HOME
PARKS; ESTABLISHING REQUIREMENTS FOR THE DESIGN, CONSTRUCTION,
ALTERATION, EXTENSION AND MAINTENANCE OF MOBILE HOME PARKS AND
RELATED UTILITIES AND FACILITIES; AUTHORIZING THE ISSUANCE OF PERMITS
FOR CONSTRUCTION , ALTERATION AND EXTENSION OF MOBILE HOME PARKS;
AUTHORIZING THE LICENSING OF OPERATORS OF MOBILE HOME PARKS;
AUTHORIZING THE INSPECTION OF MOBILE HOME PARKS; FIXING PENALTIES FOR
VIOLATIONS; PROVIDING AN EFFECTIVE DATE; AND DIRECTING THE CITY
SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE
CAPTION OF SAME IN THE MINUTE BOOKS OF THE CITY COUNCIL AND BY
FILING THE COMPLETE ORDINANCE IN THE APPROPRIATE ORDINANCE RECORDS OF
THIS CITY.
BE IT ORDAINED BY THE CITY COUNCIL OF FORT WORTH, TEXAS:
ARTICLE 1 . DEFINITIONS
For the purpose of this Ordinance, certain terms , words and phrases
shall have the meaning hereinafter ascribed thereto
Par 1 .01 Agent: Any person authorized by the licensee of a mobile home
park to operate or maintain such park under the provisions of
this Ordinance,
Par 1 .02 Buildj.�2 Official : The legally designated inspection authority
of the Bum ding Division of the City Public Works Department, or
his authorized representative
Par. 1 -03 Certificate of Occupanga: A certificate issued by the Building
Official for the use of a building, structure, and/or land, when
it is determined by him that the building, structure, and/or
land complies with the provisions of all applicable City Codes,
Ordinances, and Regulations .
Par. 1 04 City_ Health Director: The legally designated head of the City
Health Department or his authorized representative.
Par. 1 .05 Cif Official : The legally designated head of a City Department
or his authorized representative when acting in an official
capacity..
Par. 1 . 06 Common Access Route: A private way which affords the principal
means of access to individual mobile home lots or auxiliary
buildings .
Par. 1 .07 Drive-way: A minor entrance way off the common access route
within the park, into an off-street parking area serving one or
more mobile homes.
Par- 1 .08 Fire Chief: The legally designated Chief of the Fire Department
of the City Public Safety Agency, or his authorized representative .

Par 1 09 Internal Street: Same as Common Access Route
Par, 1 . 10 License: A written license issued by the City Health Director
permitting a person to operate and maintain a mobile home park
under the provisions of this Ordinance and regulations issued
hereunder
Par. 1 11 Licensee: Any person licensed to operate and maintain a
mobile home park under the provisions of this Ordinance
Par 1 12 Mobile Home: A movable or portable dwelling constructed to be
towed by a motor vehicle on its own chassis over Texas Roads and
Highways under special permit, connected to utilities, and
designed without a permanent foundation, for year-round living
It may consist of one or more units that can be telescoped when
towed and expanded later for additional capacity, or of two or
more units separately towable but designed to be joined into
one integral unit.
Par. 1 . 13 Mobile Home Park: A unified development of mobile home spaces
arranged on a tract of land under single person ownership,
meeting all requirements of this Ordinance
Par 1 14 Parking Space, Off-Street: A m)nimum space nine (9 ' ) feet in
width by eighteen ( 18' ) feet in length, located within the
boundary of a mobile home space, or in a common parking and
storage area having unobstructed access to an internal street
Par 1 . 15 Permit: A written permit or certification issued by the
Building Official permitting the construction, alteration, or
extension of a mobile home park, under the provisions of this
Ordinance and regulations issued hereunder
Par 1 . 16 Person: Any natural individual , firm, trust, partnership,
association or corporation
Par. 1 17 Plot Plan: Graphic representation, drawn to scale, in a
horzental plane, delineating the outlines of the land included
in the plan and all proposed use locations, accurately dimen-
sioned, the dimensions also indicating the relation of each use
to that adjoining and to the boundary of the property
Par 1 .18 Police Chief: The legally designated Chief of the Police
Department of the City Public Safety Agency, or his authorized
representative
Par 1 . 19 Replacement: The act of moving one mobile home from its
existing stand and replacing it with another mobile home
Par. 1 20 Service Building: A structure housing toilet, lavatory, and
such other facilities as may be required by this Ordinance

