Staff also generates a monthly report to keep the Council informed of the volume of and improving the delivery of plan review and permits. This activity report consists of metrics associated with building permits, infrastructure, stormwater development, and water development plan review. It provides updates on continuous development process improvement efforts. The monthly Development Activity report is attached for your use and information. September 2019 Highlights Building Permits Total commercial valuation (including remodels and additions) for September 2019 was $392 million compared to: o $121 million in August 2019 2019, up 224% o $62 million in September 2018, up 532% rd In the 3 quarter of the calendar year for 2019, the total commercial valuation was $734 million compared to: o $408 million in Q3 2018, up 80% o $619 million in Q3 2017, up 19% In September 2019, 84 new commercial permits were issued compared to: o 45 new commercial permits issued in August 2019, up 87% o 38 new commercial permits in September 2018, up 121% rd In the 3 quarter of the calendar year for 2019, 209 new commercial permits were issued compared to: o 166 new commercial permits issued in Q3 2018, up 26% o 261 new commercial permits issued in Q3 2017, down 20% In September 2019, 491 new single family permits were issued compared to: o 504 new single family permits issued in August 2019, down 3% o 543 new single family permits issued in August 2018, down 10% rd In the 3 quarter of the calendar year for 2019, 1412 new single family permits were issued compared to: o 1429 new single family permits issued in Q3 2018, down 1% o 1148 new single family permits issued in Q3 2017, up 23% ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERSNo. 10330 October 15, 2019 To the Mayor and Members of the City Council Page 2 of 4 SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT Customer Service Overall customer service satisfaction was 92% Very Positive or Somewhat Positive for September 2019, up from 78% in August 2019. X-Team Building Plan Review As of September 30, 2019, there are 45 pending X-Team building permits. Building Plan Review On October 7, 2019, building code plan review times for first review were as follows: Commercial Plans Actual 6 days Goal 7 days Residential Plans Actual 4 days Goal 7 days ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERSNo. 10330 October 15, 2019 To the Mayor and Members of the City Council Page 4 of 4 SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT All departmental review times for first review were as follows: Commercial Plans 10 days Residential Plans 10 days Infrastructure Plan Review Infrastructure Plan Review Center (IPRC) reviewed 99% of the plans submitted within the 14-day goal timeframe in September 2019 compared to 86% in August 2019. IPRC reviewed 93% of the plans submitted withing 14-day plan review goal timefame rd for 3 quarter of the 2019 calendar year. IPRC continues to modify their in-house process and adjusting the Accela workflow for reviewing construction plans to adhere to H.B. 3167 that went into effect September 1, 2019. IPRC records were taken off the Accela Citizen Access online system temporarily as staff works through H.B. 3167 requirements. Staff will continue to work with the S\[Cube\] to test revisions to modify the workflow, reports, and notifications. Development Process Improvements Commercial Permitting Lean Review: Staff presented the Commercial BPI report and recommendations to DAC at the August 15th meeting. Allison Gray will be managing the recommendations from the report. The Performance Office committed to overseeing the implementation phase to ensure it stays on track.
