HomeMy WebLinkAboutOrdinance 20215-05-2012Ordinance No. 20215 -05 -2012 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $26,723.00, SUBJECT TO RECEIPT OF A GRANT FROM TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, FOR THE PURPOSE OF FUNDING THE 2012 COMMUNITY SERVICES BLOCK GRANT PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2011 -2012 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $26,723.00, from available funds, for the purpose of funding the 2012 Community Services Block Grant Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No.1 99 1 1 -09 -20 1 1 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize acceptance of additional grant funds from the Texas Department of Housing and Community Affairs in the amount of $26,723.00 for the 2012 Community Services Block Grant program; 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $26,723.00; and 3. Apply indirect costs to the grant funds at a rate of 19.18 percent, which is the most recently approved rate for this department, and apply the new approved rate when available. DISCUSSION: On December 13, 2011, (M &C C- 25358) the City Council approved the acceptance of a projected grant award amount and execution of a contract with the Texas Department of Housing and Community Affairs in an amount up to $1,500,000.00 for the 2012 Community Services Block Grant program. The City received notice that the total amount awarded for 2012 is $1,526,723.00. The Community Services Block Grant provides programs and services to assist low income persons with case management, emergency assistance, outreach and certification for energy assistance, information and referral and holiday assistance as well as services to provide clients with transportation to services for medical, educational, employment and other needs. The City of Fort Worth serves as the Community Action Agency. The Parks and Community Services Department, through the Community Action Partners, administers the Community Services Block Grant program in accordance with federal law. Ten neighborhood Community Action Partners offices deliver program services. This program services ALL COUNCIL DISTRICTS and the rest of Tarrant County. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