Par. 1 �21 Sewer Connection: The connection consisting of all pipes,
fittings, and appurtenances from the drain outlet of a mobile
home to the inlet of the corresponding sewer service riser
pipe of the sewage system serving the mobile home park.
Par, 1 .22 Sewer Service Riser Pipe: That portion of a sewer service
w� ext® encs v'e -ay to the ground elevation and terminates
at a mobile home space.
Par, 1 ,23 Site Plan , Same as plot plan .
Par,. 1 ,,24 Space: A plot of ground within a mobile home park designed for
t e accommodation of one mobile home, together with such open
space as required by this Ordinance, This term also shall include
the terms "lot" , "stand" , and "site
Par, 1 ,25 Tax Assessor-Collector: The legally designated Tax Assessor-
Collector of the Tax Division of the City Finance Department, or
his authorized representative
Par, 1 .26 Water Connection: The connection consisting of all pipes, fittings,
and appurtenances from the water riser pipe to the water inlet
pipe of the distribution system within a mobile home,
Par® 1 ,27 Water Riser Pipe: That portion of the private water service system
serving a mobile home park, which extends vertically to the ground
elevation and terminates at a designated point at a mobile home
space,.

ARTICLE 2 PERMITS
Para 2.00 No permit shall be issued for the construction or occupancy of
a permanent residential structure in any mobile home park,
with the following exceptions:
a- One existing residential structure may be retained or one
new residential structure may be constructed for the
occupancy of the owner or operator of the park
b An existing residence may be converted to a clubhouse,
community center or service building for use by the
residents of the mobile home park
Par. 2.01 Permit Required: It shall be unlawful for any person to con-
struct, alter or extend any mobile home park within the limits
of the City of Fort Worth unless he holds a valid permit issued
by the Building Official in the name of such person for the
specific construction, alteration or extension proposed.
Par. 2.02 Application Requirements: All applications for permits shall
be made upon standard forms provided by the Building Official
and shall contain the following:

2. Location and legal description of the mobile home parks
To this application shall be attached ten ( 10) copies of a site
plan, at a minimum scale of l" = 200` for sites of 30 acres or
more, and at a minimum scale of 1" = 100 ' for sites under 30 acres,
The site plan shall include all data required under Article 6
hereof,.
One print of the plot plan is to be circulated by the Building
Official to each of the City Departments or Divisions designated
in Article 6 of this Ordinance for approval prior to issuing the
permit. This plot plan does not replace or supersede the subdi-
vision plat of the property required by State Law to be recorded
in the County Records of the County in which the property is
located, after review and approval of the Fort Worth Plan
Commission,
Par. 2.03 Permit Fee: All applications to the Building Official shall be
accompanied by a fee of Fifty ($50. 00) Dollars
Pare 2..,04 Issuance of Permit: When upon review of the application, the
Building Official is satisfied that the proposed plan meets the
requirements of this Ordinance, a permit shall be issued.
Par. 2,05 Denial of Permit; Hearing: Any person whose application for a
permit under this Ordinance has been denied, may request a hearing
on the matter under the procedure provided by Article 5 of this
Ordinance

