Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:03 p.m. on Tuesday. October 29, 2019, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager - David Cooke, City Manager a. Changes to the City Council Agenda M&C 19-0266 will be withdrawn from the Consent Agenda and from the Agenda entirely. Council will act on M&C 19-0269. b. Organizational Updates and Employee Recognition(s) Mayor Price and Valerie Washington, Assistant City Manager, recognized all the departments that responded to assist the City of Dallas after the tornadoes that occurred on Sunday, October 27, 2019. Assistant City Manager Valerie Washington also recognized employees from TPW, Solid Waste, and the Call Center who assisted a woman who was lost and confused and needed assistance. Update on Third Party Police Policy Review City Manager David Cooke noted that City Manager staff are reviewing the back ground of dozens of professionals and firms who are nationally known for work related to police policy development and reviews. Specifically policies involving police stops, searches, arrests, use of force, implicit bias, de-escalation and procedural justice and implementation of those policies. Plan is not final yet. The panel will be from 5-7 members. Presented no later than November 19, 2019. d. Informal Reports There were no Informal Reports. 2. Current Agenda Items - City Council Members Council Member Bivens requested detail on M&C 19-0274, paving on Ramey. Council Member Kelly Allen Gray requested that the Mayor Pro Tern be discussed in Executive Session. 3. Responses to Items Continued from a Previous Meeting M&C 19-0266 Apply for and Accept, if Awarded, a 2019 Urban Outdoor Recreation Grant from the Texas Parks & Wildlife Department, in an Amount Up to $1,500,000.00 for the Design and Construction of the Fort Worth Nature Center & Refuge Boardwalk, Phase II. Authorize City's Grant Match in an Amount Up to $1,500,000.00, and Adopt Resolution and Appropriation Ordinances (COUNCIL DISTRICT 7) M&C 19-0266 will be withdrawn from the Consent Agenda and from the Agenda City of Fort Worth Page 2 Printed on 7013712079 CITY OF FORT WORTH,TEXAS CITY COUNCIL WORKSESSION MEETING TUESDAY,OCTOBER 29,2019 Page 3 of 3 entirely. Council will act on M&C 19-0269. 4. Presentation on Medical Innovation District Capacity Analysis, Success Factors and Growth Vision - Shima Hamidi,University of Texas at Arlington and Brenda Hicks-Sorensen, Economic Development Brenda Hicks-Sorensen, Economic Development and Shima Hamidi, University of Texas at Arlington provided a presetnation on the Medical Innovation District, including the recommendaitons from the Project for Public Spaces. This incldues the new brand for the district "iter8 health innovation community" and next steps. 5. City Council Requests for Future Agenda Items and/or Reports Council Member Allen Gray -Update on the Grant for Procedural Justice. Council Member Bivens - Report on work force diversity for the City in the top 5 levels Council Member Shingleton-Fort Worth Chamber Briefing Council Member Moon - Centralized process for payroll and paying bills to reduce errors and how do we do a plat at the end of a project Council Member Zadeh- Report from the Fort Worth ISD on their Diversity and Inclusivity work and successes 6.
