A RESOLUTION AUTHORIZING THE EXECUTION OF A LOCAL PROJECT ADVANCE
FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION IN
THE AMOUNT OF $81,731.00 FOR MAINTENANCE OF INTERSTATE HIGHWAY 30
BRIDGES AT THE HEMPHILL STREET CONNECTOR PROJECT
WHEREAS, On June 20, 2017, the City executed a Local Project Advance Funding Agreement with
Texas Department of Transportation (TxDOT) increasing the estimated receipts and appropriations of the
Intergovernmental Contribution Fund amount of $3,408,803.00 from Regional Toll Revenue Funds for the
construction of the Hemphill Street Connector Project;and
WHEREAS, the City of Fort Worth desires to enter into a Local Project Advance Funding
Agreement with the Texas Department of Transportation for maintenance of the Interstate
Highway 30 Bridges at the Hemphill Street Connector Project which provides for State
participation in the amount of $81,731.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
The City Manager is hereby authorized to execute a Local Transportation Project Advance
Funding Agreement with the Texas Department of Transportation in the amount of $81,731.00 for
the maintenance of Interstate Highway 30 Bridges at the Hemphill Street Connector Project from
Lancaster Avenue to West Vickery Boulevard.
Adopted this 15th day of October 2019.

Accept the Specified Federal Highway Planning and Construction Grant and Adopt Resolution Authorizing Execution of a Local Project Advance
Funding Agreement with Texas Department of Transporation in the Total Amount of$81,731.00 for the Maintenance of Interstate Highway 30
Bridges at the Hemphill Street Connector Project from Lancaster Avenue to West Vickery Boulevard(COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council accept the specified federal highway planning and construction grant and adopt the attached Resolution
authorizing execution of a Local Project Advance Funding Agreement with Texas Department of Transportation in the Total Amount of$81,731.00,
with no City cost participation,for the maintenance of interstate Highway 30 Bridges at the Hemphill Street Connector Project from Lancaster
Avenue to West Vickery Boulevard.

DISCUSSION:
The Hemphill Street Connector Project extends from Lancaster Avenue to West Vickery Boulevard under Union Pacific Railroad and Interstate
Highway 30.This project includes constructing a new 4-lane arterial street with turn lanes, railroad bridge and tracks,excavation, retaining walls,
paving, storm drainage improvements,shared use path,sidewalks,streetlights,traffic signals,landscaping and irrigation.
On June 20,2017 (M&C C-28289, CSC No.49771)the City adopted an appropriation ordinance and executed a Local Project Advance Funding
Agreement with Texas Department of Transportation(TxDOT)increasing the estimated receipts and appropriations of the Intergovernmental
Contribution Fund amount of$3,408,803.00 from Regional Toll Revenue Funds for the construction of the Hemphill Connector Project from
Lancaster Avenue to West Vickery Boulevard.
Under this Agreement,TxDOT will reimburse the City for the maintenance of Interstate Highway 30 Bridges at the Hemphill Connector Project from
Lancaster Avenue to West Vickery Boulevard in the amount of$71,271.00.The total amount of this Agreement is$81,731.00 and includes
$10,460.00 for TxDOT's Direct and Indirect State Costs with no City contribution.The City will replace the existing expansion joints on
the Interstate Highway 30 Bridges to prevent stormwater from leaking through and staining the new retaining walls along Hemphill Street.On June
25,2019(CSC No.45717-A3AR10),the City administratively authorized a Contingency/Allowance Request under the Construction Manager-at-
Risk Agreement with McCarthy Building Companies, Inc.to perform this additional work.
The Hemphill Street Connector Project is located in COUNCIL DISTRICT 9.
A Form 1295 is not required because:This contract will be with a governmental entity,state agency or public institution of higher education:Texas
Department of Transportation
FISCAL INFORMATION I CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations,execution of the agreement and adoption of the attached
appropriation ordinance,funds will be available in the current operating budget,as appropriated, into the Grants Capital Projects Federal
Fund. This is a reimbursement grant. The Transportation/Public Works Department is responsible for requesting all reimbursements.
The Transportation/Public Works Department is responsible for the collection and deposit of funds due to the City.Upon receipt,these funds will
be deposited into the Grants Capital Projects Federal Fund.