ARTICLE 3 LICENSES
Par, 3.01 License Required: It shall be unlawful for any person to
operate any mobile home park within the limits of the City
of Fort Worth unless he holds a valid license issued annually
by the City Health Director in the name of such person for the
specific park All applications for licenses shall be made in
writing on forms furnished by him, to the City Health Director,
who shall issue a license upon compliance by the applicant with
provisions of this Ordinance The City Health Director shall
not issue a license unless the applicant is a valid holder of
a Certificate of Occupancy . At any time a Certificate of
Occupancy is revoked, the license is automatically void_
Par, 3.02 Application for Original License: Application for the original
license shall be�in writing signed by the applicant, accompanied
by an affidavit of the applicant as to the truth of the applica-
tion and by the deposit of the license fee hereinafter provided,
and shall contain:
a. The name and address of the applicant.
b, The location and legal description of the park_
c, A site plan of the park showing all mobile home spaces ,
structures, roads , walkways, and other service facilities :
d Before the original license is issued, the City Health
Director shall obtain the approval of the Fire Chief on the
fire fighting appliances , water supply, accessways, or other
applicable conditions as meeting Fire Safety Requirements .
Par. 3,03 A p_� ]ication for License Renewal : Application for renewal of
a license shall be made in writing by the licensee on forms
furnished by the City Health Director, on or before September
20th of each year Such application shall contain any change
in the information occurring after the original license was
issued or the latest renewal granted
Before the renewal license is issued, the City Health Director
shall obtain the approval of the Fire Chief on the fire fighting
appliances, water supply, accessways, or other applicable
conditions as meetingFire Safety Requirements
Par, 3<04 License Fee: All original license applications or renewals
t ereof shall be accompanied by a fee of Fifty ($50) Dollars ,
plus One .($1 . 00) Dollar for each mobile home space in the mobile
home park., The original fee shall be prorated on the nearest
quarterly basis between the date of the original license and
October lst of that fiscal year All renewal fees shall be due
on October 1st of each year
Par, 3,05 Transfer of License: Every person holding a license shall give
notice in writing to the City Health Director within seventy-two
(72) hours after having aold, transferred, given away, or
otherwise disposed of interest in or control of any mobile home
park Application for transfer of license shall be made within
seven (7) calendar days after notification of change covered in

sentence one of this paragraph,, Within fifteen (15) calendar
days thereafter, the City shall act on the application for
license transfer and it shall be approved if the park is in
compliance with the provisions of this Ordinance.
Par. 3.06 Transfer of License Fee: All applications for license transfer
shall be accompanied by a fee of Twenty-Five ($25.00) Dollars,
Par. 3.07 Violations; Notice; Suspension of License: Whenever, upon
inspection of any mobile home park, the City Health Director,
after consultation with the City Official or Officials he deems
competent to judge, finds that conditions or practises exist
which are in violation of any provision of this Ordinance
applicable to such park, he shall give notice in writing in
accordance with Section 5 01 of this Ordinance, -to -the licensee
or his agent that unless such conditions or practices are
corrected within a reasonable period of time specified-in
such notice, the license shall be suspended, At the end of
such period of time, the City Health Director shall reinspect
such park, requesting assistance from other City Departments
as may be required, and if such conditions or practices have
not been corrected, he shall suspend the license and-give
notice in writing of such suspension to the licensee-or
his agent, Upon receipt of notice of such suspension, licensee
shall cease operation of such park, except as provided in
Article 5 hereof-

ARTICLE 4. INSPECTION
Par. 4,01 Inspections Required: The Building Official , the City Health
D�rec. tor, the Fire Chief, the Police Chief, and the Tax
Assessor-Collector are hereby authorized and directed to make
such inspections as are necessary to determine compliance
with this Ordinance:
Par. 4.02 Entry on Premises: The Building Official , the City Health
Director, tie Fire Chief, the Police Chief, and the Tax -
Assessor-Collector shall have the power to enter at reason-
able times upon any private or public property for the
purpose of inspecting and investigating conditions relating
to the enforcement of this Ordinance
Par. 4,03 Inspection of Register: The Building Official , the City
Health Director, the Fire Chief, the Police Chief, and the
Tax Assessor-Collector shall have the power and authority
in discharging their official duties to inspect the register
containing a record of all residents of the mobile home park,
Par. 4.04 Duty of Occupants: It shall be the duty of every occupant
of a mobile home park to give the licensee, his agent, or
authorized employee access to any part of such park at
reasonable times for the purpose of making such repairs or
alterations as are necessary to effect compliance with this

