ORDINANCE NO.
AN ORDINANCE DECLARING A PARKING METER
HOLIDAY AT CERTAIN TIMES ON CERTAIN DATES
IN THE DOWNTOWN AREA; REPEALING ALL
ORDINANCES AND PROVISIONS OF THE FORT
WORTH CITY CODE IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That it shall not be unlawful for any person to permit
a vehicle to be parked, to remain or to be placed in any
parking space alongside or next to which is located any
parking meter between the hours of 10:00 a.m. and 6:00 p.m.
on Saturday, November 30, 1974, Saturday, December 7, 1974,
Saturday, December 14, 1974, and Saturday, December 21, 1974,
in the area bounded on the North by the north right-of-way line
of Bluff Street, on the East by the east right-of-way line
of Grove Street, on the South by the south right-of-way line
of Lancaster Avenue, and on the West by the west right-of-way
line of Henderson Street, while the parking meter for such
space indicates by signal that the lawful parking time in
such space has expired.
SECTION 2.
That this ordinance shall repeal every prior ordinance
and provision of the Fort Worth City Code in conflict here-
with but only insofar as the portion of such prior ordinance
or provision shall be in conflict, and as to all other
ordinances and provisions of the Fort Worth City Code not
in direct conflict herewith, this ordinance shall and is
hereby made cumulative.
SECTION 3.
That this ordinance shall be in full force and effect
from and after the date of its passage.

The Central Area Council of the Fort Worth Chamber of Commerce has been
working to organize downtown merchants into a cooperative effort to
stimulate retail sales in the downtown area. After several meetings,
the Central Area Council has established a fund to provide free parking
in parking lots leased from Allright and Classified and from lots donated
by the Continental National Bank, Leonard's and Stripling's, on the four
Saturdays preceding Christmas (see attached map showing leased lots).
Those Saturdays will be November 30, December 7, December 14, and Decem-
ber 21. The parking lots that will be furnished will provide 2,769 free
parking spaces for customers in the downtown area. In addition, the
fund established by contributions from Striplings, Leonards, Edisons,
Clyde Campbell, Ha-ltoms, Fort Worth Billiard Supply, Washer Bros. , John
L. Ashe, Bill McKay, and Luskeys, has an amount budgeted for radio adver-
tising to promote the free parking and each of these merchants plan to
include information on the free parking in their regular newspaper and
television advertising.
Along with this program, the Central Area Council has requested that
parking on City parking meters in the Central Business District be free
from 10 a.m. until 6 p.m. on each of the above mentioned four Saturdays.
The reason for not asking that the parking meters be made free all day
is to discourage employees from parking on the meters.
The purpose of parking meters is to serve the public and the adjacent
businesses by controlling parking, encouraging parking turnover, and
discouraging all day parking. On Saturdays the C. B. D. population is
considerably different that it is on a weekday. The number of employees
downtown is significantly less while the number of retail shoppers is
higher.
The City Staff has estimated the total parking meter revenue loss will be
approximately $6,500 for all four Saturdays; however, considering the
purpose of parking meters and the fact that the merchants will be pro-
viding 2,769 free off-street parking spaces, the Staff feels that this
request should be granted.
It should be noted that free meter parking does not suspend other
traffic and parking controls and the police will be enforcing all
other restrictions.
During staff meetings with the Central Area Council, it was mentioned
that if this program is successful, similar requests may be made for
specific occasions. Because of this, the Staff plans to conduct certain
parking studies during these four Saturdays to obtain information for
future guidance.
The Department of Law has advised that in order to grant this request an
ordinance must be adopted.

Recommendation
It is recommended that the City Council adopt an ordinance providing for
free parking on all parking meters within an area bounded by Lancaster
Avenue on the South, Henderson Street on the West, Bluff Street on the
North, and Grove Street on the East, from 10 a.m. until 6 p.m. on
November 30, December 7, December 14, and December 21, 1974.
