HomeMy WebLinkAbout2019/09/10-Minutes-City Council-Executive Session CITY OF FORT WORTH, TEXAS SPECIAL CITY COUNCIL MEETING CLOSED EXECUTIVE SESSION SEPTEMBER 10, 2019 After proper notice given pursuant to the Texas Open Meetings Act, Mayor Price adjourned the City Council Work Session meeting of the Fort Worth City Council at 4:58 p.m. on Tuesday, September 10, 2019, to convene into the Special City Council Meeting for the closed Executive Session in the City Council Conference Room 290 of the Fort Worth Municipal Building. Kayser, City Secretary Dana Burghdoff, Acting Assistant City Manager Fernando Costa, Assistant City Manager Jay Chapa, Assistant City Manager Valerie Washington, Assistant City Manager Kevin Gunn, Acting Assistant City Manager Chelsea Adler, Mayor's Office Reggie Zeno, Chief Financial Officer Melinda Ramos, Law Jessica Sangsvang, Law Tyler Wallach, Law Denis McElroy, Law Chris Mosely, Law John Samford, Finance Arte Wheaton Rodriguez, Planning and Development Randy Hutchinson, Planning and Development Randle Harwood, Planning and Developement With a quorum of the City Council Members present, the Fort Worth City Council convened into closed Executive Session at 5:03 p.m. on Tuesday, September 10, 2019, in the City Council Conference Room 290 of the Fort Worth Municipal Building to discuss matters pertaining to the following: CITY OF FORT WORTH,TEXAS SPECIAL CITY COUNCIL MEETING SEPTEMBER 10,2019 PAGE 2 of 2 A. The City Council will conduct a closed meeting in order to discuss matters permitted by the following sections of Chapter 551 of the Texas Government Code: CITY ATTORNEY 1. Section 551.071, CONSULTATION WITH ATTORNEY To seek the advice of its attorney about pending or contemplated litigation, settlement offers, or any matter in which the duty of the attorney to the City Council under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act. [Tex. Govt. Code §5 5'..071]: a. Legal issues concerning Chapter 452 of the Texas Transportation Code; b. Legal issues concerning the regulation of small box discount stores; c. Legal issues concerning the regulation of payday loan stores; d. Legal issues concerning a minimum size requirement for single family structures; e. Legal issues concerning South Florida Asset Recovery Corp., Plaintiff v. Yolanda Denise Blackmon a/k/a Yolanda D. Gainer a/k/a Yolanda D. Blackman, Defendant and The City of Fort Worth, Texas, Garnishee/Judgment Debtor, and Citigroup, Inc., Garnishee; Case No. 2014 CC 002650; and f. Legal issues regarding any item listed on today's City Council meeting agenda. CITY MANAGER 1. Section 551.072, DELIBERATIONS REGARDING REAL PROPERTY Deliberate the purchase, sale, lease or value of real property where deliberation in an open meeting would have a detrimental effect on the position of the City in negotiations with a third ply. 2. Section 551.087,DELIBERATIONS REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS Deliberate the commercial or financial information or the offer of a financial or other incentive to a business prospect. B. The City Council may reconvene in open session in the City Council Conference Room and act on any item listed on the Executive Session Agenda in accordance with Chapter 551 of the Texas Local Government Code.
