HomeMy WebLinkAboutIR 10342 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10342 November 19, 2019 To the Mayor and Members of the City Council Page 1 of 1 TH SUBJECT: WEST 7 URBAN VILLAGE ON-STREET METERED PARKING RATE CHANGE th This Informal Report provides information on the issue of metered parking in the West 7 Urban Village and the ongoing work with stakeholders to address their concerns with parking availability. th The West 7 stakeholders and City staff identified a lack of available on-street parking due to long- term parking and lack of turnover as a significant concern for the district and business success. The stakeholders recommended deployment of metered on-street parking with variable rate structures to alleviate this concern. th City staff installed metered on-street parking in the West 7 Urban Village on August 30, 2018, with a variable rate structure divided between 10:00 am to 4:00 pm and 4:00 pm to 10:00 pm. Since implementation, traffic safety and parking availability have improved. However, some business owners assert that metered on-street parking has contributed to a decline in business during the day. To address this concern, staff proposed and key stakeholders support a change to the rate structure to allow two hours of free parking daily, between 10:00 a.m. and 5:00 p.m., within a three- hour tiered rate structure. A $3.00 rate would be charged for the third hour if a patron stays beyond their allotted two hours of free parking during the day. A $3.00 per hour rate would be charged between 5:00 pm and 10:00 pm, with no free parking. An ordinance change is needed to enable the transition to the three-hour tiered rate structure and a flat rate of $3.00 per hour between 5:00 pm and 10:00 pm. An M&C to amend the ordinance is scheduled for the December 10, 2019, City Council agenda.
