Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:15 p.m. on Tuesday, August 20, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager -David Cooke, City Manager a. Changes to the City Council Agenda M&C 19-0017 will be continued to August 27, 2019. b. Upcoming and Recent Events None were announced. c. Organizational Updates and Employee Recognition(s) Neighborhood Services Interim Director Sonia Singelton introduced Amy Connolly as the new Assistant Director of Neighborhood Services. Police Chief Ed Kraus recognized the FWPD Explorer's Program for winning wards at the 2019 TLEEAA State Law Enforcement Competitions and presented the William H. Spurgeon, III award Exploring, Boy Scouts to Rebecca Woodward. d. Current Agenda Items - City Council Members There were no questions or concerns. 3. Responses to Items Continued from a Previous Meeting M&C 19-0017 Ratify Application for and Authorize Acceptance of Funds Totaling $25,000.00 from the Cities for Service Fund, Inc. for the 2019 Experience Matters AmeriCorps VISTA Program to Assist in Developing and Coordinating a Financial Empowerment Program for Particularly the Senior Population (Ages 50+) and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) (Continued from a Previous Week) This will be continued to August 27, 2019. 4. Presentation on Entrepreneurship and Small Business Assessment- Robert Sturns, Economic Development and Camion Associates Robert Sturns, Economic Development, and Jim Damicus of Camoin Associates and Erik Pages of Entreworks provided a report on the results of eh Entrepreneurship and Small Business Assessment. 5. Briefing on Small Box Discount Retail Stores - Randle Harwood, Planning and Development City of Fort Worth Page 2 Printed on 1011412019 CITY OF FORT WORTH,TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY,AUGUST 20,2019 Page 3 of 3 Randle Harwood, Planning and Development,provided a briefing on small box retail store regulations. The report included information related to healthy food policy, summary of concerns about the concentrations of these stores, authority to regulate, current zoning regulations, regulations in pother cities and options and next steps. 6. Presentation on Proposed Economic Development Program Agreement with MWG Enterprises for the Construction of a High-Rise Residential Tower located at 1000 Weatherford St. -Michael Hennig, Economic Development Michael Henning, Economic Development presented the proposed Economic Development Agreement for the construction of a high-rise residential tower at 1000 Weatherford Street. 7. Presentation on the Advance Peace Program Developed in Richmond, California-Neil Noakes,Police Neil Noakes, Police Department,presented information on Group Violence Intervention programs. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Jungus Jordan - Work Session on defining our vision and IR on who pays the stormwater fees. Council Member Bivens - communication with citizens respectfully and intentionally. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) - SEE ATTACHMENT A There being no further business to come before the City Council,Mayor Price adjourned the meeting at 5:35 p.m. These minutes approved by the Fort Worth City Council on the 151h day of October, 2019.
