Kayser, City Secretary CALL TO ORDER With a quorum of the City Council Members present,Mayor Price called the regular session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, October 29, 2019, in the City Council Chamber of the Fort Worth City Hall;200 Texas Street, Fort Worth, Texas. INVOCATION- Reverend Karen Calafat, St. Luke's in the Meadow Episcopal Church The invocation was provided by Reverend Karen Calafat, St. Luke's in the Meadow Episcopal. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS (State of Texas Pledge: "Honor the Texas flag; I pledge allegiance to thee,Texas, one state under God, one and indivisible.") The Pledges of Allegiance to the United States of America and the State of Texas were recited. M&C 19-0266 Apply for and Accept, if Awarded, a 2019 Urban Outdoor Recreation Grant from the Texas Parks & Wildlife Department, in an Amount Up to $1,500,000.00 for the Design and Construction of the Fort Worth Nature Center & Refuge Boardwalk, Phase II, Authorize City's Grant Match in an Amount Up to $1,500,000.00, and Adopt Resolution and Appropriation Ordinances(COUNCIL DISTRICT 7) Motion: Withdrawn.Replaced by M&C 19-0269. 2. M&C 19-0271 Verify Completion of the Rehabilitation Project for the Historic and Cultural Landmark Property Located at 3000 S. Jennings Avenue and Declare said Property to be Entitled to a Historic Site Tax Exemption (COUNCIL DISTRICTS 9) Motion: Approved. M&C 19-0273 Authorize Execution of Agreement with the University of North Texas Health Science Center at Fort Worth to Accept a Grant in the Amount of $450,000.00 from the State of Texas for Operations of the Fort Worth Business Assistance Center as Well as Renovations and Upkeep of Buildings on the Guinn Elementary School Campus, Authorize Use of Interest in the Amount Up to $5,000.00 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8) Motion: Approved. Appropriation Ordinance No. 23899-10-2019 2. M&C 19-0274 Authorize Execution of a Contract with Cutler Repaving, Inc., in the Amount of $1,202,870.14 for Hot-in-Place Recycling and Asphalt Overlay Improvements for Ramey Avenue (COUNCIL DISTRICT 5) Motion: Approved. 3. M&C 19-0275 Authorize Execution of a Contract with Pavecon Public Works, LP, in the Amount of $755,848.00 for Randol Mill Road Street Rehabilitation (COUNCIL DISTRICT 5) Motion: Approved. Presentation of Certificate of Recognition to Mason Angerbauer Council Member Byrd presented a Certificate of Recognition to Mr. Mason Angerbauer for his innovative library boxes for Walsh Ranch. ANNOUNCEMENTS BY CITY COUNCIL MEMBERS AND STAFF 1. Upcoming and Recent Events Mayor Price, Mayor Pro tem Shingleton, and Council Member Allen Gray announced upcoming and recent events within the City and various Council districts. 2. Recognition of Citizens There was no recognition of citizens. 3. Approval of Ceremonial Travel There was no ceremonial travel. NOMINATION AND ELECTION OF MAYOR PRO TEM City Secretary Kayser advised that election for Mayor Pro tem would be moved to the November 19, 2019, Council meeting. General 19-0278 Adopt Appropriation Ordinance in the General Gas Lease Capital Projects Fund in the Amount of $2,000,000.00 for the Purpose of Development and Operation of a Joint-Use Aquatic Facility between the City of Fort Worth, Eagle Mountain-Saginaw Independent School District and the YMCA of Metropolitan Fort Worth in the 5800 Block of Marine Creek Parkway (COUNCIL DISTRICT 2) Motion: Mayor Pro tern Shingleton made a motion, seconded by Council Member Jordan,that M&C 19-0276. Motion passed 9-0. D. Land 19-0276 Authorize Execution of a Ground Lease Between the City of Fort Worth and the American Quarter Horse Foundation for the Purpose of Developing, Constructing and Operating a Facility to Include a Museum to be Located at 1400 Gendy, Fort Worth, Texas 76107, Authorize a Partial Waiver of Rent, and Find That the Partial Use of the Facility as a Museum Serves a Public Purpose (COUNCIL DISTRICT 7) Mr. Isaiah Smith, P.O. Box 2650, Austin, Texas, appeared before Council in support of M&C 19-0276. Motion: Council Member Flores made a motion, seconded by Council Member Bivens, that Mayor and Council Communication M&C 19-0276 be approved and Appropriation Ordinance No. 23904-10-2019 be adopted. Motion passed 9-0. ZONING HEARING The Notice of Special Hearing set today as the date for the hearing in connection with recommended changes and amendments to Zoning Ordinance No. 21653-02-2015 hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper of the City of Fort Worth, on October 11, 2019. Motion passed 9-0. There being no one else present desiring to be heard in connection with the recommended changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed cases, Council Member Bivens made a motion, seconded by Council Member Jordan, that the hearing be closed, and Ordinance No. 23905-10-2019 be adopted. Motion passed 9-0.