ARTICLE 5. NOTICES, HEARINGS, AND ORDERS
Par. 5 ,01 Notice of Violations; Requirements of Notice: Whenever it
is deterhi ned thaf—there are grounds to beT—ieve that there
has been a violation of any provision of this Ordinance, the
City Health Director shall give notice of such alleged
violation to the licensee or agent, as hereinafter provided:
Such notice shall (a) be in writing; (b) include a statement
of the reasons for its issuance; (c) allow a reasonable time
for the performance of the act it requires; (d) be served
upon the licensee or his agent; provided that such notice or
order shall be deemed to have been properly served upon such
licensee or agent when a copy thereof has been sent by mail
to his last known address, or when he has been served with
such notice by any method authorized or required by the laws
of this State; and (e) contain an outline of remedial action
which, if taken, will effect compliance with the provisions
of this Ordinance.
Par, 5,02 AEeal from Denial of Permit by the Building Official : Any
person affected by th ef e rusal of the Building Official to
issue a permit under the provisions of this Ordinance as
set out in Article 2 hereof, may request and shall be granted
a hearing on the matter before the Fort Worth City Council ;
provided that such person shall file within ten (10) days
after the day the permit was refused, in the office of the
Building Official , a written petition requesting such hearing
and setting forth a brief statement of the grounds therefor.
Upon receipt. of such petition, the Building Official shall
forward it to the City Secretary who shall request the City
Council to set a time and place for such hearing and shall
give the petitioner written notice thereof. At such hearing
the petitioner shall be given an opportunity to be heard
and to show why such rrefusal should be modified or withdrawn„
Par, 5,.03 Appeal from Notice Issued by the City Health Director: Any
person affected by any notice which has been issued in
connection with the enforcement of any provision of this
Ordinance applicable to such park, by the City Health Director,
may request and shall be granted a hearing on the matter before
the Fort Worth City Council ; provided that such person shall
file within ten (10) days after the day the notice was served,
in the office of the City Health Director, a written petition
requesting such hearing and setting forth a brief statement of
the grounds therefor The filing of the request for a hearing
shall operate as a stay of the notice and of the suspension,
except in the case of an order issued under Section 5.05 of this
Ordinance Upon receipt of such petition, the City Health
Director shall forward such petition to the City Secretary who
shall request the City Council to set a time and place for such
hearing and shall give the petitioner written notice thereof,
At such hearing, the petitioner shall be given an opportunity to
be heard and to show why such notice should be modified or
withdrawn,

Par, 5,04 Heea�ar�E2; Order: After such hearing, the Building Official if
t e appearmade under Par, 5,02 of this Ordinance, or the
City Health Director if the appeal is made under Par. 5.03 of
this Ordinance, shall issue gf�r in writing sustaining,

modifying or withdrawing the , which order shall be
served as provided in Par, 5,01 (d) hereof. Upon failure to
comply with an order by the Building OfSAE4gj pArt�b e ty
Health Director sustaining or modifying a/xa±=e' t e occupancy
permit and the license of the park affected by the order shall
be revoked,
Par 5.05 Order Without Notice: Whenever the City Health Director finds
that an emergency exists which requires immediate action to
protect the public health or safety, he may without notice or
hearing issue an order reciting the existence of such an
emergency and requiring that action be taken as he may deem
necessary to meet the emergency, Notwithstanding any other
provisions of this Ordinance, such order shall be effective
immediately, Any person to whom such an order is directed
shall comply therewith immediately, but upon written petition
to the City Health Director shall be afforded a hearing as soon
as possible. The provisions of Section 5.04 of this Ordinance
shall be applicable to such hearing and the order issued
thereafter.

ARTICLE 6 . MOBILE HOME PARKS
Par, 6.00 Site Plan: The site plan shall be fled as required by Article
M2 of this Ordinance and shall show the following
a. The area and dimensions of the tract of land, with
identification of location and boundaries;
b, The number, location and size of all mob, ;e home spaces;
c, The location, width, and specifications of driveways,
roadways , and walkways;
d, The location and specifications of water and sewer lines
and riser pipes;
e. The location and de#ails of lighting, electrical and
gas systems;
f. The location and specifications of all buildings constructed
or to be constructed within the park;
g. Existing and proposed topography of the mobile home park;
h, The location of fire mains, including the size, the
hydrants, and any other equipment which may be provided;
i . Such other- information as municipal reviewing officials
may reasonably require
A print of the site or plot plan shall be circulated to the
following City Departments or Divisions by the Building
Official , and approval obtained from them prior to issuance of
a permit: Water Department, Public Works Department, Traffic
Engineering Department, Planning Department, Health Department,
Fire Department , Police Department, and Tax Division of the
Finance Department
Par. 6,01 Site Requirements. Any mobile home park constructed after
the adoption of this Ordinance, and for any extension or
addition to an existing mobile home park in the City, shall
be done in compliance with the following site requirements:
a , Location: A mobile home park shall be located only do areas
having�a zoning classification of "C" Apartment., as defined
in Fort Worth's Comprehensive Zoning Ordinance, until such
time as the Zoning Ordinance may be amended to include a
specific mobile home zoning classification, and at such
time, a mobile home park shall be located only in areas
having a mobile home park classification
b Basic Mobile Home Minimum Site Requirements:
1 Space Requirements: Each mobile home space shall
provide a minimum area of 3500 square feet, however
no mobile home space shall have dimensions less than forty
(40" ) feet on the narrow dimension nor eighty ( 80" ) feet
on the long dimension,
2. Open Space Requirements:
(a) The minimum front yard setback shall be ten

