ORDINANCE ACCEPTING IMPROVEMENTS ON A PORTION OF CANTON DRIVE
AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES
IN THE CITY OF FORT WORTH, TEXAS; DECLARING THE CONTRACT WITH
S.R.O. ASPHALT, INC. FOR THE CONSTRUCTION OF SAID
IMPROVEMENTS FULLY COMPLETED AND PERFORMED; DIRECTING THE ISSUANCE,
EXECUTION AND DELIVERY OF CERTIFICATES IN EVIDENCE OF SPECIAL ASSESS-
MENT3 LEVIED AFTER GIVING EFFECT TO SUNDRY CREDITS HEREIN AUTHORIZED
AND ALLOWED AGAINST SOME OF SAID ASSESSMENTS; DIRECTING THE CITY
SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE CAP-
TION OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL OF FORT WORTH,
TEXAS, AND BY FILING THE COMPLETE ORDINANCE IN APPROPRIATE ORDINANCE
RECORDS OF SAID CITY; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Fort Worth, Texas, has heretofore entered into a contract
with S.R.O. ASPHALT, INC. for the making and construction of certain
street improvements on the hereinafter described portions of streets, avenues and public
places in said City, to-wit:
1. CANTON DRITE: From Lancaster to Craig Street, known and
designated as Unit No. 1, deleted at
Benefit Hearing on June g. 1964, mw o653•
2. CANTOPT DRIVE: From Craig Street to Meadowbrook Drive,
known and designated as Unit No. 2, deleted
at Benefit Hearing on June g. 196u, N.B,C G653.
3. GREEITU STREET: From Meaders Street to Canton Drive, known
and designated as Unit No. 3.
4. HAYNbS AVENUE: From Xt. Vernon to Meadowbrook Drive,knowa
and designated as Unit No. 4.
5. MARTHA LA_n- : From Montclair Drive to Queen Street, known
and designated as Unit No. 5.
6. TIM= ROAD: From Kemble Street to 100 feet south of
Cliffview Street known and designated as
Unit No. 6.
7. JENSON ROAD: From Meadowbrook Drive to Wilson Road, known
and designated as Unit No. 7.
1JHEREAS,'by sundry proceedings heretofore passed by the City Council of the
City of Fort Worth, Texas, including Ordinance No, a portion of the cost of
said improvements was levied and assessed against the respective properties abutting
on each of the above described portions of streets, avenues and public places and against
the real and true owners thereof; and,
WHEREAS, the City Council of the City of Fort worth, Texas, has, upon review,
found and determined that, in some instances, in order to effect substantial ,justice
and equality, it is desirable and necessary to grant and issue certain credits against
some one or more of the assessments levied by Ordinance No. * , and
WHEREAS, the street improvements hereinabove mentioned have been completed
upon each of the portions of streets, avenues and public places hereinabove described,
and have been inspected and found to be in complete accordance with the contract therefor;
NOW, THEREFORE,
BE IN ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS, THAT:
I.
The improvements on each of the portions of streets, avenues and public
places hereinabove described be, and they are hereby, accepted; and the contract with
reference thereto be, and it is hereby, found and declared fully completed and performed.
II.
The Mayor, be, and he is hereby, directed to issue and execute in the name
of the City, certificates in evidence of the special assessments levied against abutting
property and the owner thereof for such improvements, and the City Secretary is directed
to attest same and impress thereon the corporate seal of the City, all in accordance with
the proceedings relating to such improvements and assessments. The certificates shall be
numbered, shall describe the property against which the assessment has been levied, shall,
where known, state the name or names of the true owners of the respective parcels of pro-
perty assessed andshall be issued in an amount equal to the difference between the
principal amount of the assessment and the amounts of any credit issued thereon. The
numbers of the certificates, with the property descriptions to be shown on the respective
certificates, together with the names of the owners of said property, the principal amount
of the assessment, the respective credits, if any which are hereby authorized, granted and
allowed against the principal amount of some one or more of the assessments heretofore
levied, and the principal amount for which each certificate is to be issued after giving
effect to such credit, if any, are hereby enumerated and itemized as follows:

Ordinance ITO, 5190, June 15, 1964, levied assessments against Unit 7.
Ilk.
When each of the certificates has been duly executed as hereinabove provid-
ed, same shall be delivered to the Tax Assessor-Collector as part payment of the contract
price.
IV.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council of Fort Worth, Texas,
and by filing the complete ordinance in the appropriate Ordinance Records of said City.
V.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage.

Deviation From Bid Price:
(1) During excavation for Tierney and Jenson Roads
seepage was encountered between sand and clay
seams which would have been detrimental to
subgrade. In order to protect the subgrade,
it was necessary to construct subdrains not
anticipated in contract bid quantities. + $2,591.50
(2) Soil characteristics of the subgrade required
additional lime treatment at all locations. + 4,583.85
(3) Because .of water runoff accumulation alomg east
side of Jenson Road just north o-F'Kalinda
Lane, it was necessary to install an additional
10 foot drainage inlet and connections, plus
reconstruction of a driveway opening. + 1,182.50
(4) Variation between estimated and measured
quantities. + 2,251.34
Total Overrun $10,609.19
Compliance With Specifications
Attached is a tabulation of paving test cores which were made of the
asphalt pavement and gravel base showing compliance within construc-
tion tolerances, except that on Unit 7, Jenson Road from Meadowbrook
to Barnett, the average depth of asphalt pavement was 5.945 inches
instead of the specified 6.00 inches. A penalty of $587.73 was

assessed, based upon standard contract provisions for deficient paving
thickness.
During testing of this project, 49 corings were made with the following
results:

The surface cores averaged 6.12 inches as compared with 6.00 inches
specified and the base cores averaged 4.,88 inches as compared with

Tests made during construction of sub-base, base, and pavement show
that the material used was in compliance with specifications.
Recommendations
It is recommended:
1) That a bond fund transfer of $10,500 be approved from Project
No. 097-24000-901, Unspecified, to Project No. 097-24000-120,
Seven Locations in Meadowbrook, to provide additional funds
for the project; and
2) That the project be accepted by adoption of an ordinance and
that final payment of $9,544.89 be authorized to S.R.O. Asphalt,
Inc.
