SUPPORTING A VISION ZERO STRATEGY TO ELIMINATE TRAFFIC FATALITIES
AND SERIOUS INJURIES IN THE CITY OF FORT WORTH
WHEREAS, Vision Zero is a world-wide strategy to eliminate all traffic vehicle-related
fatalities and severe injuries through policies and regulations which prioritize safe multi-modal
streets; and
WHEREAS, Vision Zero acknowledges that traffic vehicle-related fatalities and serious
injuries are not accidents; they are preventable crashes; and
WHEREAS, the Federal Highway Administration has designated the City of Fort Worth
as a Pedestrian Safety Focus City due to its high pedestrian fatality rate; and
WHEREAS, on February 9, 2010, City Council adopted the Bike Fort Worth Plan as the
City's comprehensive bicycle transportation plan for developing a bicycle friendly environment
complete with policies,programs and facilities; and
WHEREAS, on March 1, 2011, City Council adopted Ordinance No. 19570-03-2011,the
Safe Passing Ordinance, that establishes minimum separation distances when motorized vehicles
are passing vulnerable road users; and
WHEREAS, on October 21, 2014, City Council adopted the Walk Fort Worth Plan as the
City's comprehensive pedestrian transportation plan intended to create a more pedestrian friendly
environment for those who wish to walk for their health or for transportation to local destinations;
and
WHEREAS, on January 28, 2014, City Council adopted Resolution No. 4278-01-2014
supporting the Blue Zones Project which commits the City to considering evidence-based policies
and implementing programs intended to improve the vitality of residents and business, creating
greater opportunity for all to make healthy choices;and
WHEREAS, on March 24, 2015, City Council adopted Ordinance No. 21707-03-2015
establishing the Pedestrian and Bicycle Advisory Commission which is responsible for providing
recommendations to the City Manager, City Plan Commission and the City Council on pedestrian
and bicycle plans, policies, programs and projects to improve the environment for non-motorized
travelers; and
WHEREAS, on May 3, 2016, City Council adopted Ordinance No. 22191-05-2016
adopting the 2016 Master Thoroughfare Plan Update which is grounded in a Complete Streets
philosophy wherein streets and roads are to be appropriately designed and constructed to reflect
all transportation users and support the surrounding land uses; and
WHEREAS, City Council adopted a Complete Streets Policy concurrent with adoption of
the 2016 Master Thoroughfare Plan Update; and
WHEREAS, on April 9, 2019, City Council adopted the Active Transportation Plan,
which identifies, evaluates, and prioritizes for implementation, gaps in pedestrian and bike
infrastructure citywide;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS, THAT:
The City of Fort Worth supports the Vision Zero goal of eliminating fatalities and severe
injuries from traffic crashes by supporting the development of a Vision Zero-based strategy and
related performance measures to achieve the goal.