and riser pipes ;
e. The location and details of lighting, electrical and
gas systems;
f. The location and specifications of all buildings constructed
or to be constructed within the park;
g. Existing and proposed topography of the mobile home park;
h . The location of fire mains , including the size, the
hydrants , and any other equipment which may be provided;
i . Such other information as municipal reviewing officials
may reasonably require. V

Par. 6.01 Site Requirements: Any mobile home park constructed after
the adoption of this ^},dinance, and for any extension or
addition to an existing mobile home park in the City, shall

of "MH" , Mobile Home Park, as defined in Ordinance
No. 3011 , as amended, the Comprehensive Zoning
Ordinance of the City of Fort Worth.
b. Basic Mobile Home Minimum Site Requirements :
1 . Space Requirements : Each mobile home space shall
provide a minimum area of 350� square feet, however
no mobile home space shall have dimensions less than
forty (40' ) feet on the narrow dimension nor eighty
(80' feet on the long dimension,

(a) The minimum front yard setback shall be ten

( 10' ) feet from the nearest corner of the
mobile home to the front line of the mobile
home space.
(b) No mobile home shall be closer than ten (10 ' )
feet to any property line nor closer than
twenty-five ( 25' ) feet to the property line
adjoining a public street
(c) For other structures on each space, the
minimum front yard setback shall be at least
ten ( 10') feet.
(d) The minimum distance between mobile homes at
any point shall be ten ( 10' ) feet-
3- Height Regulations :
(a) The height limit for any structure intended
for occupancy in the mobile home park shall
be thirty-five (35' ) feet.
(b) The average height of the mobile home frame
above the ground elevation, measured at 900
to the 'Frame, shall not exceed three (3' ) feet
4. Soil and Ground Cover: Exposed ground surfaces in
all parts of every mobile home park shall be paved,
covered with stone screenings or other solid
material , or protected with a vegetative growth
that is capable of preventing soil erosion and of
eliminating dust.
5. Draina : The ground surface in all parts of a
park shall be graded and equipped to drain all
surface water in a safe, efficient manner,
6. Design and Location of Storage Facilities: Unless
provided in��rrent mob T_6_T6me models, storage
facilities with a minimum capacity of 200 cubic
feet per mobile home space, may be provided on the
space, or in compounds located within one hundred
( 100' ) feet of each space. Where provided,
storage facilities shall be designed in a manner that
will enhance the appearance of the park and shall be
faced with masonry, porcelainized steel , baked enamel

a. Internal streets , no-parking area s-rgns, and street name signs
shall be privately owned, built, and maintained. Streets
shall be designed for safe and convenient access to all spaces
and to facilities for common use of park residents .
Internal streets shall be kept open and free of obstruction
in order that police and fire vehicles may have access to any
areas of the mobile home park. The Police Department shall
be authorized to issue citations for the violation of the
provisions hereof and to remove and impound offending vehicles .
b. On all sections of internal streets on which parking is pro-
hibited under this Ordinance, the owner or agent shall erect
metal signs prohibiting parking The sign type, size, height,
and location shall be approved by the City Traffic Engineer
prior to installation .
c. All internal streets shall be constructed to specifications
established by the City Council and shall be maintained by
the owner or agent free of cracks, holes, and other hazards_
Internal streets shall be designed by a licensed professional
engineer in accordance with good engineering designs and shall
be approved by the City Public Works Director prior to issuance
of an Occupancy Permit for the park.
d< Internal Street Dimensions, and Parking:
1 , An internal street or common access route shall be pro-
vided to each mobile home space Such street shall have a
minimum width of thirty (30' ) feet if off-street parking is
provided in, the ratio of two (2) parking spaces for each
mobile home space_ On-street parking shall be permitted on
only one side of the street. The internal streets shall be
continuous and connect with other internal streets or with
public streets, or shall be provided with a cul -de-sac
having a minimum diameter of ninety-five (95' ) feet. No
internal street ending in a cul-de-sac shall exceed five
hundred (500' ) feet in length.
2.. If no off-street parking is provided or is provided in a
ratio of less than two (2) spaces for each mobile home site,
the minimum street width shall be thirty-six ( 36' ) feet All
other requirements remain the same as in the preceding para-
graph one (1 ) with the exception that parking will be
permitted on both sides of the street
e. If the park is constructed with internal streets having a
width less than thirty-six ( 36" ) feet, off-street parking shall
be provided on each mobile home space in the ratio of two (2)

