Kayser, City Secretary CALL TO ORDER With a quorum of the City Council Members present,Mayor Price called the regular session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, October 22, 2019, in the City Council Chamber of the Frt Worth City Hall, 200 Texas Street, Fort Worth, Texas. INVOCATION-Associate Pastor Jarrod Wilson, Fellowship of the Parks The invocation was provided by Associate Pastor Jarrod Wilson, Fellowship of the Parks. Resolution No. 5138-10-2019 E. Award of Contract- Consent Items 1. M&C 19-0263 Authorize Change Order No. 4 to City Secretary No. 50411 with The Fain Group, Inc., in the Amount of. $200,152.66 for the Urban Villages Central Cluster Project in The Six Points Urban Village on Race Street between Grace Avenue to Holden Street for a Total Contract Amount of $2,657,135.43 (COUNCIL DISTRICT 9) Motion: Approved. 2. M&C 19-0257 Adopt Appropriation Ordinances and Authorize Financial Transactions in Certain Capital Project Funds to Facilitate the Clean-Up and Close-Out of Capital Projects (ALL COUNCIL DISTRICTS) Ms. Indianna Taylor, 2105 Kirkwood, Mesquite, Texas, completed a speaker card in opposition to M&C 19-0257 and was recognized by Mayor Price but did not address the agenda item she signed up for and per the Council Rules of Procedure was asked to return to her seat. Presentation of Proclamation for Scott Mahaffey City Secretary Kayser advised that the presentation of a proclamation for Scott Mahaffrey would be brought back at a later date. Upcoming and Recent Events Mayor Pro tem Shingleton and Council Member Bivens announced upcoming and recent events within the City and various Council districts. 2. Recognition of Citizens There was no recognition of citizens. Approval of Ceremonial Travel Motion: Council Member Byrd made a motion, seconded by Mayor Pro tem Shingleton, that ceremonial travel be approved for Council Member Flores to attend a trip to Toluca, Mexico, sponsored by Sister Cities International from Thursday, October 31, 2019 to Monday, November 4, 2019. Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that M&C 19-0058 be approved and Ordinance No. 23895-10-2019 be adopted. Motion passed 9-0. F. Award of Contract 1. M&C 19-0262 Adopt an Appropriation Ordinance Decreasing Appropriations in the 2014 Bond Fund from Timberland Boulevard in the Amount of $1,000,000.00, and Adopt an Appropriation Ordinance Increasing Appropriations in the 2014 Bond Fund for the Silver Creek Road Project in the Amount of $1,250,000.00. and Authorize the Execution of a Construction Contract with Texas Materials dba JLB Contracting in the Amount of $4,918,903.64 for Roadway Construction for Silver Creek Road from City of Fort Worth Limits to Brewer High School (COUNCIL DISTRICT 7) Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that M&C 19-0262 be approved and Appropriation Ordinance Nos. 23896-10-2019 and 23897-10-2019 be adopted. Mayor Price opened the public hearing. 1. Motion: Council Member Zadeh made a motion, seconded by Council Member Byrd, that Mayor and Council Communication ZC-19-157 be approved. Motion passed 9-0. There being no one else present desiring to be heard in connection with the recommended changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed cases, Council Member Zadeh made a motion, seconded by Council Member Byrd, that the hearing be closed, and Ordinance No. 23898-10-2019 be adopted.
