Odell Schmidt explained procedures concerning proposed improvements, owner participation in costs, and methods of payment to the twenty-five property owners attending. Most of the property owners agreed that the street needed to be widened, but were not in favor of the proposed sidewalks. Many of the property owners said that the pedestrian traffic in that area did not warrant sidewalks. Mr, Schmidt explained the City's Sidewalk Policy to them, but for the most part, they were not convinced of the necessity. After a general discussion about the proposed driveways and and other im- provements, the meeting was adjourned. ai 'i. D. Evans Recreation Center Parking Lot Improvements, Project No. 104-37000-115, and August 16, 1977, was set as the date for the Benefit Hearing for Lackland Road. All adjacent property owners were notified of the hearing by certified mail on July 29, 1977. Project Description Roadway R.O.W. Street Limits Width-Feet Width-Feet Lackland Road Highway 80 44-48 60-74 (Camp Bowie) Origin of Project The 1976-78 C.I.P., Page A-7, provides for the widening and improvements of Lackland Road, which is presently a thin sectioned asphalt roadway which varies in width from 30 feet to 36 feet except for the one block between Calmont and IH-30, which is 48 feet wide. Lackland Road is a north-south collector street which has experienced increased traffic demands resulting from the new Ridgmar Mall Shopping Center at IH-30 and SH-183. Improvements Lackland Road will be improved with 7-inch thick collector grade hot-mix asphaltic concrete pavement with concrete curb, gutter and driveway approaches. Four-foot wide concrete sidewalks are proposed along both sides of the street from U. S. 80 (Camp Bowie) north to the R. D. Evans Recreation Center and Z. Boaz Golf Course. Also included are required drainage facilities and appurtenances. Enhancement of Abutting Property As indicated above, sidewalks are proposed on both sides of the street from U. S. 80 (Camp Bowie) north to the R. D. Evans Recreation Center and Z. Boaz Golf Course. Adjacent property owners have voiced strong opposition to the sidewalks due to no pedestrian traffic on the street. As a result, a pedestrian count was made on July 26 and 27, 1977, by the Traffic Engineering Department with the following results: DATE REFERENCE sUBJEcT: Benefit Hearing - Lackland Road PAGE NUMBER 8/16/77 G-3530 Paving and Drainage Improvements 2 Of 2 (1976-78 C.I.P. , Page A7) Date and Camp Bowie Calmont to Time to Garland Garland 7-26-77 33 14 7 a.m. - 1:30 P.M. 7727-77 35 39 2 P.M. - 8 P.M. Total 1211 Hr, 68 53 Period There are scattered sidewalks along the east side of the street from Garland to Calmont adjacent to developed property. In addition, sidewalks will be required on new vacant property as it develops, ultimately providing sidewalks the length of the project. Based on previous appraisals of several like projects, it is the opinion of the Public Works Department that each parcel of abutting property is benefited in an amount equal to or in excess of the amount recommended for assessment in- cluding sidewalks. Recommendation It is recommended that an ordinance be adopted closing the Benefit Hearing and levying the assessments as proposed.
