HomeMy WebLinkAboutOrdinance 20212-05-2012Ordinance No. 20212 -05 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $207,680.00, $60,000.00 SUBJECT TO RECEIPT OF A GRANT FROM FY2011 ENHANCED COLLABORATIVE MODEL TO COMBAT HUMAN TRAFFICKING AND THE REMAINING FROM AVAILABLE FUNDS, FOR THE PURPOSE OF PARTICIPATING IN THE NORTH TEXAS ANTI- TRAFFICKING TEAM; PROVIDING FOR A SEVERA 31LITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $207,680.00, $60,000.00 subject to receipt of a grant from FY2011 Enhanced Collaborative Model to Combat Human Trafficking and the remaining from available funds, for the purpose of participating in the North Texas Anti- Trafficking Team. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent juri sdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No.1 991 1 -09 -201 1 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Execution of a Memorandum of Understanding with the Cities of Arlington and Dallas to participate in the North Texas Anti - Trafficking Team; 2. Accept an estimated $60,000.00 from the Fiscal Year 2011 Enhanced Collaborative Model to Combat Human Trafficking Grant; 3. Authorize the City to provide an in kind match of $147,680.00 associated with an officer's salary for two years; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $207,680.00, subject to the receipt of the grant. DISCUSSION: The City of Fort Worth has been an active participant in the North Texas Anti - Trafficking Team ( NTATT). The mission of the NTATT is to rescue trafficking victims and to ensure their safety, well being and health through proactive laws enforcement and social service delivery using a victim centered approach. The program is funded by the Department of Justice Fiscal Year 2011 Enhanced Collaborative Model to Human Trafficking Grant. The fiscal agent of the grant is the City of Arlington. Through grant funds, the City of Arlington will reimburse the Police Department up to $60,000.00 for overtime and travel. The City will make an in kind match in the amount of $147,680.00, which covers the officer's salary for two years. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
