AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF$150,000.00 IN GRANT
FUNDS FROM THE FISCAL YEAR 2011 CRIMINAL JUSTICE DIVISION GRANT FUNDS
AND THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE
DIVISION OF THE GOVERNOR'S OFFICE
WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding a grant
project throughout the State addressing transnational gangs; and
WHEREAS, the City of Fort Worth (City), by and through its Police Department, has written a
grant application for submission to the CJD for the following project:
1. Overtime for officers. This project will support the Police Department's initiative in reducing
violent gang crimes; specifically gangs with affiliations outside the United States. The total
amount dedicated to this goal would be $150,000.00 provided by CJD.
WHEREAS, the City Council of the City of Fort Worth finds it in the best interest of the
citizens of Fort Worth that the above outlined project be operated for the Fiscal Year 2011 Grant Cycle;
and
WHEREAS, the approval by CJD of the grant application is contingent upon the passage of a
resolution by the City containing certain assurances;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS, THAT:
1. Submission of the grant application to the Office of the Governor, Criminal Justice Division,
for the project named above is approved;
2. The City Manager, or his designee, is authorized to apply for, accept, reject, alter or
terminate this grant on behalf of the City; and
3. The City assures that, in the event of loss or misuse of the CJD grant funds, the funds will be
returned to the CJD in full.

Adopt a Resolution and Authorize the Application and Execution of the Related Contract for the Fiscal Year
2011 Transnational Gang Grant from the Office of the Governor, Criminal Justice Division in the Amount of
$150,000.00 and Making Assurances Required by the Criminal Justice Division of the Governor's Office
and Adopt Related Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached resolution:
a. Authorizing the City Manager to apply for, accept, reject, alter, or terminate, if awarded, the
Fiscal Year 2011 Transnational Gang Grant from the Office of the Governor, Criminal
Justice Division;
b. Authorizing the City Manager to designate the Assistant City Manager who oversees the
Police Department as the authorized official to accept, reject or alter the Fiscal Year 2011
Transnational Gang Grant after it is awarded;
c. Providing assurance that funds will be returned to the Office of the Governor, Criminal Justice
Division, in full, in the event of loss or misuse of Criminal Justice Division Grant funds;
2. Authorize the City Manager to execute a contract with the Office of the Governor for the implementation
of the Fiscal Year 2011 Transnational Gang Grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $150,000.00 upon receipt of the grant.
DISCUSSION:
The Office of the Governor, Criminal Justice Division, has allocated funding to Police Departments across
North Texas including $150,000.00 to the Fort Worth Police Department to help target transnational gang
activity. These grants are awarded under the federal Edward Byrne Memorial Justice Assistance Grant
(JAG) Program and distributed by the Office of the Governor, Criminal Justice Division (CJD). The funding
will be used to support the department's initiative in reducing violent gang crimes; specifically gangs with
affiliations outside the United States. Grant funds of$150,000.00 will be budgeted for overtime hours and
associated fringe benefits for officers, sergeants and lieutenants.

The Financial Management Services Director certifies that upon approval of the above recommendations,
receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the
current operating budget, as appropriated, of the Grants Fund.
