AN ORDINANCE PROVIDING FOR ALTERATION OF THE BOUNDARY
LIMITS OF THE CITY OF FORT WORTH: DISCONTINUING TERRITORY
FROM WITHIN THE CORPORATE LIMITS OF THE CITY OF FORT
WORTH: RELEASING EXTRATERRITORIAL JURISDICTIONAL RIGHTS
IN CERTAIN TERRITORIES: PROVIDING THAT THIS ORDINANCE SHALL
AMEND EVERY PRIOR ORDINANCE IN CONFLICT HEREWITH: PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL PRIOR
ORDINANCES NOT IN DIRECT CONFLICT: PROVIDING FOR SEVERABILITY
AND NAMING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION I
THAT the hereinafter described territory within the corporate limits
of the City of Fort Worth be and the same is hereby discontinued as a part of the
City of Fort Worth and all extraterritorial jurisdictional rights therein and
thereto are hereby released, said territory being more particularly described as
follows:
BEING a portion of the David Strickland Survey, Abstract Number
1376 situated about 8 miles Southeast from the Courthouse of
Tarrant County, Texas, and being more particularly described as
follows:
BEGINNING at a point for corner at the intersection of the
Southwest right of way line of State Highway Loop Number 217
with the Northeasterly right of way line of Mansfield Highway
(State Highway No. 287) said point for corner also being in a
present Fort Worth city limit line;
THENCE along and with the southeasterly right of way line of
State Highway Loop No. 217: North 32 Degrees-58 Minutes East
71 feet and North 44 Degrees-54 Minutes East 295 feet, more
or less, to a point for corner in the present Fort Worth city
limit line, said point for corner also being in the East right
of way line of Wrey Crest Farm Road;
THENCE South No degrees-19 Minutes West along and with the
present Fort Worth city limit line and the East right of way
line of Wrey Crest Farm'Raa'd 515 feet, more or less, to a �oi.nt
for corner in the Nort4easterlv right of way line of Mansfield
Highway (State Highway No. 287) said point for corner also being
in a present Fort Worth city limit line;
THENCE Northwesterly along and with the northeasterly right of
way line of Mansfield Highway (State Highway No. 287) 350 feet,
more or less, to the place of beginning and containing approximately
1.49 acres of which 0.53 acres is in the right of way of Wrey Crest
Farm Road.
SECTION 2
THAT this ordinance shall and does amend every prior ordinance in con-
flict herewith, but as to all other ordinances or sections of ordinances not in
direct conflict herewith this ordinance shall be and the same is hereby made
cumulative.

SECTION 3
THAT it is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of this ordinance
are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared void, ineffective, or unconstitutional by the
valid judgment or final decree of a court of competent jurisdiction, such un-
constitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections hereof, since the same would have been enacted by the City
Council without the incorporation herein of any such void, ineffective or unconstitu-
tional phrase, clause, sentence, paragraph or section.
SECTION 4
THAT this ordinance shall become effective and shall be in full force and
effect from and after its passage and it is so ordained.

The City Plan Commission has recommended the deannexation of three small
tracts of land totalling less than one acre located at the Southwest Loop,
Mansfield Highway and Wrey Crest Farm Road.
This area was annexed to Fort Worth in 1955. Subsequently, the construction
of Loop 217 (I-820) isolated these tracts from the other areas in Fort Worth.
Negotiations now in progress between Fort Worth and Kennedale are expected
to result in these tracts being in Kennedale's jurisdiction. The adjacent
section of Wrey Crest Farm Road should be deannexed to further implement the
nroposed boundary adjustment.
The Fort Worth Water Director initiated this project based on the extremely
high cost of extending Fort Worth water and sewer service to these properties.
Tax records show that the city revenue from these properties for the calendar
year 1970 is approximately $324.00.
Recommendation
It is recommended that the ordinance that has been prepared providing for
deannexation of the above described property be approved and extra-terri-
torial jurisdictional rights be relinquished.