must be adequate both for domestic requirements and for
fire fighting requirements established by the City, The
adequacy of the water supply for fire fighting requirements
shall be determined by the Fire Chief. If the mobile home
park owner and agent utilize a private water supply, it
shall have sufficient volume and pressure that the City
water supply will not be required for fire fighting,
2. The park owner shall provide standard City of Fort Worth
fire hydrants located within five hundred (500") feet of
all mobile home spaces, measured along the driveways or
streets. Fire hydrants will be subject to periodic
inspection by the Fort Worth Fire Department. It shall
be the responsibility of the park licensee to insure
that the fire hydrants in need of immediate repair shall
be repaired in a satisfactory manner within twenty-four
(24) hours. Non-emergency repairs shall be made within
fourteen (14) days.
g,, The mobile home park Licensee or Agent shall provide an
adequate system of collection and safe disposal of rubbish,
approved by the Fire Chief and the City Health Director.
h� The mobile home park Licensee or Agent shall be responsible
for maintaining the entire area of the park free of dry
brush, leaves and weeds.
Par. 6.05 Recreation Area: All mobile home parks shall have at least one
recreation area
ao Extent: Recreation areas and facilities, such as playgrounds,
swimming pools, and community buildings shall be provided which
in the judgment of the park Licensee or Agent will meet the
anticipated needs of the clientele which the park is designed
to serve. Provision of separate adult and tot lot recreation
areas is encouraged,

made to the public supply of water unless a special exception

Par. 6.,07 Sewage Disposal : From and after the effective date of this

a, General Requirements: An adequate and safe sewerage system
shall be provided in all mobile home parks for conveying and
disposing of all sewage, The sewer system for a mobile home
park shall be constructed in accordance with Chapter 29 of
the Code of the City of Fort Worth (1964) as amended, Plumbing.,
All proposed sewage disposal facilities shall be approved by
the City Health Director, prior to construction except that
the use of septic tanks for the disposal of sewage shall not be
approved. Effluents from sewage treatment facilities shall
not be discharged into any waters of the State except with

pipe and any other sewer connections shall be in accordance
with the requirements of Chapter 29 of the Code of the City

4 Provision shall be made for plugging the sewer riser
pipe when no mobile home occupies the space Surface

Pars 6.08 Electrical and Telephone Distribution Systems: From and after the
effective date of this ordinance, the following shall apply:
a, All electrical wiring in the mobile home park shall be underground,
and otherwise installed in accordance with Chapter 28 of the Code
of the City of Fort Worth (1969) as amended, Electricity.
All telephone lines in the mobile home park shall be installed
underground
b., General Requirements : Every park shall contain an electrical
wiring system consisting of wiring, fixtures, equipment and
appurtenances which shall be installed and maintained in
accordance with applicable codes and regulations for such
systems -
co Power Distribution Lines , Individual Electrical Connections,
and Grounding- Power Distribution Tines shall be ovate
underground Otherwise all power distribution lines, indi-
vidual electrical connections and grounding of the mobile
homes and equipment shall comply with Chapter 28 of the
Code of the City of Fort Worth ( 1964) , as amended, Electricity.

