AN ORDINANCE VACATING AND EXTINGUISHING A PORTION OF
AN ALLEY, SITUATED IN WILLIAM WELCH SURVEY, ABSTRACT
NO. 1644 SOUTHLAND SUBDIVISION OF BLOCK 10, FIELD'S WELCH
ADDITTION, , AN ADDITION TO THE CITY OF FORT WORTH,
TARRANT COUNTY, TEXAS, AS SHOWN ON THE PLAT RECORED IN
VOUME 310, PAGE 5, PLAT RECORDS, TARRANT COUNTY, TEXAS,
CONTAINING APPROXIMATELY 3,548 SQUARE FEET OR 0.081 ACRE
OF LAND MORE OR LESS; PROVIDING FOR REVERSION OF FEE IN
SAID LAND; PROVIDING THAT THE CITY SHALL RETAIN ALL
EXISTING UTILITIES EASEMENTS; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a portion of an alley, situated in the William Welch Survey, Abstract No. 1644 of
Southland Subdivision of Block 10, Field's Welch Addition, an addition to the City of Fort
Worth, Tarrant County, Texas as recorded in Volume 310, Page 5, Plat Records, Tarrant County,
Texas and containing 3,548 square feet or 0.081 of land more or less, and as more specifically
described in Exhibits A attached hereto and incorporated herein by reference be and the same is
vacated and extinguished.
SECTION 2.
That the easement to the land in the above-described vacated alley right-of-way is hereby
released and shall revert to the adjacent owner as provided by law.
SECTION 3.
All existing utility easements be shall be retained by the City until such time all utilities
located in that easement are relocated at the owner's expense.

That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

PROPERTY DESCRIPTION
BEING a tract of land situated in the William Welch Survey, Abstract No. 1644,Tarrant County,Texas,and being
that portion of a 12 foot alley as dedicated by Southland Subdivision of Block 10,Field's Welch Addition,an
addition to the City of Fort Worth, according to the plat recorded in Volume 310, Page 5, Plat Records of Tarrant
County,Texas (P.R.T.C.T.),said tract of land being more particularly described by metes and bounds as follows:
BEGINNING at a found 1/2-inch iron rod for the southwest corner of Lot 19R, Block 10,Southland Subdivision,an
addition to the City of Fort Worth, according to the plat recorded in Cabinet B,Slide 3098, P.R.T.C.T.,said point
being the intersection of the east line of said 12 foot alley with the north line of a 6.67 foot alley as dedicated by
said Southland Subdivision of Block 10, Field's Welch Addition, and from which a found "X"cut for the southeast
corner of said Lot 19R bears North 89 degrees 21 minutes 28 seconds East,a distance of 136.00 feet;
Z THENCE South 89 degrees 21 minutes 28 seconds West,crossing said 12 foot alley with the north line of said
6.67 foot alley, a distance of 12.00 feet to a found 5/8-inch iron rod with cap stamped "DUNAWAY ASSOC.LP"
(hereinafter called "with cap")for the southeast corner of Lot 6,of said Southland Subdivision, being the
s intersection of the west line of said 12 foot alley with the north line of said 6.67 foot alley,and from which a
found 5/8-inch iron rod with cap for the southwest remainder corner of Lot 6,of said Southland Subdivision,
5 bears South 89 degrees 21 minutes 28 seconds West,a distance of 127.45 feet;
THENCE North 00 degrees 38 minutes 32 seconds West,with the common west line of said 12 foot alley and the
east line of Lots 6,5,4, 3, 2,and 1,of said Southland Subdivision, a distance of 295.66 feet to a found 5/8-inch
iron rod with cap for the northeast remainder corner of said Lot 1,and being the intersection of the west line of
8 said 12 foot alley with the south right-of-way line of W.Terrell Avenue (variable width),and from which a found
5/8-inch iron rod with cap for the northwest remainder corner of said Lot 1 bears South 89 degrees 21 minutes
28 seconds West,a distance of 125.09 feet;
' THENCE North 89 degrees 21 minutes 28 seconds East,crossing said 12 foot alley with the south right-of-way
line of said W.Terrell Avenue, a distance of 12.00 feet to a point for the northwest remainder corner of Lot 24,
of said Southland Subdivision, and being on the east line of said 12 foot alley;
8 THENCE South 00 degrees 38 minutes 32 seconds East,with the common east line of said 12 foot alley and the
west lines of Lots 24, 23, and 22,of said Southland Subdivision,and the west line of said Lot 19R,a distance of
295.66 feet to the POINT OF BEGINNING and containing 3,548 square feet or 0.081 acres of land.

GPS measurements. Distances and areas hereon are surface values.A combined scale factor of 0.999880014 was
used for this project.

Terrell Avenue and West Pulaski Street to be Replatted with the Adjoining Property for a Parking Garage for Cook Children's Medical
Center(COUNCIL DISTRICT 9)
RECOMMENDATION:
It is recommended that the City Council:
1.Adopt the attached ordinance vacating a portion of an alley in Block 10,Soutland Subdivision of Block 10, Fields Welch Addition between West
Terrell Avenue and West Pulaski Street to be replatted with the adjoining property for a parking garage for Cook Children's Medical Center;and
2.Waive any and all purchase fee value of the vacated land in accordance with City policy.
DISCUSSION:
Dunaway Associates,on behalf of Cook Children's Medical Center, has requested vacation of this portion of an alley to be replatted with the
adjoining property for a new parking garage.The City Plan Commission recommended approval of this request at its meeting on August 28,2019.
An acceptable final plat(FS-19-125)has been received in accordance with the Subdivision Ordinance.
The City of Fort Worth(City)originally obtained the above mentioned right-of-way through plat dedication.The City does not own any fee interest in
the rights-of-way or own any property adjacent to the right-of-way and did not expend any City funds to purchase the right-of-way easement.In
accordance with the City's policy regarding street and alley vacation transactions approved by the City Council on March 6,2007,Mayor and
Council Communication(M&C G-15624),staff recommends waiving the fair market value or any portion thereof of purchase price of this right-of-
way easement for the alley.
This project is located in COUNCIL DISTRICT 9.
A Form 1295 is not required because:This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that approval of these recommendations will have no material effect on City funds.
