AUTHORIZE THE EXECUTION OF INDIVIDUAL CONTRACTS WITH DR.
ALEX DEL CARMEN, DR. THERON L BOWMAN, TOM PETROSKI, JD,
MARCIA THOMPSON,JD AND DR. RITA WATKINS AND CONTRACTS WITH
WASHINGTON LAWYERS' COMMITTEE—FOR CIVIL RIGHTS AND URBAN
AFFAIRS AND THE LEADERSHIP CONFERENCE ON CIVIL AND HUMAN
RIGHTS TO REVIEW PATTERNS,POLICIES,TRAINING,PROCEDURES AND
PRACTICES IN THE POLICE DEPARTMENT
WHEREAS, a final panel of individuals and organizations has been developed and is being
recommended to the Mayor and City Council for approval of panel of experts to conduct the overall
review; and
WHEREAS, the review will identify patterns and practices related to police interactions with the
public during investigative stops, searches, arrests, and use of force incidents and the panel will examine
police policies, operational practices, training, documentation, accountability systems, corrective and
reporting procedures, and technology application; and
WHEREAS, the panel is also expected to review Community Policing and Engagement, Internal
Affairs complaints, recruitment, hiring, and promotions, critical incident interactions with the mental
health community and interactions with youths; and.
WHEREAS,the recommendations developed by the panel will provide a roadmap and focus areas
for police department change and oversight; and
WHEREAS, the panel will be led by two locally based professionals, Dr. Alex del Carmen and
Dr. Theron L. Bowman who have strong local and national ties with extensive police reform experience;
and
WHEREAS, the other panel members will include Jonathan Smith, on the Washington Lawyers'
Committee and a former USDOJ Civil Rights Division Chief; Emily Gunston on the Washington
Lawyers' Committee and a former USDOJ Civil Rights Division Deputy Chief; Lynda Garcia on the
Leadership Conference on Civil and Human Rights and a former USDOJ Attorney; Tom Petroski, JD, a
former FBI Dallas Chief Legal Counsel; Marcia Thompson, JD, a law enforcement and civil rights
attorney and consultant; and Dr. Rita Watkins, the Executive Director of the Law Enforcement
Management Institute of Texas; and
WHEREAS, the City Manager will execute individual contracts with each of the above-named
individuals and entities in compliance with Section 2-9 of the City Code.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
1. That the City Council authorizes the creation of the panel and execution of individual contracts
with each of the above named individuals and entities in compliance with Section 2-9 of the City
Code to review the patterns, policies, training, procedures and practices and other matters stated
herein as it related to the Fort Worth Police Department.
2. That this resolution shall become effective immediately upon adoption.
