HomeMy WebLinkAboutOrdinance 7496 ORDINANCE NO. -7 4-9 AN ORDINANCE APPROPRIATING REVENUE OF THE CITY IN EXCESS OF ITS TOTAL ESTIMATED INCOME AS SET FORTH IN THE ANNUAL BUDGET FOR THE PAYMENT OF EXPENSES INCURRED FOR THE 1977 TRAINEE CLASS OF THE POLICE DEPARTMENT; PROVIDING A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR APPROPRIATION ORDINANCES: REPEALING ORDINANCE IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION I. That the City Manager of the City of Fort Worth shall be provided with such revenue as may be secured from the various sources included in Ordinance No. 7399 and in the Budget of the City Manager; and, in addition thereto there is hereby appropriated the initial sum of Two Hundred Seventeen Thousand Four Hundred Fifty Eight and No/100 Dollars ($217,458) of excess revenue and/or unappropriated surplus to pay for additional expenses incurred for the 1977 Trainee Class of the Police Department. SECTION 2. Should any part, portion, section or part of a section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, sections or parts of sections of this ordinance, which provisions shall remain and continue to be in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 7399, but all other ordinances and appropriations for which provision has been heretofore made are hereby expressly repealed if in conflict with the provisions of this ordinance. 1 SECTION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. In August, prior to the release of the Arthur Young Study, an evaluation was made concerning existing vacancies, anticipated retirements, turnover rates, etc. , to determine the number of Trainees required. Through this process it was determined that the next class should consist of 35 Trainees. The new class in October started with these 35 Trainees and is scheduled to graduate on February 18, 1977. Implications of the Arthur Young Study During the fall of 1976, Police Administration reviewed the Arthur Young Study to determine which recommendations would be implemented or modified. Through this process it was determined that 31 Uniformed positions could be reclassified to civilian classifications and/or deleted. This is re- flected in M&C C-3263,concerning the Police 'Department budget (January 3, 1977) . As a result a number of the anticipated vacancies for the Trainee class were eliminated through this reorganization. Other Considerations In determing the number of Trainees required, a certain turnover rate was anticipated. When the 1976-77 Budget was being prepared by the Police Department in April of 1976, a higher turnover rate was anticipated. Eight officers retired or moved to other jobs in April 1976. However, by October the turnover rate had decreased to a monthly average of 3 per month, well below the anticipated rate. This has contributed to a lack of avail- able vacant positions for the Trainee class. Evaluation Because of the investment the Police Department has with the existing Trainee class, both in time and money, the Police Department has recommended that the Police Trainees should be allowed to graduate and be promoted to Police Private positions. Since there are only eight existing vacancies within the Department, Council action is required to add an additional 27 Police Privates to the Department roster in order to allow the class to graduate. The Police Department further states that as turnover occurs the positions will be left vacant until the Department gets back to its budgeted strength as approved January 3, 1977. DATE REFERENCE SUBJECT: Personnel Staffing in the PAGE NUMBER 2114/77 G-3327 Police Department 2 of 2 Impact of N.C.P.T. In July 1977 a Neighborhood Crime Prevention Team (NCPT) grant is due to expire. This grant presently is staffed with the following uniformed per- sonnel: CLASSIFICATION NUMBER Police Private 12 Police Sergeant 3 Police Lieutenant 1 Total 16 If the present low turnover rate continues between now and July, it may be possible that additional overages may be requested at that time in order to avoid laying off NCPT personnel. Fiscal Impact The cost of 27 additional Police Privates for seven months is $217,458 (AT $8,054 per position, including Retirement contributions) . Assuming that there are no vacancies in July, the additional cost for continuing the 16 personnel currently working in NCPT, for an additional two months will be approximately $18,000. As these salary expenses will be on a temporary basis, funds can be appropriated from the City's reserve for this purpose. These figures are the maximum that will be incurred assuming no turnover. Every effort will be made to incur savings so that the maximum will not be expended. Recommendation It is recommended that: 1. The ordinance creating 27 additional Police Privates be adopted; and 2. The ordinance appropriating an additional $217,458 to the Police Department be adopted. Funds will be provided from the City's General Fund reserves.
