HomeMy WebLinkAbout2003/09/11-Minutes-City Council-Special Called SPECIAL CITY COUNCIL MEETING SEPTEMBER 11, 2003 Date & Time On the 11th day of September, A.D., 2003, the City Council of the City of Fort Worth, Texas, met in special session, at 7:23 p.m., with the following members and officers present: Attendance Mayor Mike Moncrief; Mayor Pro tempore Ralph McCloud; Council Members Jim Lane, Becky Haskin, Frank Moss, Clyde Picht and John Stevenson; City Manager Gary Jackson; City Attorney David Yett and City Secretary Gloria Pearson. Council Members Chuck Silcox and Wendy Davis were absent. With more than a quorum present, the following business was transacted: Attention of the City Council was called to a call of the Mayor for a special meeting of the City Council, as follows: NOTICE OF SPECIAL MEETING Notice is hereby given that the City Council of the City of Fort Worth will hold a special meeting at Tarrant County College, Northwest Campus, 4801 Marine Creek Parkway, Room B-118, Fort Worth, Texas, at 7:00 p.m. on Thursday, September 11, 2003, to consider the following matters: I. Call To Order II. Report of the City Manager Second Public Hearing for proposed full purpose annexation and explanation of service plan for the Eagle Mountain Zone, 1,238 acres located north and east of Boat Club Road and south of Bonds Ranch Road, Tarrant County, Texas (Annexation Case No. AX-02-0008) Second Public Hearing for proposed full purpose annexation and explanation of service plan for the 287 Zone, 7,724 acres located west of I.H. 35 and north and south of U.S. Highway 287, Tarrant County, Texas (Annexation Case No. AX-02-0009) In accordance with Chapter III, Section 5 of the Fort Worth City Charter, I hereby call a special meeting of the Fort Worth City Council to be held at the time and place stated above. The object of the meeting is to conduct the second public hearings to consider the full purpose annexation of 1,238 acres located north and east of Boat Club Road and south of Bonds Ranch Road (Annexation Case No. AX-02-0008) and 7,724 acres located west of I.H. 35 and north and south of U.S. Highway 287 (Annexation Case No. AX-02-0009). CITY COUNCIL MEETING FORT WORTH, TEXAS SEPTEMBER 11, 2003 PAGE 2 of 4 Signed this 4t" day of September, 2003. /s/Wendy Davis Council Member District 9 /s/John Stevenson Council Member District 7 /s/ Frank Moss Council Member District 5 Public Hearing Mr. Bob Riley, representing the Development Department, Eagle Mountain appeared before Council, presented a staff report and the Zone proposed service plan for the Eagle Mountain Zone as follows: AX-02-0008 • Subject property placed in the City's Annexation Plan on October 29, 2002 (M&C PZ-2420 Revised) • Property comprises approximately 1,238 acres • Estimated population is 39 (based on Tarrant County Appraisal District information) • Area scheduled for full purpose annexation during a 30-day period beginning October 29, 2005 Proposed Service Plan: • Police Protection - Assignment of a new Police Reporting Area - Part of existing Beats C-11 and C-13 • Fire Protection - Fire Services from the existing Fire Station Number 40 located at 8510 Spring Street • Emergency Medical Services - First responder by Fort Worth Fire Station Number 40 - MedStar system would provide advance life saving services and transport to the appropriate medical provider • Solid Waste Collection - Fort Worth's contract provider to residential customers; individuals using private providers can continue to use their provider until the second anniversary of the annexation - Collection services for businesses and multi-family dwelling complexes would be at the discretion of the customer CITY COUNCIL MEETING FORT WORTH, TEXAS SEPTEMBER 11, 2003 PAGE 3 of 4 • Water and Wastewater Facilities - Would be provided by the Fort Worth Water Department in accordance with the Installation Policy of Community Facilities - Individuals with private wells and/or septic systems would be allowed to continue their use as long as the systems meet related State Laws and/or codes • Roads and Streets - City would assume maintenance of public streets • Parks - No public parks exist • Publicly Owned Facility, Building or Service - None exist • Capital Improvement Program - Provision of services outlined in the Service Plan does not anticipate any capital improvements would be required Public Hearing Mr. Bob Riley, representing the Development Department, 287 Zone appeared before Council, presented a staff report and the AX-02-0009 proposed service plan for the 287 Zone as follows: • Subject property placed in the City's Annexation Plan on October 29, 2002 (M&C PZ-2420 Revised) • Property comprised approximately 7,724 acres • Estimated population is 120 (based on Tarrant Appraisal District information) • Area scheduled for full purpose annexation during a 30-day period beginning October 29, 2005 Proposed Service Plan: • Police Protection - Assignment of a new Police Reporting Area - Part of existing Beat C-13 • Fire Protection - A minimum of two additional fire stations or temporary facilities, along with personnel and equipment would be needed to provide fire services for the 287 Zone and other portions of the City • Emergency Medical Services - First responder by Fort Worth Fire Department from a minimum of two additional fire stations - MedStar system would provide advance life saving services and transport to the appropriate medical provider CITY COUNCIL MEETING FORT WORTH, TEXAS SEPTEMBER 11, 2003 PAGE 4 of 4 • Solid Waste Collection - Fort Worth's contract provider to residential customers; individuals using private providers can continue to use their private provider until the second anniversary of the annexation - Collection services for businesses and multi-family dwelling complexes would be at the discretion of the customer • Water and Wastewater Facilities - Would be provided by the Fort Worth Water Department in accordance with the Installation Policy of Community Facilities - Individuals with private wells and/or septic systems would be allowed to continue their use as long as the system meets related State Laws and/or codes • Roads and Streets - City would assume maintenance of public streets • Parks - No public park exists • Publicly Owned Facility, Building or Service - None exist • Capital Improvement Program - Provision of services outlined in the Service Plan would require a minimum of two additional fire stations John Austin Mr. John Austin, 512 Aviator Drive, appeared before Council in opposition of the annexation. He expressed appreciation for the time they and the City staff had devoted to working with concerned residents during the annexation process. He requested that Council reconsider the decision to annex Hicks Airfield. There being no one else present desiring to be heard, Mayor Moncrief adjourned the meeting at 7:40 p.m.
