With a quorum of the City Council Members present, Mayor Price called the Fort Worth
City Council Work Session to order at 3:00 p.m. on Tuesday, September 10, 2019, in
City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort
Worth, Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
M&C 19-0148 will be continued to October 15, 2019 (new state law requirement for
Tax Abatements)
M&C 19-0133 will be heard before its companion zoning case ZC 19-107.

c. Organizational Updates and Employee Recognition(s)
Dana Burghdoff introduced the new Transportation and Public Works Director,
William Johnson.
Chief Judge Rodgers recognized Judge Brown for her work with the FWID's
Comprehensive Truancy Initiative Program.
Municipal Court Director Theresa Ewing recognized Kathryn Burgett for receiving a
Level 3 Certification with the Texas Municipal Court Education Center.

2. Current Agenda Items - City Council Members
Council Member Byrd asked for, in relation to the FY 2020 Budget, clarification on the
Police Monitor salary. Assistant City Manger Jay Chapa addressed this and referenced
the budget response in the council's Drop Box.

Council Member Zadeh had questions about M&C 19-0135 (camping on private
property). There is a revised version which has been provided to the Council and
Council Member Zadeh would like for the Council to consider a continuance. City
Attorney Fullenwider explained that the revision would amend what is in the packet to
prevent a commercial property owner from granting permission for camping on that
property if the Council wanted to go that direction.
Council Member Bivens commented on Resolution on the rezoning in the John T. White
Area.
3. Responses to Items Continued from a Previous Meeting-NONE
4. Overview of Significant Zoning Cases-Arty Wheaton-Rodriguez,Planning
and Development
Mr. Arty Wheaton-Rodriguez, Planning and Development Department,provided an
overview of significant zoning cases.
5. Presentation on Short Term Rental Regulation -Randle Harwood,Planning
and Development
Randle Harwood, Director of Planning and Development,provided a presentation on
potential short term rental regulations. He reviewed current regulations and discussed
regulatory approaches in other cities. Recommendations: Require a CUP (Conditional
Use Plan) with site plan rather than a Zoning change; compliance options and activities to
be a combination of staff an third party. Next steps include staff exploring options,
briefing Council in January and bringing any ordinance change back to the Council in the
spring.
6. Briefing on Healthy Food Initiatives - Mattie Parker,Mayor and Council,Matt
Dufrene,Blue Zones Project, North Texas Healthy Communities, and Linda
Fulmer,Healthy Tarrant County Collaboration
Mattie Parker, Mayor and Council Office; Mat Dufrene, Blue Zones Project; and Linda
Fulmer, Healthy Tarrant County Collaboration provided a briefing on Healthy Food
Initiatives. Updates to Healthy Food Policy, Education on Healthy Food, Food
Recovery and Innovative Grocery Store Models.

7. Outstanding Items Related to the Proposed FY2019-2020 Budget- David
Cooke, City Manager
City Manager David Cooke reviewed the budget responses provided to the Council. He
noted the various items on the CounciI's agenda for their regular meeting related to the
budget.
8. City Council Requests for Future Agenda Items and/or Reports
There were no requests for future agenda items.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290) - SEE ATTACHMENT A
There being no further business to come before the City Council Mayor Price adjourned
the meeting at 4:58 p.m.
