CALL TO ORDER
With a quorum of the City Council Members present,Mayor Price called the regular
session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, October 22,
2019, in the City Council Chamber of the Frt Worth City Hall, 200 Texas Street, Fort
Worth, Texas.

that the minutes of the City Council Work Sessions, and Regular Meeting of

Encompass Rehabilitation Hospital of City View, Inc. for Participation in the City

5. M&C 19-0267 Authorize the Temporary Closure of a section of Old University
Drive at the Clear Fork Raw Water Pump Station between the south approach to
the parking area beneath Interstate Highway 30 and the north approach to parking
at Fairfield Inn, Olive Garden restaurant, and Old South Pancake House

6. M&C 19-0266 Apply for and Accept, if Awarded, a 2019 Urban Outdoor

Ms. Indianna Taylor, 2105 Kirkwood, Mesquite, Texas, completed a speaker
card in opposition to M&C 19-0257 and was recognized by Mayor Price but

Procedure was asked to return to her seat.

Ordinance Nos. 23889-10-2019, 23890-10-2019, 23891-10-2019,
23892-10-2019, 23893-10-2019, and 23894-10-2019 be adopted.
Motion passed 9-0.

1. Presentation of Proclamation for Scott Mahaffey
City Secretary Kayser advised that the presentation of a proclamation for Scott Mahaffrey
would be brought back at a later date.

Approval of Ceremonial Travel
Motion: Council Member Byrd made a motion, seconded by Mayor Pro tem Shingleton,
that ceremonial travel be approved for Council Member Flores to attend a trip to
Toluca, Mexico, sponsored by Sister Cities International from Thursday, October
31, 2019 to Monday, November 4, 2019. Motion passed 9-0.

1. 19-0180 A Resolution Appointing a Resident of the City of Fort Worth to Place 9 on
the Board of Trustees of the City of Fort Worth Employees' Retirement Fund
Motion: Council Member Jordan made a motion, seconded by Council Member
Bivens, that Resolution No. 5139-10-2019 be adopted. Motion passed 9-0.
2. 19-0239 A Resolution Authorizing the City Manager to Execute an Individual Job
Order with The Mark IV Construction Group, LLC to Complete Construction of the
Golden Triangle Library
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member
Jordan, that Reseolution No. 5140-10-2019 be adopted. Motion passed 9-0.

1. M&C 19-0268 Adopt the Revised Cavile Place/Historic Stop Six Neighborhood
Transformation Plan, Incorporate the Revised Transformation Plan into the City's
Comprehensive Plan, Authorize the City to Act as the Co-Applicant and Lead
Neighborhood Implementation Entity for the Choice Neighborhoods
Implementation Grant, Authorize the Execution of Related Contracts and Other
Necessary Documents, and Authorize the Commitment of $39,375,654 for

Ms. Brittney Douangsavanh, 13110 Sehapayak Road, completed a comment
card in opposition to M&C 19-0058.
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council
Member Flores, that M&C 19-0058 be approved and Ordinance No.
23895-10-2019 be adopted. Motion passed 9-0.
F. Award of Contract
1. M&C 19-0262 Adopt an Appropriation Ordinance Decreasing Appropriations in
the 2014 Bond Fund from Timberland Boulevard in the Amount of
$1,000,000.00, and Adopt an Appropriation Ordinance Increasing Appropriations
in the 2014 Bond Fund for the Silver Creek Road Project in the Amount of
$1,250,000.00. and Authorize the Execution of a Construction Contract with
Texas Materials dba JLB Contracting in the Amount of $4,918,903.64 for
Roadway Construction for Silver Creek Road from City of Fort Worth Limits to
Brewer High School (COUNCIL DISTRICT 7)
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council
Member Flores, that M&C 19-0262 be approved and Appropriation
Ordinance Nos. 23896-10-2019 and 23897-10-2019 be adopted. Motion
passed 9-0.

ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 hearing
had been given by publication in the Fort Worth Star-Telegram, the official newspaper of
the City of Fort Worth, on October 4, 2019.
Mayor Price opened the public hearing.
1. ZC-19-157 (CD9) 275 University Drive, LLC, 251 University Drive, 2917 Wingate
Street; From: "UR" Urban Residential and PD 936 Planned Development To:
Amending the boundary between both "UR" Urban Residential and PD 936 Planned
Development zoning districts 2.51 acres (Recommended for Approval by the Zoning
Commission)
Ms. Shana Crawford, 105 Nursery Lane, completed a speaker card in support of
Zoning Docket ZC-19-157 and was recognized by Mayor Price but did not wish to
address Council.
Motion: Council Member Zadeh made a motion, seconded by Council Member
Byrd, that Mayor and Council Communication ZC-19-157 be approved.
Motion passed 9-0.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the
above-listed cases, Council Member Zadeh made a motion, seconded by Council
Member Byrd, that the hearing be closed, and Ordinance No. 23898-10-2019 be adopted.
Motion passed 9-0.
