DIRECTING STAFF TO DEVELOP THE ADMINISTRATIVE FRAMEWORK,
BILLING SYSTEM AND ORDINANCE FOR A TRANSPORTATION USER FEE
WHEREAS, the City of Fort Worth is one of the fastest growing cities in the
country because of its outstanding quality of life, affordable housing and good jobs
while also an integral part of the North Texas Metroplex; and,
WHEREAS, rapid growth has created traffic congestion in Fort Worth which
affects not only the quality of life and productivity of Fort Worth residents and
businesses, but which also adversely impacts our mobility and air quality; and,
WHEREAS, the rapid growth of Fort Worth is straining traditional methods for
funding essential transportation infrastructures; and,
WHEREAS, citizens of Fort Worth have repeatedly cited through surveys, support
of bond proposals and other means that an improved transportation infrastructure is a top
priority and citizens have embraced alternative transportation modes and financing
methods; and,
WHEREAS, the City of Fort Worth and the Fort Worth Chamber of Commerce
engaged consultants in 2009 who evaluated the choices for alternative transportation
funding methods and the subsequent effect on the cost to citizens and the cost of
development in Fort Worth; and,
WHEREAS, the Mayor appointed a Blue Ribbon Task Force on Transportation
Infrastructure in 2010 to study and evaluate the alternative transportation funding
methods identified by the 2009 City/Chamber study and recommend a 5-Year Local
Transportation Funding Plan; and,
WHEREAS, a critical component of the Blue Ribbon Task Force's recommended
5-Year Local Transportation Funding Plan is the establishment of a Transportation User
Fee; and,
WHEREAS, the City Council heard the Blue Ribbon Task Force's
recommendation at the August 13, 2010 Budget Retreat and directed staff to begin
pursuing the development of a Transportation Use Fee; and,
WHEREAS, the City Council's Infrastructure and Transportation Committee
received a preliminary project schedule and estimated project costs on October 12, 2010
and supported staff seeking official direction from the City Council to commence
development of a Transportation User Fee;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. That the staff is directed to develop a Transportation User Fee that is
reflective of trip generation rates according to land use; and,
2. That the staff is directed to modify the existing billing system and/or create
supplemental systems, as necessary, such that the Transportation User Fee
may be collected on a monthly basis via the City's utility bill; and,
3. That the staff is directed to draft an accompanying ordinance for City
Council consideration targeted for July 2011.