Para 6.09 Service Building and Other Community Service Facilities:
ao General : The requirements of this section shall apply to
service buildings, recreation buildings, and other community
service facilities such as:
to Management offices, repair shops and storage areas;

4, Indoor recreation areas; and
5: Commercial uses supplying essential goods or services
for the benefit and convenience of park occupants .
b,, Structural Requirements forBuildings:
1 � All portions of the structure shall be properly
protected from damage by ordinancy uses and by
decay, corrosion, termites, and other destructive
elements Exterior portions shall be of such
materials and be so constructed and protected as
to prevent entrance or penetration of moisture and
weather; and to comply with all applicable Codes
of the City of Fort Worth
2, All rooms containing sanitary or laundry facilities
shall :
(a) Have sound-resistant walls extending to the
ceiling between male and female sanitary
facilities Walls and partitions around
showers , bathtubs , lavatories, and other
plumbing fixtures shall be constructed of
dense, nonabsorbent, waterproof materials
or covered with moisture resistant materials;
(b) Have at least one window or skylight facing
directly to the outdoors The minimum aggregate
gross area of windows for each required room
shall be not less than ten (10) percent of the
floor area served by them; and
(c) Have at least one window which can be opened
easily, or mechanical device which will
adequately ventilate the room
3,. Toilets shall be located in separate compartments
equipped with self-closing doors Shower stalls
shall be of the individual type. The rooms shall
be screened to prevent direct view of the interior
when the exterior doors are open
4,, Illumination levels shall be maintained as follows:
(a) General seeing tasks five (5) footcandles;

(c) Toilet room, in front of mirrors - forty (40)

5, Hot and cold water shall be furnished in every lavatory,
sink, bathtub, shower and laundry fixture; and cold water
shall be furnished to every water closet and urinal.
6., Heating. Service buildings shall be maintained at a
comfortable temperature by heating equipment permitted by
City regulations , bevieen October 1st and May 1st
c. Barbecue Pits , Firealaces, Stoves and Incinerators.
Cooking shelters, barbecue pits , fireplaces, wood-burning
stoves and incinerators shall 5e so located, constructed,
maintained and used as to minimize fire hazards and smoke
nuisance both on the property on which used and on neighboring
property, No open fire shall be permitted except in facilities
provided,. No open fire shall be left unattended. No fuel
shall be used and no material burned which emits dense smoke
or objectionable odors.
Par. 6. 10 Refuse and Garbage Handl. in
a, The storage, collection and disposal of refuse in the mobile
home park shall be so conducted as to create no health hazards ,
rodent harborage, insect breeding areas, accident or fire
hazards , or air -,ollution One or both of the systems des-
cribed in the following paragraphs "b" or "c" shall be used
in every park.
b. If refuse is gathered at the individual sites, it shall be
stored in flytight, watertight, rodent-proof containers,
which shall be located at each mobile home site_ Containers
for this use shall be provided in sufficient number and
capacity to store properly all refuse .
c. Centrally-located refuse containers having a capacity of
three cubic yards or larger may be provided, If provided,
such containers shall be so designed as to prevent spillage,
container deterioration, and to facilitate cleaning around
them.
Refuse and garbage shall be removed from the park at least twice
each week,
d. The licensee or agent shall insure that containers at mobile
home spaces are emptied regularly and maintained in a usable,
sanitary condition.

'PAR. 6J 1 Insect and Rodent Control :
Grounds, buildings and structures shall be maintained free of
insect and rodent harborage and infestation , Extermination
methods and other measures to control insects and rodents
shall conform with the requirements of the City Health
Director
a:. Parks shall be maintained free of accumulation of debris
which may provide rodent harborage or breeding places for
flies, mosquitoes and other pests
b� The growth of brush, weeds and grass shall be controlled
to prevent harborage of noxious insects or other pests.
Parks shall be so maintained as to prevent the growth of
noxious weeds detrimental to health: Open areas shall
be maintained free of heavy undergrowth of any description.
Par, 6. 12 Fuel Supper and Stora e: From and after the effective date of
this ordinance, the following shall apply:
ao Natural Gas stem:
1 , Natural gas piping systems shall be installed under=
ground and maintained in accordance with applicable
codes and regulations governing such systems,
2, Each mobile home space provided with piped gas shall
have a cap on the outlet when not in use to prevent
accidental discharge of gas, and shall be in accordance
with Chapter 29 of the Code of the City of Fort Worth
(1964) as amended, Plumbing,
b, Liquefied Petroleum Gas System:
1 Liquefied Petroleum Gas Systems shall be installed only
if an available natural gas system is more than one
thousand ( 1000' ) feet from the mobile home park, The
liquefied petroleum gas systems shall be maintained in
accordance with applicable codes of the City governing
such systems and regulations of the Texas Railroad
Commission pertaining thereto.,
Par. 6., 13 Miscellaneous Requirements:

