SIDE, SYCAMORE HEIGHTS AND SOUTH FORT WORTH, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. k VHEREAS, it appears to the Board of Commis- sioners of the City of Fort Worth that public util- ities engaged in the business of transporting pas- sengers on street railways within the City of Fort Worth have not within ten years extended their lines i in any manner commensurate with the rapidly growing L population and additions annexed to said city; and WHEREAS, it appearing to t Loar3 0� vci= - missionsre that the 19th wand of said city, which dis- trict comprises what is commor4y known as Riverside, is a compact and thickly populated section of the city and has not been provided with street railway or other transportation facilities to and from other portions of said city; and MREAS, it appearing to said - card of Com- missioners that the 20th ward of said city, which dis- trict comprises what is commonly known as Sycamore seight s, is asc tl on _f the city, and has not been provided with street railway or other transportation facilities to and from other portions of said city; and WHEREAS, it appearing to said Board of Com- missioners that the 23rd ward of said city, which dis- trict comprises what is commonly known as South Fort ":orth and Seminary Hill, is �_ compact and thickly (%pulated section of the city and has not been'ro- vided with street' railway or other transportation i facilities to and from other portions of said city; AS, it appearing to the said Board of Commissioners ~hat said faciliti.�c can be furnished extending street railway lines now in existence; # and EMPUS, it appearing to said Board of Commissioners that the r:venue resulting from such extensions will, within a reasonable time after same ar, made, pay a reasonable return on the investment, after making the customary allowance for depreciation; and ty� of Commissioners, and the said Board of Commis;ioners so find, that the r,eople generally residing in the raid communities are now without street railway or other transportation facilities and the demand for same is cons*antly growing, and the safety and cones vcrtience of the public generally is thereby adversely affected, and the public necessity makes it urgent and imperative that street railway lines be either extended or constructed or otherwise provided for said districts; MY, TPEMORE: BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF FORT WORTH: SECTION I That when the term "Riverside" is used in -..r 1/ this ordinanea it alhull E:e construed to me-n -i-zcL -o. 19, which ..ard is described by metes ..tea bounds in ordinance No. Zyz�z/-I, to .:'rich document ref iz- ence is :-'re :... SECTION 1V It is the duty of the Northern Texas Traction Company, and the offioeria -nd the directors of said 4 company are hereby commanded and directed to select a proper and convenient route, secure the proper fran- chise as required by law and within thirty days from the date of this ordinance begin to construct and build an extension of one of its street car lines in the City of Fort Worth or otherwise provide ade- quate street railway facilities for the public gen- erally to a point as near as practicable to the cen- ter of Riverside, the said line to be completed and in operation within eight months from the date said work is begun. SECTION V It is the duty of the Northern Texas Trao- �:on and the officers and directors of said company are hereby commanded and directed to select a proper and convenient route, secure a franchise as required by law and within thirty days begin to construct and build an extension of an existing street railway line in the City of Fort Worth or otherwise provide adequate street 3nilway facilities 'Por the public generally to a point as near as practicable to what is known as Stop 3 in Sycamore Heights, the said line to be completed and in operation within eight months from the date said work is begun.
