Project Description Nature of Work: Assessment paving at the following locations: Roadway R.O.W. Width Width Fisher Street West end of Fisher to Sylvania 26' 45" Greer Street West end of Greer to Samuels 26' 40' Carver Street Maple to Leota 30' 50' Alley 2400 Block of Dell to Lillian 10' 12 Gilcrest Drive Yucca to Primrose 30' 56' Warwick Avenue Grover to Deen 30' 50' Elinor Street 28th Street to Beach 30' 50' Fisher and Greer Streets are proposed for 26 foot wide paving because of reduced .right-of-way width available and because both streets dead end as shown on the attached map. Existing improvements, such as water meters, curbs and sidewalks at some locations, are aligned for a 26 foot roadway. Submission of Bids Date bids received: September 1, 1964 Bidder Amount Bid Working Days Texas Bitulithic Company $76,627.50 72 Glade, Inc. 77,290.00 72 R. W. Gibbins, Inc. 782916.25 72 General Construction Company 792169.40 72 W. E. Brittain, Inc. 862274.75 72 Project Cost and Financing In accordance with standard assessment paving policies, the Public Works D partment has estimated the City's portion of the construction, engineering a d miscellaneous costs to be $42,584.88, and the property owners ' share to b $41,705.37. The project includes the paving of an alley between Dell and Lillian Streets, as petitioned by 100 per cent of the adjacent property o ers, all of whom qualify for side lot credits, resulting in an assessment o $708 (43.8 per cent of the total project cost) and a City contribution of $ 07.35 (56.2 per cent of the total project cost). The alley proposed for paving from Dell to Lillian is an exception to the general nature of alleys. It is relatively short in length and sides on four properties, whereas an alley usually is at the rear of ten or more properties. Another consideration in the paving of alleys is that the City Waste Disposal Service benefits from the improvement. DATE REFERENCE SUBJECT: Assessment Paving at Seven Loca- PAGE 12/14/64 NUMBER C-423 or tions on the Northeast Side, 2 3 Project No. 097-2.4000-128 Assessment paving of alleys has been infrequent in recent years. This project is the second proposed by the Public Works Department during 1964. The first was an alley from Byers to Bryce Street between Hulen and Western, which the City Council deleted upon the request of half of the adjacent property owners on May 4, 1964 (M&C C-288). All adjacent property owners approve this proposed paving, but the relatively high City cost for the pending project indicates that some review of the policy for alley paving on the assessment basis might be desirable. Inquiries made to other cities in this area revealed that one city pays one-third of the cost and abutting property owners on either side of the alley pay one-third each (Dallas) . Another city which has recently un- dertaken the paving of about 40 blocks of alleys charges 100 per cent of the construction cost to the abutting property owners, and contributes only engineering and supervision (Mesquite). The City Council may wish to consider a change in policy to provide that an amount ranging between 67 and 100 per cent of the total, construc- tion cost of alley paving be assessed against adjacent property owners and that the City pay for engineering and supervision of construction. If the City Council desires to make such a policy change applicable to the pending project as well as to future alley projects, the four property owners adja- cent to the alley in the Z40-0 block between Dell and Lillian will be notified by mail prior to the Benefit Hearing regarding an increase in the amount of the assessment.
