HomeMy WebLinkAboutContract 45280-A4 AMENDMENT No.4 CITY SECRETWf CONTRACTMO., 45a80-A4 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and Lockwood, Andrews & Newnam, Inc. , ENGINEER) made and entered into City Secretary Contract No. 45280, (the CONTRACT) which was authorized by M&C C-26567 on the 19th day of September, 2013 in the amount of $575,828 .00; and WHEREAS, the CONTRACT was subsequently revised by Amendment No. 1 in the amount of $168,311 .00 which was authorized by M&C C-26964 on September 9, 2014 and Amendment No. 2 in the amount of $839,175. 00 which was authorized by M&C C-27884 on August 23, 2016 and Amendment No. 3 in the amount of $215,030 .00 which was authorized by M&C C-28712 on June 5, 2018; and WHEREAS, the CONTRACT involves engineering services for the following project: Sycamore Creek Drainage Basin Parallel Interceptor Improvements at Various Locations with the Sycamore Creek Drainage Basin WHEREAS, it has become necessary to execute Amendment No.4 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated September 20, 2019, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $41,440 .00 (Fund 59607) . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $1,840,324 .00 . 3 . A LEO A DALY COMPANY September 20, 2019 City of Fort Worth I Water Department Attention: Liam Conlon 1000 Throckmorton St. Fort Worth, Texas 76102-6311 RE: REQUEST FOR CONTRACT AMENDMENT 4 City of Fort Worth Project 02200 Sycamore Creek Interceptor Rehabilitation Dear Mr. Conlon: A conceptual route study for all phases of the Sycamore Creek relief interceptor (totaling approximately 22,500 LF) was previously prepared and submitted to the City in August 2014 under the original contract agreement. In the time since, Amendments 1 through 3 have been approved as follows: • Amendment 1 allowed for additional coordination with the Park and Recreation Department (PARD) for rehabilitation design of the existing pipeline. • Amendment 2 allowed for the design, bidding and construction phase services for the first 1,800 linear feet of a relief/parallel interceptor as one phase. • Amendment 3 allowed for the final design, bidding and construction phase services for the second 5,500 linear feet of a relief/parallel interceptor as phase 2. This amendment included an adjustment in the alignment, additional PARD coordination and approvals of two parks conversions. In the Phase 2 final plan phase and during the parks' conversion, PARD wanted to complete all improvements to the interceptors within Sycamore Creek Park (formerly: Sycamore Creek Golf Course) to eliminate multiple disturbances within the park and multiple parks' conversions. To achieve this directive, the previously prepared interceptor rehabilitation plans need to be revised to work within the park. The plans need to reflect the elimination of bypass pumping because of the new parallel interceptor and incorporate PARD requirements. The effort to expedite construction on a portion of the original project will now require updating the previous 100% submittal to meet the existing conditions and the requirements of the PARD. Of this, 0.0% ( $0 ) is proposed to be performed by small business partners included in our original Project Team. The tasks are summarized as follows: • Task 4 — This task combines the effort to prepare, revise and resubmit the final design (100%) documents along with complete construction documents for the reduced rehabilitation project of the existing interceptor north of the junction box in Sycamore Park and in Sycamore Creek Park (formerly Sycamore Creek Golf Course), including removing the bypass pumping requirements and modifying the plans to accommodate the PARD requirements. • Task 5 — This task provides for bid phase services to bid the reduced and revised rehabilitation project. • Task 10 — This task provides for the additional coordination and design with/for the City of Fort Worth Park and Recreation Department (PARD). This provides for site visits to review overall revised project, the preparation of PARD requested exhibits, and the meetings and coordination required for the approval of work in Sycamore Creek Park (formerly Sycamore Creek Golf Course).
