SUBJECT: ROUNDABOUT AT RANDOL MILL ROAD AND PRECINCT LINE
ROAD
The purpose of this report is to provide the basis for moving forward with a roundabout controlled intersection at
Randol Mill Road and Precinct Line Road.
The 2014 Bond Program identified improvements for Randol Mill Road from Old Randol Mill Road to Racquet Club
Drive to be delivered in three phases in order to address traffic congestion. Phase 1, which consists of a left-turn lane
with street surface and drainage improvements from Stone View Circle to Old Randol Mill Road was completed in
March 2018. Phase 2, which includes intersection improvements with the construction of a single lane roundabout on
Randol Mill Road at Precinct Line Road, drainage, street lights and pedestrian improvements, experienced schedule
delays due to the need for additional public outreach. After several public meetings held with residents and city
officials, Phase 2 is moving forward and construction began in August 2019. The estimated completion for Phase 2 is
July, 2020. Phase 3, from Old Randol Mill Road to Precinct Line Road, is scheduled to be open to two-way traffic no
later than October 18, 2019. Construction of Randol Mill Road from Precinct Line Road to Racquet Club Drive is
scheduled to begin in January 2020.
Earlier this year, the Transportation and Public Works Department hired MSA Professional Services, Inc. to perform
an Intersection Controlled Evaluation at the Randol Mill Road and Precinct Line Road intersection. The evaluation
report provided in May 2019 outlines the following key findings:
With regard to need
The existing all-way stop control (AWSC) intersection operates at level of service (LOS) F during the
PM peak period for existing traffic (year 2019). Analysis shows the AWSC intersection would
experience oversaturated traffic conditions during the AM and PM peak period in year 2030 and 2040.
The AWSC analysis proves the need for an enhanced form of intersection control at this location.
With regard to operational performance. See Table 1.
The single-lane roundabout and traffic signal operate nearly identical in the AM and PM peak periods
studied up to year 2040 with LOS A, B, or C results. The roundabout is anticipated to operate better than
the traffic signal during the other 22 hours of the day within off-peak times.
With regard to safety. See Table 2.
The single-lane roundabout is the safest form of intersection control with fewer predicted future fatal and
injury collisions as compared to the traffic signal. A traffic signal at this location is five times more
likely to experience a fatal or injury collision, as compared to a roundabout.
With regard to construction cost. See Table 3.
For the traffic signal, a 250 foot storage length is required for the southbound left-turn and eastbound
left-turn. In return, this requires pavement widening to take place west and north of the existing
intersection.
For the traffic signal, a westbound dedicated right-turn in combination with an exclusive westbound thru
lane requires additional right of way (ROW) acquisition and/or permanent easement(s) in order to
accommodate the roadway widening and ditch grading beyond the current ROW limits.
The anticipated construction cost for the single-lane roundabout is approximately $200,000 more than
the proposed traffic signal. However, when factoring in additional ROW acquisition and/or permanent
easement(s) that would be needed, based on the proposed installation of a traffic signal, the traffic signal
cost would be approximately the same as the roundabout cost.

Comparison
The single-lane roundabout is the more sustainable solution as compared to the traffic signal. A traffic
signal at this location would require routine maintenance due to signal re-timing, potential inundation of
wiring/conductor due to storm runoff, and replacement of traffic signal equipment over the 20-year
analysis period.
MSA Professional Services took a holistic approach for comparing the existing all-way stop control condition, a
proposed traffic signal, and a proposed roundabout. Based on the evaluation and analysis performed, staff
recommended a single-lane roundabout as a long-term sustainable intersection control solution for Randol Mill Road
at Precinct Line Road. Councilmember Bivens and City staff held a public meeting for District 5 residents on June 8,
2019, with approximately 22 attendees, to review the analysis for the proposed roundabout. Attendees supported and
voted for the construction of a roundabout.
Roundabouts in 2018 Bond Program
Of the 22 named roundabout controlled intersections identified in the 2018 Bond Program, 11 have been revised to
traffic signal controlled intersections. Of the 11 traffic signal controlled intersections (M&C approved August 20,
2019), all but two were revised based on an engineering analysis or a traffic study. The two traffic signal locations at
the intersection of Blue Mound Road and US Hwy 287 (northbound and southbound frontage roads) will remain
traffic signal controlled intersections to avoid unnecessary City costs given the Tex
plans to reconstruct the area in the next five years. Staff met with Councilmember Shingleton in March 2019 and
agreed with having the two traffic signal controlled intersections at Blue Mound Road and US Hwy 287 remain.
For reference, a list of roundabout controlled intersection projects that were revised to traffic signal controlled
intersections is provided in Table 4. Staff will continue to perform traffic analysis on intersections in additional
capital improvement program projects.