3c The licensee or agent shall notify park occupants of all
applicable provisions of this Ordinance and inform them of
their duties and responsibilities under this Ordinance
4< The licensee or agent shall maintain a register of park
occupancy which shall contain the following information:
(a) Name and address of park residents .
(b) Mobile home registration data, including make, length,
width, year of manufacture and identification number-
(c) Location of each mobile home within the park by space
or lot number and street address ,
(d) Dates of arrival and departure.
5, A new register shall be initiated on January 1st of each
year, and the old register be retired but shall be
retained on the premises for at least three (3) years
following the retirement. Registers shall be available
for inspection at all reasonable times by an official of the
City of Fort Worth whose duties may necessitate access to
the information contained therein.
6. The licensee or agent shall furnish to the Tax Assessor-
Collector for the City of Fort Worth, within ten (10)
days after the first day of January of each year, a list
of all mobile homes resident in the park on the first day
of January. The list shall contain the owner's name and
address; the make, length, width, year of manufacture
and identification number of the mobile home; and the
address or location description of said mobile home
within the park. Said lists shall be prepared using forms
provided by the Assessor-Collector for the City ,
Within ten (10) days after the first day of July of each
year, the licensee or agent shall furnish to the City
Tax Assessor-Collector the same data required in the
preceding paragraph on all residents who have moved into
the park after the first day of January; and information
on mobile homes which have moved out of the park after
the first day of January including the foregoing data
plus the date on which each mobile home left the park,
and the destination of the mobile home if this
destination can be obtained

of his mobile home on its mobile home stand and proper

with the instructions of the park management.
4, Fire resistant skirting with the necessary vents, screens
and/or openings shall be required on all mobile homes in
mobile home parks and shall be installed within sixty (60)
days after emplacement of the mobile homes,
5, Skirting, porches, awnings, and other additions, when
installed, shall be maintained in good repair, The use of
space immediately underneath a mobile home for storage
shall be permitted only under the following conditions:
(a) The storage area shall have a base of impervious
material
(b) Stored items shall not interfere with the underneath
inspection of the mobile home

ARTICLE 7. CONFLICT OF ORDINANCES
That this ordinance shall repeal every prior ordinance and provision of the
Fort Worth City Codes in conflict herewith but only insofar as the portion of
such prior ordinance or provision shall be in conflict, and as to all other
ordinances or provisions of the Fort Worth City Codes not in direct conflict
herewith, this ordinance shall be and is hereby made cumulative,
ARTICLE 8 EFFECT OF PARTIAL INVALIDITY
That if any section, part of a section or provision of any section of this
ordinance shall be held to be void, ineffective or unconstitutional by a court
of competent jurisdiction, the holding of such section, part of a section or
provision of any section to be void, ineffective or unconstitutional for any
cause whatsoever shall in no way affect the validity of the remaining sections
and provisions of this ordinance, which shall remain in full force and effect,
The City Council would not have passed any sections, parts of sections or pro-
visions of any section of this ordinance that were unconstitutional , void or
ineffective if it had known that they were unconstitutional , void or
ineffective at the time of adopting this ordinance
ARTICLE 9. PENALTIES
That the violation of any provision of this ordinance or of any provision
of the Fort Worth City Code relating to mobile home parks shall be deemed an
offense and shall be punishable by a fine not exceeding TWO HUNDRED DOLLARS
($200,00) , and each violation thereof and each day that there is a failure to
comply with the terms of this ordinance shall be and is hereby deemed to be
a distinct and separate offense and punishable as such
ARTICLE 10, CITY SECRETARY TO ENGROSS AND ENROLL.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council and by
filing the complete ordinance in the appropriate Ordinance Records of the City.
ARTICLE ll : EFFECTIVE DATE
The effective date of this Ordinance shall be May 27, 1970,
