SUBJECT: MONTHLY DEVELOPMENT ACTIVITY REPORT
development activity within the City and the measures staff are using to improve the development
process. Staff also generates a monthly report to keep the Council informed of the volume of
and improving the delivery of plan review and permits. This activity report consists of metrics
associated with building permits, infrastructure, stormwater development, and water development
plan review. It provides updates on continuous development process improvement efforts. The
monthly Development Activity report is attached for your use and information.
October 2019 Highlights
Building Permits
Total commercial valuation (including remodels and additions) for October 2019 was
$421 million compared to:
o $392 million in September 2019, up 7%
o $177 million in October 2018, up 138%
In October 2019, 100 new commercial permits were issued compared to:
o 84 new commercial permits issued in September 2019, up 19%
o 142 new commercial permits in October 2018, down 30%
In October 2019, 326 new single-family permits were issued compared to:
o 491 new single-family permits issued in September 2019, down 34%
o 545 new single-family permits issued in October 2018, down 40%
Customer Service
Overall customer service satisfaction was 86% Very Positive or Somewhat Positive for
October 2019, down from 92% in September 2019.

A total of 100% of our customers surveyed thought that our Inspections team was
extremely helpful or very helpful from August 2019 - October 2019.
X-Team Building Plan Review
As of October 31, 2019, there are 40 pending X-Team building permits.
Building Plan Review
On November 11, 2019, building code plan review times for first review were as follows:
Commercial Plans Actual 8 days Goal 7 days
Residential Plans Actual 7 days Goal 7 days
All departmental review times for first review were as follows:
Commercial Plans 10 days
Residential Plans 7 days
Council requested data on the total time it takes to obtain a building permit. The Planning
and Development staff has compiled new commercial and new residential building permit
data review times for CY 2019 (January 1 September 30). The new commercial and
new residential building permit data excludes miscellaneous permits such as pools, spas,
retaining walls, foundations, temporary construction, carports, and fences. Additionally,
the data excludes early plan review, walk-in permits, third-party review permits, and X-
Team permits. Total Time: from opened day to issued permit is the average total of days

New Residential Building Permits from opened date to issuance during the Current
Report period was 30 days compared to 31 days in September 2019, up 1 day.
City Time for New Residential Building Permits review during the Current Report period
20 days compared to 19 days in September 2019, down 1 day.
Average time to first review for New Residential Building Permits was 11 days during
the Current Report period and in September 2019.
Infrastructure Plan Review
Infrastructure Plan Review Center (IPRC) reviewed 80% of the plans submitted within
the 14-day goal timeframe in October 2019 compared to 99% in September 2019.
IPRC continues to modify their in-house process and adjusting the Accela workflow for
reviewing construction plans to adhere to H.B. 3167 that went into effect on September
1, 2019.
IPRC records were taken off the Accela Citizen Access online system temporarily as
staff works through H.B. 3167 requirements. Staff will continue to work with the
S\[Cube\] to test revisions to modify the workflow, reports, and notifications.
Development Process Improvements
Commercial Permitting Lean Review: Allison Gray coordinated a meeting to provide an
update regarding the new commercial building permit recommendations. The update was
presented to the external development stakeholders and internal process teams on
November 13, 2019.
