City of Dort Worth, Texas Mayor and Council Communication DATE REFERENCE SUBJECT: Benefit Hearing - West Terrell PAGE NUMBER Improvements 1/24/78 G-3695 1976 C.I.P. , Page A-12 & 13 lot 2 Qn December 27, 1977, the City Council declared the necessity for and ordered the improvements of Project No. 13-022153-00, as described below, A construction contract was awarded to Texas Bitulithic Company in the amount of $524,416.55, and January 24, 1978, was set as the date for the Benefit Hearing (M&C C-403§) . All adjacent property owners were notified of the hearing by certified mail on January 6, 1978. Project Description Roadway R.O.W. Unit Street Limits Width-Feet Width-Feet 1-A West Terrell 8th Avenue to 40 60 Avenue 5th Avenue 1-B West Terrell Lipscomb Street 40 60 Avenue to Bryan Odin of Project The 1976-78 Capital Improvement Program (Pages A-12 and A-13) provides for the widening and upgrading of this facility to a 40-foot wide east/west collector street. Terell Avenue is designated as a collector street in the South Side Sector Plan. The section from 5th Avenue to Lipscomb was constructed in 1975. Improvements The existing varied width roadway will be improved by widening and construction of new collector grade hot-mix asphaltic concrete pavement with concrete curb, gutter, driveway approaches and sidewalks. Also included is 400 feet of rein- forced concrete culvert storm drain pipe and appurtenances. Enhancement of Abutting Property In keeping with standard policy, an independent appraiser was retained to assist the staff in making recommendations as to enhancement of adjacent properties resulting from the proposed street improvements. The appraiser, Mr. Ross E. Jones, has submitted his report indicating that, in his expert opinion as a land appraiser, all properties save five would enhance in value more than the assessments proposed to be levied in accordance with standard policy. The five properties in question have less than normal square footage and usage is limited. The Public Works Department concurs in the appraiser's report, which will be available for consideration at the Benefit Hearing. The assessment roll, with amounts of enhancement shown, has been prepared for consideration. DATE REFERENCE SuBJECT: Benefit Hearing -. Odell Schmidt explained procedures concerning proposed improvements, owner participation in costs, and methods of payment to the eight property owners attending. All of the attending property owners were opposed to the improvements, and to the resulting assessments. Most of them felt that they would not be benefitted at all and that by widening the street the City would create more problems than they- already had. After a short general discussion the meeting was adjourned. FORT WORTH, TEXAS December 27 1977 TO THE HONORABLE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
